October 30, 2013


Meeting called to order 7:00pm
Members present: Rob Gauthier, Jack Catalano, Joan Karpf, Mike Hogan, Dave Scalley, Bonnie Moroney

Rob made motion to table Minutes from 10/16-10/23, Dave Second.
Mr Martel began speaking about the Patriotic budget. Stated he'd like to keep in the same, even though they went over a bit this year. Reviewing flag purchases and looking to find some to keep it under budget.
Dave motioned to table ZBA minutes.
Budget committee budget mentioned by Mike, and stated it would stay the same. Rob mentioned a possible line item for secretary position. Discussion mentioned the possibility.
Police Department budget, Chief Trammell passed out a detailed handout for the proposed Police budget. Mike asked for clarification that the chief has not had a raise in 5 years, to which the chief stated was correct. Joan asked for clarification for the 2012 patrolman at the time received a $6000 increase and asked if that was correct. Chief mentioned that Officer Bailey had received an offer from Lancaster PD. In discussions with the selectboard, the increase was made to match the offer from Lancaster and to retain officer Bailey. Chief mentioned this offer to keep Officer Bailey was after the Town had already lost an officer to Whitefield to a promotion. Discussion about the coverage for town and hours of operation.
Joan brought information from 2007 regarding per officer to population ratio. Chief explained the numbers are nationwide and may not reflect what the Town of Carroll needs. Chief described the tourist increase on any given day. Mike mentioned that the numbers and statistics may not apply to what this town faces.
Discussion continued about the officers having the proper equipment, and staffing based on their needs.
Discussion about the Rec Dept.'s budget and the proposed increases in salaries for the counselors. Discussion about the entertainment that the Rec. Committee has taken on from the Chamber.
Much discussion about the Treasurers proposed $4.17 per week raise request.
