"These minutes of the Town of Carroll Select Board have been recorded by its Secretary.
Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bonnie Moroney, David Scalley. Paul Bussiere was excused.

The meeting was called to order at 7:00 PM by Chairman Moroney.

The Board announced the approval of bills and signing of manifests.

Selectman Scalley made a Motion to: Accept the minutes of 5/19/2014. Chairman Moroney seconded and the Motion passed unanimously.

As Selectman Scalley was not in attendance at the Water Workshop, Chairman Moroney tabled that item to the next meeting.

Chairman Moroney said work on the spreadsheet for the Transfer Station is progressing and suggested that since a representative from NRRA came to speak with the Board, that they ask Mike from Casella to also come and talk with them. Selectman Scalley agreed and Chairman Moroney said she would contact him.

Selectman Scalley said he went over all the information and reviewed it with Greg Hogan, Road Agent, and said he agrees with Mr. Hogan regarding the completion of the new dump truck. Selectman Scalley made a Motion to: Approve Tenco for the new dump truck and plow. Chairman Moroney seconded and the Motion was approved. Selectman Scalley noted adjustments may be made, but they will not go over the amount in the warrant article.

Chairman Moroney spoke about the Water Department and said they need to meet with Scott Sonia, Superintendent, to discuss projects and prioritize as major areas include the water main that froze this year on Route 3 North, the river crossing and the storage tanks. It was agreed that while all are important, they cannot all be taken care of at the same time. She went on to say they need to sit with Scott Clang from Granite State Rural Water to review rates and determine if changes should be made as it has been several years since the current rates were established and they may not be covering expenses. Chairman Moroney asked Scott Sonia to contact Mr. Clang and let them know when a date might be set.

Greg Hogan, who is also in charge of Government Buildings, told the Board that the Gazebo/Information Booth needs to be painted. He said Chamber President, Carol Carlson Cunningham researched colors and spent a lot of time on it to be sure it would be appropriate with the other structures there now. Mr. Hogan said the money would come from the Chamber, but as they do not have enough currently, his budget will cover the cost and the Town will be reimbursed by the Chamber. It was noted the quote from Buck’s Painting, $2,250 to $2,500 was that which the Chamber had chosen compared with Riendeau at $2,600 and Fall Line at $3,800.
When asked, it was stated that the Gazebo belongs to the Town but the Chamber takes care of it. Ms. Carlson Cunningham said the Chamber hasn’t done structural work on it. She said the painting is to be completed before July Fourth. The Board requested a written quote from Buck’s Painting which she said she would get. Chairman Moroney made a Motion to: Move forward with the painting and Selectman Scalley seconded. The Motion passed.

Chairman Moroney made a Motion to: Send a donation of $100 to the JROTC at White Mountains Regional High School and a thank you letter for their help in Memorial Day Parade. Selectman Scalley seconded and the Motion passed.

Chairman Moroney also brought up an email received earlier about inoculations for the flu. She said Chief Oleson is interested it in and she will speak further with him.

Evan Karpf spoke as the Town Health Officer and asked to address the public regarding Lyme disease and which he said New Hampshire now has the largest number of Disease cases in the country. He said it is carried by the deer tick which is very small and hard to see. Symptoms of the disease are a rash – which looks like a bulls eye with a white center, malaise, fever, headache, joint pain; and now it is being associated with pericarditis – inflammation of the outer lining of the heart, which is very dangerous; and may also be associated with meningitis. He recommended that people be diligent about avoiding ticks by: avoiding brush, tucking pants into socks, using tick repellant and doing daily tick checks – if ticks are removed within 24 to 36 hours there is a better chance of limiting the manifestation of the disease. Donna Foster said this can also affect pets.

Donna Foster had a comment for the communications group in that several times she had seen Select Board meetings on television and there was no sound at all and wondered if there was a problem with the camera or what happened. She was told it had to be the television station and the group would contact them.

It was announced that author Mike Dickerman would be at the Town Hall on Wednesday, June 4, 2014, at 7 p.m. to talk about books he had written and that all are invited to attend. This is sponsored by the Library and the Twin Mountain/Bretton Woods Historical Society.

As there was no further business, the Board was polled and went into non-public session, per RSA 91-A-3, for Legal, Personnel and Town Aid at 7:35 p.m.

At the close of Non-Public Session, Chairman Moroney moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Scalley seconded and the Motion passed unanimously.

There being no further discussion, Chairman Moroney made a Motion to: adjourn the meeting. Selectman Scalley seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 9:20 p.m. The next meeting will be Monday, June 16, 2014.
