"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Paul Bussiere, Bill Dowling, Bonnie Moroney

The meeting was called to order at 7:00 PM.

Members of the public present: Mike Gooden, Greg Hogan, Joan Karpf, Nancy Mitiguy, John Warren, Viney Pilotte, Jeremy Oleson, Chris Pappas, Scott Sonia, Dave Scalley, Rob Gauthier

Pledge of Allegiance

The board announced the approval of bills and signing of manifests.

Selectman Dowling made a Motion to: Accept the minutes of January 13, 2014, as written. Selectman Moroney seconded and the Motion passed unanimously.

Viney Pilotte spoke about the new restaurant that her family is starting, Ugo’s North Cucina. She said she originally asked to come before the Board because they were planning to have a special party for Super Bowl Sunday which would be open to the public. However, they have since changed their plans and have made it a private party by invitation only. Chairman Bussiere asked about licenses and permits, etc. Ms. Pilotte said there had already been an inspection and they were returning on Thursday of this week because they had an issue with a drain and a soap dispenser. Mr. Bussiere said he just wanted to make sure the Town was not exposed to any liability safety-wise, etc. When asked, Fire Chief Jeremy Oleson said that no Assembly Permit is required for less than 100 people unless there is a liquor license. The Board agreed that as this is a private party there are no further permissions needed and thanked Ms. Pilotte for the information.

The Board reviewed the Dedication for the Annual Report and Selectman Dowling made a Motion to: Put it in the Report. Selectman Moroney seconded and it passed unanimously.

Regarding the water monitoring of the Old Landfill, Bill Dowling said that he is planning to make an amendment to the warrant article to reduce it by $5,907.50. He said he will have to have a meeting with Greg (Hogan), Scott (Sonia) and Sean Moran and that they may be doing the monitoring in the future. Though there may be some training, this will save the Town a lot of money.

Chief Oleson said he is doing some research on the numbers for both the Ambulance and the Fire Department about calls made in the Unincorporated Places. He said it would be good to know how the $5,000 from the County compares with the actual costs.

Selectman Moroney read the list of vacant town office positions for election this March. Selectman Dowling said all boards in town need volunteers, especially Parks & Rec.

Joan Karpf spoke of the warrant article about returning money to the Water Department and commented that the Selectmen didn’t want to transfer the money. Chairman Bussiere said it was recommended by the Auditor, Town Attorney and DRA that this should be done by warrant article. Selectman Dowling said there was no money left over to transfer this year; and it was noted that for the Selectmen to just make the transfer that would have to be the case, as they do not have the authority to take money from Unreserved Fund Balance.

Mrs. Karpf then asked about the water bill and if the Select Board will look at the rates for a possible change this year, as they are the authority. Selectman Moroney said they are planning to as it’s been a while since they have. Mrs. Karpf spoke of the levels from which the rates are made and said she understood about the usage but asked for an explanation for the base and fixed, and asked where this money goes. It was stated it all goes to the Water Fund to cover the operating costs. She then asked how the Capital Reserve Fund is funded and was told it’s essentially the money Water Department receives from the State Water Grant. Chairman Bussiere said as he understood her questions they are if the Board will look at the rates, find out definitely what the three categories of charges are for and how the Capital Reserve is funded. Mrs. Karpf agreed that is correct. She went on to say that according to literature she had received from DES, the majority of the money should come from the user rate and the other money should be used for Capital Reserve or future projects and she’s not seeing an accumulation of water money. She reiterated that base and fixed should not be part of the budget and the user rate should cover the operating budget. Chairman Bussiere thanked her and said they will get back to her.

Mrs. Karpf said she had one more question, which was if the water money goes into the General Fund at the end of the year or where it goes. It was reiterated that the money stays in the Water Fund.

Rob Gauthier asked the Board if he could have a brief meeting with them in non-public and apologized for the short notice. A brief discussion about the reason was held, as it was noted there are very specific ones by RSA, and Mr. Gauthier said he thought it was personnel. It was agreed and Selectman Moroney said if they found it should not be non-public they will stop and go back into public.

Mike Gooden asked for permission to set up the display again in the kitchen for the Historical Society on Town Meeting Day in March. The Selectmen agreed that he could do that.

Selectman Moroney noted that on Wednesday, February 5, Ronnie Francis will be here to talk about the book she wrote about Fun Town and growing up in Twin Mountain. This is co-sponsored by the Historical Society and the Library.

As there was no further business, the Board was polled and went into non-public session for personnel and Town Aid at 7:38 p.m.

At the close of Non-Public Session, Selectman Dowling moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Moroney seconded and the Motion passed unanimously.

There being no further discussion, Selectman Dowling made a Motion to: adjourn the meeting. Selectman Moroney seconded and the Motion passed unanimously. Chairman Bussiere declared the meeting ended at 8:15 p.m. The next meeting will be Monday, February 10, 2014.
