“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie Moroney, Paul Bussiere, David Scalley.

The meeting was called to order at 6:58 p.m.by Chairman Scalley.

Members of the public present: Donna Foster, Brian Mycko, Michael Hogan, Dianne Hogan, Chris Pappas, Evan Karpf, Rena Vecchio, Imre Szauter, Terry Lapoint, Steve Lapoint

The Board announced the approval of bills and signing of manifests.
The following items were approved and signed:
Property Tax Abatement, Granted
Current Use – Crowley – The board had previously signed a copy but owner’s original signatures were required.
Library Trustee Oath – Claire Gritzer
Trustee of Trust Funds Oath – Claire Gritzer
Planning Board Member Oath– Karen Saffian
Highway Safety Grant

Evan Karpf asked if the Highway Grant was the Highway Block Grant. He was informed that is money for the police department for patrol.

The Select Board received an email from William Spencer requesting they sign his Certificate of Occupancy to assist him with his paperwork for the bank. The C.O. had not been signed at a previous meeting because there were still life safety issues to be completed. Mr. Spencer was requesting a phone conversation as he could not be in attendance. Donna Foster brought up RSA 676:11 IV that would allow the building inspector to issue a temporary occupancy permit for up to 30 days. Selectman Bussiere asked about signing a temporary permit and Chairman Scalley said we do not have temporary permits at this time and still didn’t feel comfortable signing the Certificate of Occupancy. Selectman Moroney made a motion to call Mr. Spencer after the meeting and Selectman Bussiere seconded. All were in favor.

Selectman Moroney stated the purpose of the meeting was to discuss building fees and possibly eliminating the position of Building Inspector. Paperwork had been gathered to see how other Towns operate. Mentions were made of other Towns such as Whitefield and Lincoln which require a permit for tax notification purposes but where no building inspections or Certificates of Occupancy are issued. Chairman Scalley made mention that the fee schedules need to be reviewed for scope of work being done and permit price charged, especially with Commercial work.

Rena Vecchio stated she was in favor of keeping permits but taking a look at the fees being charged. She stated permits were important to have to address life safety issues.

Michael Hogan stated there is currently a problem with the inspection process. He was away in the military while his house was being built and assumed inspections were being done. Mr. Hogan said inspections were not done and was signed off on. His house had several issues and in his opinion, the Inspector was not doing inspections and was not available to speak with. He questioned that he paid for a permit and got what?

Chairman Scalley posed the question do we want to get rid of the Building Inspector position or do we want to spend more for a full time position?

Selectman Bussiere asked Mr. Hogan if there were no Building Inspector, would he have done something differently. Mr. Hogan responded that with a Building Inspector in place, it gives peace of mind that construction is being done correctly. Mr. Hogan stated with no Inspector, he may have hired a private party to inspect the work.

Rena Vecchio asked about starting a committee to investigate further on permits and the position. Chairman Scalley told Rena she was welcome to start one, however he anticipated having a prompt decision to the matter in the next few months. Tonight was a conversation and no decisions would be made this night. Chairman Scalley also mentioned another problem is that our process currently conflicts with the Planning regulations.

Donna Foster supplied the Board with definitions to assist in wording of the permitting process.

Chris Pappas stated he believed we should pay more money for an Inspector. He spoke of his building process out of State where he paid $2700 in permits and there were 9 inspections done. He felt this protected his interest for that price.

Dianne Hogan questioned who would be liable if there were no Building Inspector. She was told the builder holds the responsibility to build to State Code. Selectman Moroney said without an Inspector, the paperwork required would be for tax notification purposes only.

Kelly Trammell reminded the Board that at some point, it doesn’t make sense to require a permit for small things. Sometimes, the price of the permit and small work being done doesn’t cover the cost of the Inspector and the Assessor.

Terry Lapoint asked how do you catch people that don’t file permits if you don’t have a Code Enforcement Officer? She was advised the Assessor will find the work done when they do pick-ups for tax purposes. Rena Vecchio asked who is going to take out a permit when there is nobody to make them do so?
Selectman Moroney said we need to move forward but before we do so, we need to find out from Legal what can be done.

Kelly Trammell asked will you continue to sign Certificate of Occupancy letters now? She stated the office is uncomfortable accepting fees if the Selectboard won’t sign. Selectman Scalley said he’s not comfortable signing a C.O. if there is still work to be done. If it is all set, they will sign. Kelly stated there is still a C.O. from Twin View that was not signed. Selectman Moroney made a motion to sign the C.O. from Twin View Drive. Selectman Bussiere seconded. All were in favor.

Mike Hogan asked if the State issues C.O.’s. Selectman Scalley said yes but with cuts, etc. it would take a homeowner and builder a long time to get one.

Selectman Bussiere said in moving forward there are 2 schools of thought; more inspections, additional time and more money or if you want inspections, the homeowner hires someone.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for town aid at 7:56 p.m. Selectman Moroney, yes; Selectman Bussiere, yes, Chairman Scalley, yes.

At the close of non-public session at 8:43 p.m., Chairman Scalley moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 8:44 p.m. The next meeting will be Monday, March 30, 2015.
