"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bill Dowling, Mark Catalano, Paul Bussiere.

The meeting was called to order at 6:59 PM by Chairman Dowling

Members of the public present: Roberta McGee, Evan Karpf, Nancy Mitiguy, Carmine Fabrizio, Ann Fabrizio, Richard Nelson, Rob Gauthier, Dave Scalley, Chris Pappas, Michael Rouillard (Miggy), Marc Brodeur, Tadd Bailey, Roy Ramsdell, Donna Matz, Mike Matz, Bill Smalley

The Board announced the approval of bills and signing of checks.

Selectman Catalano made a Motion To: Approve the minutes of 4/9/2012 as written. Selectman Bussiere seconded and the Motion passed unanimously.

The minutes for April 23, were then brought up. Selectman Catalano said there was a typo near the bottom of page 2, the word “respect” should be “respected.” Selectman Bussiere said there appeared to be a type on the first line of page 4 and the word “touch” should be “tough.” Selectman Catalano then made a Motion To: Accept the minutes of 4/23/2012 as corrected. Chairman Dowling seconded and the Motion passed.

Chairman Dowling said they have not had a meeting yet regarding the Water Department debt and the item will remain on the agenda until they do.

Chairman Dowling said in 2008 that $25,000 was moved from the Planning Fund and he didn’t know where it went. He stated it will be put back into the fund. The Secretary said that had been clarified when it was brought up before, a year or so ago, and that the money had gone into the General Fund to cover Planning and Zoning costs, such as the Building Inspector’s fees, which is what the Fund was set up for. Chairman Dowling said we will look into this later as there wasn’t a warrant article for it in 2008.
Chairman Dowling said as the Road Agent, Greg Hogan, is not in attendance, they will move over the New Straw Road reconstruction bids. (Mr. Hogan is still recovering from his accident.)

Other:

The Secretary advised the Low to Moderate tax forms are now available – these help with school taxes.

Selectman Catalano referred to the discussion regarding zoning activity at the meeting on April 9, and said the decision at the time was for the Select Board to help work out procedure, etc., and to help the town boards make sure all are working well and communicating together. He noted that issues brought up by Dave Scalley have been taken care of and announced that a work session has been scheduled for May 8 with the Boards and Stan Borkowski. He also advised everyone to look at the plaque in the hallway which is the Board of Selectmen’s Mission Statement – as the Board is working for the people.

Selectman Catalano said with the global, national and local economic issues that we are dealing with, he said at the last meeting that the DRA said we will lose about 24% of the value of the town in this revaluation year. He believes everyone should be asking what we can do as property owners and encouraged all to attend budget meetings. He hopes people will express their thoughts, concerns, fears and likes and let the Budget Committee know how they feel about taxes for 2013 – whether they expect to pay more, stay the same or are looking for a reduction. He said the Board of Selectmen and the Budget Committee need to hear from them.

Chairman Dowling said to go with Mark’s comments and that the Budget Committee did a survey in 2010 which went to all property owners and nothing was done with it. He said this Board will start using it and doing something about it.

Chairman Dowling then said the Board adopted rules for meetings and they will be enforced.

Evan Karpf said clean up day had six town participants and five inmates from the Berlin prison and they got a lot done. He said the Snowmobile Club donated $250 so they had coffee and doughnuts as they gathered and then had pizza for lunch. He thanks Chairman Dowling and Eric for all their help at the Transfer Station and said everything went very well. He noted the Recreation Committee had their clean up at the same time and said maybe they could get together another year. Richard Nelson who helped at the Rec area said they had six people there and got a lot done on the field. He also said there are some repairs to make and several volunteers will look into doing them.

The work session for May 8 was brought up and it was stated that the public may attend, but there would be no public input.

Selectman Catalano referred to the meeting policy and said there had been problems with people standing in the back and the Selectmen believed they were disruptive to the meeting. The decision was made that all people would be requested to sit, so all would be on the same level. Chairman Dowling read from the Right to Know law, RSA 91, that all have the right to be here, but not the right to talk.

Dave Scalley presented a letter to the Board about the ZBA. He said he knows it is after the deadline, but he understands the ZBA is short two members and he would like to volunteer to be on it. Mr. Scalley also gave a copy of his letter for the ZBA Chairman. Chairman Dowling said as they are now an elected board, they make their own appointments and he suggested Mr. Scalley go to their meeting this week. Mr. Scalley said he was already planning to do that. The Board thanked Mr. Scalley for his interest.

As there was no further business, the Board was polled and went into non-public session for town aid and personnel matters at 7:25 p.m.

At the close of Non-Public Session, Chairman Dowling moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Catalano seconded and the Motion passed unanimously.

There being no further discussion, Chairman Dowling made a Motion to: adjourn the meeting. Selectman Bussiere seconded and the Motion passed unanimously. Chairman Dowling declared the meeting ended at 8:16 p.m. The next meeting will be on Monday, May 21, 2012.
