Meeting Minutes
May 14, 2015
“These minutes of the Town of Carroll Planning Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions,
deletions and corrections by the Planning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSAS 90-A: 2.
Members Present: Chairperson Donna Foster, Ken Mills, Richard Krapf, Brian Mykco and Karen Saffian
Members of the Public: David Scalley. Paul Bussiere, George Brodeur, Mr. and Mrs. Mykco,
Mr. and Mrs. Lapoint, Claire Gritzer, Evan Karpf and Tara Bamford

Pledge of Allegiance
The meeting was called to order at 7:05. Chairperson Donna Foster told the board that she had missed an email from the attorney stating that a letter should be sent to Hunt Properties, LLC, that they may resume their Ruby Way Development project. Also a letter to Horizons Engineering stating the same.
All the board had received copies of each of the letters and after having read them agreed to have the letters sent by certified mail. The Chair signed the two letters and handed them to the secretary to send out.
The Chair closed the Planning Board meeting.
Chairman Donna Foster opened the joint meeting between the Planning Board and the Zoning Board for a review of the Master Plan at 7:15. She proceeded to introduce the Master Plan Committee:
• George Brodeur, Chair
• Evan Karpf
• Michael Hogan
• Ken Mills
Tara Bamford, North Country Council, Planning Coordinator, was hired to assist the Committee with public participation process, help to develop recommendations and to draft the master plan document. She explained that the Master Plan is in three sections:
1. The People
2. The Land
3. The Future
The plan was discussed, question asked and answered. It was decided to send the plan on for a Public Hearing.
Brian Mykco made a motion: to hold a Public Hearing for the Master Plan on June 11, 2015, at 7:00 pm, at the Town Hall. Richard Krapf seconded and the motion passed unanimously.
Richard Krapf made a motion: to adjourn the meeting. Brian Mykco seconded and the motion passed unanimously. The meeting ended at 8:30.
