“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie Moroney, Paul Bussiere, David Scalley.

The meeting was called to order at 7 p.m.by Chairman Moroney.

Members of the public present: Mike Gooden, Donna Foster, John Warren, Joan Karpf, Dianne Hogan, Michael Hogan, Terry Lapoint, Steve Lapoint, Jeremy Oleson, Greg Hogan

Pledge of Allegiance

The meeting was filmed by Joan Karpf.

The Board announced the approval of bills and signing of manifests.

Selectman Bussiere made a Motion To: Approve the minutes of 3/2/2015, as written and Selectman Scalley seconded. The Motion passed unanimously.

Chairman Moroney congratulated Selectman Bussiere on his reelection to another term.

The next order of business was to elect a new Chairman. Selectman Bussiere made a Motion to elect Selectman Scalley. Chairman Moroney seconded and the Motion passed unanimously.

Chairman Scalley resumed the meeting with Committee Assignments. After brief discussion, it was decided on the following:

Budget Committee: Selectman Moroney
Conservation Commission: Selectman Bussiere
Parks and Recreation Commission: Chairman Scalley
Planning Board: Selectman Moroney
Safety Committee: Selectman Bussiere

Selectman Bussiere amended his sitting on the Conservation Commission to the fact that he will be on it as long as the meetings are recorded. He said he had requested for most of the previous year the same, but they were not. Joan Karpf was asked if the camera would be available for recording and she said it was not a matter of the camera, but of money. They film the Conservation Commission meetings only when there is a reason to. Selectman Moroney said she would take this assignment and Selectman Bussiere thanked her. Thus, the Selectmen’s representative to the Conservation Commission will be Selectman Moroney.

Chairman Scalley reviewed the warrant articles beginning with the officers:

He then read the warrant article numbers and stated whether they passed or failed:

Articles 2, 3, 4, 5, all passed. Articles 6,7, 8, failed. Articles 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, all passed.

The Board offered a special thanks to all the residents who ran for office.

Ambulance Agreement with Coos County – Selectman Moroney said this year this is for $7,000.
Chief Oleson requested the additional $2,000 and defended the request with the County
Commissioners
Ambulance Purchase Agreement – Chief Oleson Selectman Bussiere made a Motion for
Chief Oleson to sign the agreement. Selectman Moroney seconded and it passed
unanimously.
Town Hall Use Permit Applications – Parks & Recreation (3)
Certificates of Occupancy – Spencer, Birch Road; Sophis, Twin View Drive After discussion,
because they are not completed and there were notes of condition by the Building Inspector,
Chairman Scalley made a Motion to table these. He also said if either needs a letter for the
bank, they should let the Board know. Selectman Moroney seconded and it passed
unanimously.
Water Warrant – Negron, Spaulding, Furney
Letter of Praise – Chief Oleson and Twin Mountain Fire Department During a mutual aid call
to a residence in Bethlehem, the home owners sent an email praising their exemplary service
Nomination of Summer Camp Counselors – Parks and Recreation Chairman Scalley read the
List of nominations: Senior Counselor: Eileen Armstrong; Assistant Counselors: Coleton
Hogan, Laura Kopp; Junior Counselors: Ryan Hogan, Julia Scalley Selectman Moroney
made a Motion to approve all nominations for hire. Selectman Bussiere seconded and the
Motion passed unanimously.

Chairman Scalley presented the Board a copy of the Parks & Recreation By-Laws, Amended 2015; for the files.

Other:

Selectman Bussiere asked Greg Hogan about the parts for the snow blower for the sidewalks. He said they were received, the snow blower has been repaired and they have used it twice since. Greg also advised that he ordered more parts so they will have them on the shelf for the future.

Selectman Bussiere said he was speaking as the Zoning Board of Adjustment Chairman and said they may have a situation where their budget money for this year may not be enough. He wanted to make the Select Board aware that they may have to come for more money if the amount of work continues to stay as high as it is currently. He said they have already done more business than they did all of last year.

Greg Hogan was asked about the sander/spreader that was replaced and he said it will be sold on consignment by the company. The Board suggested that if the Town of Carroll name is on the bill of sale, that it be noted it is sold “As is.”

Chairman Scalley said the new dump truck seems to be working out very well. Greg agreed that it is, though there are a few items that just need to be adjusted here and there, but this is not out of the ordinary.

Greg then advised the Select Board that there is a problem with the baler at the Transfer Station. He said the installer came and looked at it today and is working up a price for the repair. He assured them that it was nothing anyone working at the Transfer Station did as it was something none of them knew anything about. Greg said the installer was very impressed with the condition it is in. He also said maintenance continues to be done including changing the oil on the baler and the compactor. Selectman Bussiere suggested budgeting for things like this in the future as the equipment is getting older.

Michael Hogan, said speaking as a member of the Budget Committee, he feels we should be looking at replacement costs for the future of the large pieces of equipment. Then if something should happen, it’s much easier than having to come with all the money at once. Mr. Hogan was assured that all the recycling money goes into the Recycling Special Revenue Fund for this purpose. This is the same as the Fire and Ambulance Special Revenue Fund, to which Mr. Hogan referred when stating the need for putting money away.

Terry Lapoint said she noticed the two roads in the warrant article passed and said she assumed the costs will be taken over by the Town. She was told that is correct. There was a brief discussion that now that the residences on those roads are on “town owned” roads, their value may have increased, but that is not definite.

Donna Foster said she had to do some research on the Ammonoosuc River because it’s a scenic river, and found there is a 250 foot buffer for any abutters. She suggested perhaps the information should be updated because it’s also listed for white water rafting and thought that may have been done before the road was redone many years ago.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel and legal at 7:58 p.m. Selectman Moroney, yes; Selectman Bussiere, yes, Chairman Scalley, yes.

At the close of non-public session at 9:40 p.m., Selectman Bussiere moved to return to public session and seal the minutes from non-public session. Chairman Scalley seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 9:41 p.m. The next regular meeting will be Monday, March 30, 2015. There will be a meeting on Monday, March 23, 2015, to discuss the Building Permit process.
