Meeting Minutes May 8, 2014


“These minutes of The Town of Carroll Board of Adjustment have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by The Board of Adjustment at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2”

Members of the Board present: Paul Busssiere, Chair, Frank Maturo, Dave Scalley

Meeting called to order at 7:00.

Pledge of Allegiance

Chairperson Bussiere asked for the minutes of April 10th to be tabled as he had not had a chance to read them. The board agreed.

Chairman Bussiere made a motion to: accept Rena Vecchio as temporary secretary for the ZBA. Dave Scalley seconded and the motion passed unanimously.

The 2013-2014 NH Planning and Land Use Regulation books were handed out. Howard Hoffman and John Trammell still have not gotten their books.

The Chair asked if anyone had Howard Hoffman’s phone number or if they knew how to reach him. The secretary was asked to compose a letter to Mr. Hoffman asking of his intentions for the ZBA. If he feels he is too busy then an alternate can be appointed until the vote. The board has one alternate, John Trammell, and he has been sitting in for Mr. Hoffman.

Donna Foster asked the Chair if the ZBA would like to share the same secretary as the PLBD. Dave Scalley made a motion to: run an ad for a secretary to be shared with the PLBD and the cost of the ad will be split between the two boards. Frank Maturo seconded and the motion passed unanimously. Dave Scalley, Paul Bussiere and Donna Foster all made a point to say they want the secretary and all work related to the two boards, to be brought back into the Town Hall.

Donna Foster, Chairperson of the PLBD, told the ZBA that she had gone to the OEP meeting on May 3, 2014 at the Mountain View Grand. The first workshop she went to was on Wireless Communications. She said there been big changes. There will be

copies of the information she brought back attached to the minutes of May 8, 2014, in the Town Hall. The copies attached are:
• Procedural Consideration, from the Office of Energy and Planning
• Checklist for a Wireless Telecommunication Ordinance, from the office of Energy and Planning
• DTC Lawyers, Wireless Facilities: Managing the Approval Process to Protect Municipal Interests and Comply with State and Federal Law

Dave Scalley made a motion to: adjourn the meeting. Frank Maturo seconded and the motion passed unanimously. The meeting ended at 7:35.
