Meeting Minutes
October 29, 2014

“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie Moroney, Paul Bussiere and David Scalley.

The meeting was called to order at 6:10 p.m.by Chairman Moroney.

Chairman Moroney said the reason for the meeting was to set the Tax Rate for 2014. The rate including all appropriations and tax exemptions, tax credits and overlay was $18.90. There was discussion about using money in the Unreserved Fund Balance to help reduce the rate and upon deciding to do so, discussion ensued about the amount to use. After looking at the numbers and being assured of retaining the minimum amount recommended by DRA, Selectman Bussiere made a Motion To: Use $350,000 from the Unreserved Fund Balance to reduce the tax rate. Selectman Scalley seconded and it passed unanimously. The documents will be completed and sent back to DRA for final approval. Once final approval is received, the rate will be announced.

Brief discussion ensued regarding paying for so-called “big ticket” items such as the river crossing, etc., and if these things may be paid for from the UFB.

There being no further discussion, Chairman Moroney made a Motion to adjourn the meeting. Selectman Scalley seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 6:50 p.m. The next meeting will be Monday, November 3, 2014.
