"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bill Dowling, Mark Catalano, Paul Bussiere.

The meeting was called to order at 1:18 PM by Chairman Dowling

Discussion began with the proposed 2013 operating budget. The Selectmen reviewed it and it was stated this does not include any warrant articles as department heads should put those in themselves. Chairman Dowling asked that they be contacted for any they are interested in submitting and to get them to the Selectmen as soon as possible. It was stated the bottom line for the Operating Budget is $1,460,991 and Chairman Dowling made a Motion that: the Selectmen approve the 2013 Operating Budget at $1,460,991. Selectman Catalano seconded and it passed unanimously. The Secretary was asked to send it to the Budget Committee. Selectman Catalano added he would like it to go with the caveat that the Select Board reserve the right to make additional changes based on new information they may receive. Chairman Dowling said that goes without saying, but it was fine to make that statement.

The following items were approved and signed:

MS-1 DRA Form
Letter to State DOT that the Town is not interested in purchasing land on Rt. 302 E for $15,100
This is land that Steven Messina has negotiated with the State to purchase so his property
would have access. It is State policy that the Town has first refusal in these types of
negotiations before they finalize with private purchasers.
Town Hall Use Permit Application – WMRHS JROTC/Hogan

As there was no further business, the Board was polled and went into non-public session for town aid and personnel matters at 2 p.m.

At the close of Non-Public Session, Selectman Bussiere moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Catalano seconded and the Motion passed unanimously.

There being no further discussion, Chairman Dowling made a Motion to: adjourn the meeting. Selectman Bussiere seconded and the Motion passed unanimously. Chairman Dowling declared the meeting ended at 3 p.m. The next meeting will be Monday, October 22, 2012.
