March 10, 2014

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary.
Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Paul Bussiere, Bill Dowling, Bonnie Moroney.


The meeting was called to order at 7 PM by Chairman Bussiere

Members of the public present: Mike Gooden, Ann Fabrizio, Evan Karpf, Nancy Mitiguy, Jeremy Oleson, Donna Foster, Bill Vecchio, John Trammell, Dave Scalley

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion to: Accept the minutes of 2/24/2014. Chairman Bussiere seconded and the Motion passed with two ayes and one abstention as Selectman Dowling was not in attendance at the meeting.

Chairman Bussiere made a Motion to: Accept the minutes of the Information Workshop with the Water Department as written. Selectman Dowling seconded and it passed with two ayes and one abstention as Selectman Moroney was not in attendance. Chairman Bussiere explained this was for learning about various types of stirrers for the big water tanks as the top several feet of water freezes in them when it does not move often enough. The reason to keep the water from freezing is when the level does drop there is a high risk of the ice falling hard and doing significant damage to the tank. Replacing these tanks is in the area of $200,000.

Bill Vecchio spoke to the Board about a workshop called “Button Up NH” which would be sponsored and paid for by the utility companies. This is for learning about weatherizing homes and would take about an hour and a half, depending on how many questions there may be. He said everyone can benefit from this no matter how they heat their homes and went on to say it is open to all in town and neighboring towns. Mr. Vecchio said they are hoping to have this on April 16, but will confirm the date a bit later. Chairman Bussiere thanked Mr. Vecchio for coming and said he would look forward to the event which he thinks is very important.

Water Warrant – Federal National Mortgage Assoc.
Excavation Tax Warrant – Brooks/AB Logging

Bill Dowling said he had submitted paperwork for grant last year for the storage trailers as well as for the glass crusher. When he received the grant for the glass crusher and was told only one would be issued, he asked for his paperwork to be returned so he could resubmit this year. He said it is possible to get up to half of the purchase price. He said he has no idea what amount we might get, but he wanted to try for the grant and brought the application in for signing. Selectman Moroney made a Motion to: Sign the application and Chairman Bussiere seconded. The Motion passed with two yeas. Selectman Dowling did not vote.

Other:

Selectman Moroney said she wanted to remind everyone to vote the next day and also to let all know that there will be food for sale. The money will go to the Police Department for a new TV for their surveillance system. The previous one was lost due to electric surge which has been an ongoing problem in their building. With the building owner’s approval, they have recently installed whole-building protection which they hope will finally solve this.

Chairman Bussiere said he wanted to let people know the water line on Route 3 North had frozen thus preventing several houses from having water. The Water Department crew is in the process of running 2,250 feet of temporary line to bypass the frozen part and get water to those houses.

Dave Scalley asked Selectman Dowling if we get any money from the grant for which he applied, if it would be put in the General Fund or where it would go. Mr. Dowling told him it would be put into the Recycling Special Revenue Fund as that is where the money came from when the trailers were purchased.

As there was no further business, the Board was polled and went into non-public session, per RSA 91-A-3, for Personnel and Town Aid 7:25 p.m.

At the close of Non-Public Session, Selectman Dowling moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Moroney seconded and the Motion passed unanimously.

There being no further discussion, Selectman Dowling made a Motion to: adjourn the meeting. Selectman Moroney seconded and the Motion passed unanimously. Chairman Bussiere declared the meeting ended at 8:15 p.m. The next meeting will be Monday, March 24, 2014.
