"These minutes of the Town of Carroll Select Board have been recorded by its Secretary.
Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bill Dowling, Mark Catalano, Paul Bussiere

The meeting was called to order at 7 PM by Chairman Dowling

Members of the public present: Scott Sonia, Mike Gooden, Dave Scalley, Nancy Mitiguy, Evan Karpf, Greg Hogan, Michael Hogan, Dianne Hogan

The Board announced the approval of bills and signing of manifests.

Selectman Catalano made a Motion to: Accept the minutes of 2/25/2013 as written. Selectman Bussiere seconded and it passed unanimously.

Chairman Dowling recognized Dave Scalley who said he wanted more clarification about the invoice submitted by Bill Dowling for maintenance at the old landfill as discussed at the previous meeting. Mr. Scalley’s concern was that the town is being put at a liability risk if something were to happen where Mr. Dowling is being paid with a 1099 rather than in his position as a regular employee of the town. He also commented if it should have been put out to bid or at least hired out elsewhere. Mr. Dowling said the bid process and procedure is at $3,000. Chairman Dowling said for Mr. Scalley to get an Action Form and fill it out and then he would be able to answer his questions. Selectman Catalano clarified that the main reason for Mr. Scalley’s questions was to put the town at a lesser exposure/risk on a 1099 sub-contractor, which he answered was correct. He said he had recently been to a class regarding liability and Workers’ Compensation which is what triggered his concern at this time. Chairman Dowling said everybody who works for the town is covered.

Selectman Catalano said there is nothing to report on the water meeting.

Chairman Dowling spoke about Town Counsel, Bernie Waugh, coming to do a Municipal Law update. As this week won’t work out, he asked the Secretary to contact Attorney Waugh to ask about Tuesday or another day two weeks from now, as next Tuesday is voting day.

Chairman Dowling then read a letter from Mr. Herb Williams from Portland, ME. Mr. Williams wrote in praise of the Fire Department and their help when his car went off Route 302 a few weeks’ back due to several other accidents during a snowstorm. Chairman Dowling added the Board’s thanks to the Fire Department.

Selectman Bussiere said the policy for using Town Counsel has been back to Town Counsel and discussion will be continued to a later meeting.

The Secretary advised that Janet Nelson had submitted the information on terms of the Parks and Recreation Commissioners. They are as follows:

Chairman Dowling asked the Secretary to send a letter to Mrs. MacCorison now that we know the term for her appointment, which was approved at a previous meeting.

Chairman Dowling stated he had been unable to find anything that says we cannot charge interest on town invoices, i.e. charges at the Transfer Station, etc. that are not paid within thirty days. Discussion of an amount had taken place previously when it was noted that both Property tax and Water Department bills are at 12%. Selectman Bussiere made a Motion to: Charge 12% interest on all invoices after thirty days. Selectman Catalano seconded and the Motion passed unanimously. This will be effective beginning on March 5, 2013.

Greg Hogan said he wanted to address plowing the town roads. Over the years the numbers of miles used and peoples’ ideas of how long it should take to plow have varied substantially. As they had to plow Sunday (yesterday), they decided to collect the data they felt they needed; therefore, they set odometers, tracked activity and observed working time. There are 12.7 miles of roads to plow with a minimum of two times each—plow one way on the road and then plow the other way. It takes 62.3 miles to do one complete pass in town with only one trip to the Highway Garage for a reload of sand. They average a speed of 20 mph when moving and have numerous stop-and-goes, as well as waiting for traffic. This took approximately 4.5 hours. These figures do not include all of the cul-de-sacs nor the parking lots which they must also plow. Mr. Hogan noted that Sunday’s time was with 3 to 4 inches of snow. Naturally the more snow, the more passes they must make. Selectman Catalano said multiplying by 5 would be a good way to get the cost for plowing the town once. Mr. Hogan also stated that if they are plowing in an overtime situation, they do not do the clean-up such as in the cul-de-sacs, as they wait until their next regular work schedule. It was noted there are only three roads in town that are not dead end. The Board thanked Mr. Hogan for the information which they said was very valuable to have.

The following items were approved and signed:

Veterans’ Permanent Disability Tax Credit – Bussiere
Intent to Cut – Pagliarulo

As the Veterans’ Tax Credit was for him, Selectman Bussiere stepped down from that discussion. Chairman Dowling made a Motion to: Sign the Veterans’ Permanent Disability Tax Credit and Selectman Catalano seconded. The Motion passed with 2 yeas and 1 abstention.

Other:

Chairman Dowling read a notice from the WMRSD for ballot counters on March 13, 2013, at the High School.

Chairman Dowling advised the next meeting will be Monday, March 18, 2013. All were reminded that voting is on March 12, 2013.

Evan Karpf reminded everyone that from 5:30 p.m. to 7:00 p.m. on Thursday, March 7, there will be a discussion on the Master Plan for the Town of Carroll. He said it is important for people to participate for the future of the Town.

As there was no further business, the Board was polled and went into non-public session for legal and personnel matters at 7:25 p.m.

At the close of Non-Public Session, Selectman Bussiere moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Catalano seconded and the Motion passed unanimously.

There being no further discussion, Chairman Dowling made a Motion to: adjourn the meeting. Selectman Bussiere seconded and the Motion passed unanimously. Chairman Dowling declared the meeting ended at 7:45 p.m. The next meeting will be Monday, March 4, 2013.
