"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A: 2."

The public meeting was called to order at 11:02 AM by Selectman Dowling

Members of the public present: Ike Ikasalo, Dave Scalley

Mark Catalano handed out “Town of Carroll Cross Board Work Session” document, discussed the content of the document, and suggested on posting it or create a policy (requested by Joan). It was suggested that each board should have policy/procedure documents.

Paul asked who has and where are applications (i.e. building permit apps, variance apps, intent to cut, etc)? Bill stated that they are at the town hall office with instructions and on-line.

Joan stated that codes/RSAs/laws intent is for safety & health of occupants, fire and police dept personnel, not just to make petitioner/people miserable.

Mark stated that the town needs applications that are easily understood and contain all instructions and checklists that are necessary for the applicant to complete.

Joan stated that the ZBA is updating their packets and will be putting them on-line; Linda Dowling, the ZBA & PB secretary, can assist with packets. Joan also stated that the applications are long & difficult to complete and the ZBA can assist in completing them, but only to a certain extent because they (ZBA) are the reviewers/approvers. Their applications have instructions, forms, and all necessary documents, but also stated that when the applications are presented to the board, other items may be required after the fact or after the original packet went out.
Stan stated that Building Permit packets have all the necessary documents and forms when handed out.
Mark stated that boards need to review all application packets to ensure that they are up-to-date and can be completed without a lot of complications – the petitioner needs to feel comfortable that they can complete the application easily and without a lot of issues.

Joan – 3rd Party Review – she asked are there any in regard to fire codes? She stated that the ZBA/PB cannot call in 3rd party reviews for small projects or when not necessary. Need to delineate on what needs or does not need/require 3rd party reviews, so as not to abuse it.

Joan asked who Stan’s secretary was. He stated that it was Maryclare who processes the building permits.

Paul asked “is each secretary responsible for permit completion/correctness?” Stan stated that he is final reviewer for building permits. ZBA/PB packets are reviewed by Linda before going to the board.

Stan stated that the 3 Selectmen enforce the building codes while he is the reviewer/approver.

Joan stated that petitioners can appeal the ZBA/PB rulings.

Mark: Bottom line up front (BLUF): ensure all applications are complete with easy to understand instructions, checklists, etc.

Joan suggested that the Selectmen need to review with Stan what projects need building permits but must also follow building codes and laws. Asked, does this inhibit people from improving on their home because so many actions require permits?

It was stated that the “Action Request Form” (complaint form) must be signed in order to be acted upon.

Mark – Action Items:
1. Dept Heads – review instruction sheets/pkts and adhere to “purpose” on handout (Town of Carroll Cross Board Walk Session), to ensure they are easy, comprehensive, fair, ethical, and positive.

2. Per Joan, update “Master Plan”

3. Selectmen to review building codes and permits with Stan

Joan – issues:
1. 3rd party reviews – what needs one and identify them

2. Town newspaper & inputting application requests in a timely manner - need to decide which local paper to use, i.e. Democrat, Caledonian, or Littleton Currier. Bill stated to use the Democrat. All boards should use the same paper.
3. It was asked if the website could be used as an official notification means – per Bill, the answer was NO. It can be used in addition to the newspaper.

4. It was noted that members cannot be mandated to go to workshops, only voluntarily.

5. A handout, titled “Meeting May 8, 2012”, from Evan Karpf (not present) was given to the Selectmen.

Statements from the Public:
Dave: stated that he does not think there are too many types of building permits as they are there to protect the people.

Ike: he stated that he was under the impression that building permits are to be posted at site with all required signatures – where are they?

Mark: stated that need to identify & confirm with Maryclare a date in approximately 4 weeks to review & rehash what was talked about at this workshop.
