"These minutes of the Town of Carroll Select Board have been recorded by its Secretary.
Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Paul Bussiere, Bill Dowling, Bonnie Moroney

The meeting was called to order at 7 PM by Chairman Bussiere

Members of the public present: Greg Hogan, Dave Scalley, Jeremy Oleson, Evan Karpf, Rob Gauthier

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion to: Accept the minutes of 10/28/2013 and Selectman Dowling seconded. The Motion passed unanimously.

The Secretary said she expected to have a date for meeting with the auditors before the next meeting.

The Secretary advised no warrant articles had been received but several are in the process. Selectman Dowling asked that one be done for the revaluation and the Secretary said she would take care of that.

The following items were approved and signed:

2013 Equalization Municipal Assessment Data Certification
Town Hall Use Permit Applications – Parks and Recreation (Grade School Basketball Program)
Water Warrant – Gilman, Riverside Trust, Wiens, Kelly, McGinty

Other:

It was announced that the County tax bill for $1,552,900 arrived and is due by December 17.

Selectman Dowling made a Motion to: Sign the MS-5 when it is ready. Selectman Moroney seconded and it passed unanimously.

The Secretary noted the Selectmen had been given copies of the current property liability and health insurance agreements to look over for signing at the next meeting.

Selectman Dowling spoke of the Energy Audit which had been completed and asked if the Board wanted to put an article in the Warrant to try to start fixing the problems, at about $36,000. He said the Building Committee is looking at a new building, but he said that is still years away. Jeremy Oleson asked what the recommendations were and Mr. Dowling said repairs, insulation, fixing cracks, replacing windows, etc., no new furnace until they can keep the heat from going out through the roof. If everything is done, then a furnace may help, but not before that. Rob Gauthier asked if there are any grants or such that may be available. He apologized that he hadn’t been able to attend any meetings, but was curious. Mr. Dowling said that he and the Committee will look into whatever may be available. Dave Scalley asked if this is voted on, when the work would be done and Mr. Dowling said after Town Meeting in 2014. Brief discussion was held regarding a new building and it was stated that people aren’t ready for a new building. Mr. Scalley asked if it wouldn’t make more sense to put an article in for a new town hall to find out rather than spending $36,000 on fixes and just assuming what people want. Selectman Dowling said they could go ahead and put one in.

Selectman Dowling spoke of budgets and said some department heads had come in with 5% raises and had reviews which resulted in certain percentages. He asked would they get the raise they put in, the raise from the review or both. He was advised the raise would be the result of their reviews.

Selectman Moroney said now that budget season is basically over for the Board, she would like to recommend they go back to meeting every other week. She said starting the new schedule now would make sense as there is no meeting next week because of the Veterans’ Day Holiday. Chairman Bussiere made a Motion That: The Board meeting every two weeks beginning now. Selectman Dowling seconded and it passed unanimously. The Chairman noted these will be November 18, December 2, etc., and that they can call a special meeting as may be necessary.

Chairman Bussiere then spoke of the bridge on Lennon Road which they had received information about. Selectman Dowling explained this is something the State is working on but had to enlarge slightly as it’s over a trout stream – nothing different other than that.

Evan Karpf said he had received the kits for water testing for anyone who would like them. He also checked with DES and the cost is $85 per test.

Dr. Karpf went on to say that he is the town representative for North Country Council and they had received results of a survey done by UNH. This was for opinions on a range of issues in the state including transportation, broadband, etc. They said those from the North Country were most unique in that environmental protection was the top priority followed by energy efficiency, developing affordable single family and assisted housing, promoting local agriculture, including safe places to walk and bike, busing and protecting historic neighborhoods, schools, job opportunities with bridges and highways also being of high importance. He said this survey is important for planning.

Rob Gauthier said he is on the Budget Committee and heard that the line for legal representation will be raised. He asked why that is and about current litigation. The Select Board said there are currently two going on: Town of Carroll vs. Bill Rines and Joan Karpf vs. Town of Carroll. When asked, they said they are anticipating more.

As there was no further business, the Board was polled and went into non-public session for Personnel and Town Aid matters at 7:25 p.m.

At the close of Non-Public Session, Selectman Dowling moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Moroney seconded and the Motion passed unanimously.

There being no further discussion, Selectman Dowling made a Motion to: adjourn the meeting. Selectman Moroney seconded and the Motion passed unanimously. Chairman Bussiere declared the meeting ended at 7:50 p.m. The next meeting will be Monday, November 18, 2013.
