“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie Moroney, Paul Bussiere. David Scalley was excused as he was out of town.

The meeting was called to order at 7 p.m.by Chairman Moroney.

Members of the public present: Mike Gooden, Donna Foster, Joan Karpf, Jeremy Oleson, Chris Pappas, Judy Pappas, Dianne Hogan, Michael Hogan

The Board announced the approval of bills and signing of manifests.

Chairman Moroney tabled the minutes to the next meeting as Selectman Bussiere was not at that meeting.

The following items were approved and signed:

Letter of Engagement, Audit for Years 2014, 2015, 2016 – Melanson Heath
Bank of NH Water System Refinance Documents – The Board had actually voted at their
previous meeting to sign these documents as soon as they were received – as it happened,
they were received today. All three Selectmen must sign, so the Secretary will contact
Selectman Scalley to come to sign them as soon after his return as he can.
Property Tax Abatement – Penacho
Water Warrant – Various Past Due Notices
Water Warrant – Messina, Keziah
Town Hal Use Permit Applications – Oleson, Parks & Recreation




Other:

The Secretary called attention to the letter from the County Administrator regarding the increased Ambulance fee the Town requested for emergency services for the unincorporated places. The Commissioners are looking for more supporting documentation to justify the change from $5,000 to $7,000. Chief Oleson gave the Board a summary of rescues performed including dates, time in and time out, type of incident, location, and responders. It shows that the total amount still unpaid for 2014 is $5,947.90. Chief Oleson said rescues are becoming more technical and wants to be able to outfit the volunteers. They currently use their own equipment and he wants to avoid any damage that may be done. He noted it is not totally voluntary as there is compensation for some of their time for the call members and fulltime people. Chief Oleson was asked about training for exposure and above-tree line rescues and he said there hasn’t been much. He said he knows other towns are going through the same thing and that this is becoming quite costly. Chief Oleson said he feels a meeting with the Commissioners would be most beneficial to discuss this and the Board requested that the Secretary set up an appointment. Selectman Bussiere asked about Police involvement and Chief Oleson said he didn’t want to speak for Chief Trammell, but there is at least some, as they get occasional calls to do checks for vehicles, etc.

Chairman Moroney said they had spoken about setting special meetings, separate from regular Select Board meetings, for Building Permits, fees, etc. and for the Employee Handbook. Thus, she suggested March 23, for Building Permits and perhaps early April for the Handbook.

Michael Hogan said everyone had a great time for the Parks & Recreation Sledding Party Saturday night, which culminated in hot chocolate and cookies. He also thanked the Fire Department for providing the lighting and for all their support.

Chairman Moroney announced the next meeting will be next week, March 2, 2015. Mike Gooden will be setting up the Historical Society display on March 9, to have it ready for voting on March 10. Selectman Bussiere reminded all that voting is from 8 a.m. to 7 p.m. on March 10.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for town aid at 7:24 p.m. Chairman Moroney, yes; Selectman Bussiere, yes.

At the close of non-public session at 7:41 p.m., Chairman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Chairman Moroney made a Motion to adjourn the meeting. Selectman Bussiere seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 7:42 p.m. The next meeting will be Monday, March 2, 2015.
