Minutes of 5/21/2014

May 29th, 2014

TOWN OF CARROLL
BUDGET COMMITTEE
Minutes
May 21, 2014

Minutes Rena Vecchio
Members Mike Hogan, Jack Catalano, Joan Karpf, Selectperson’s Representative Bonnie Moroney, Rob Gauthier (arrived at 7:05), and Rena Vecchio
Public Dave Scalley
Pledge of Allegiance
Meeting was called to order at 7:00
Chairperson Mike Hogan asked if the minutes had been looked at by the board. Bonnie Moroney made a motion to: accept the minutes of April 16, 2014, as written. Joan Karpf seconded and the motion passed unanimously.
Dave Scalley handed in his letter of resignation to the board. He has been elected to the Select Board and only one member of the board can sit on the Budget Committee at a time. He thanked everyone and said he had enjoyed sitting on the Budget Committee.
Chairperson Hogan said he would like to isolate each budget and start to review it now. That way when the budgets reach the board we would have questions ready. He had suggested individuals look at some of the budgets rather than as a group. Bonnie Moroney said she disagreed and thinks the board should do this collectively so question could be answered at one time. Mike said that was fine.
Both Joan and Rob asked if we are going to look over the June list of departments and then come back to see if there are any questions for that months review. Mike said yes that was what he was thinking. Rob said you can always ask more questions later but this may take care of the bulk of things.
Mike said he would also like to look at the phone and internet service as it had been a question of Jack Catalano’s last year. Mike said he would actually like to take it a step further and check to see if internet is needed at the transfer station, highway garage, fire and police stations. He said he wondered if the work could not be done thru the Wi-Fi here in the office.

The Chair said that was all he had to talk about and asked the board if anyone had anything else to add. Joan Karpf said she had a couple of things she thought we may want to look into:
• The New Hampshire Wood Energy Council Formed to Assist Municipalities
• Estimated Municipal Block Grant-Preliminary Estimates
• Budget & Finance Workshops Scheduled for September
(All of the above will be attached to the hard copy of the minutes in the office.)
• Budget Committee should get an updated list of all the town’s funds.
• Look into the new healthcare programs for changes for the town (healthcare.gov for municipalities).
The Chair asked if there was anything else. Bonnie Moroney made a motion to: adjourn the meeting. Joan Karpf seconded and the meeting ended at 7:30.
