“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7 p.m.by Chairman Scalley.

The Board announced the approval of bills and signing of manifests.

Selectman Moroney made a Motion To: Approve the minutes of 6/1/2015, as written and Selectman Bussiere seconded. The Motion passed unanimously.

Robert Hunt, from Omni-Mount Washington Resort came in for a letter of approval from the Board to expand their liquor license at the Ski Area. He said they have special events throughout the season and have requested the period of July 1, through October 31, for the expansion. Jeremy Oleson, Fire Chief, said his only request is that when they have fireworks displays that they set the area so the audience will be at least 200 feet away. When asked about permits for fireworks, Chief Oleson said only notification is required for Class C. Selectman Moroney made a Motion To: Approve the request and Selectman Bussiere seconded. The Motion passed unanimously.

The Secretary gave the Board a letter from Parks and Recreation nominating Samantha Whitson for the position of Camp Counselor and requested their approval. Selectman Bussiere made a Motion to: Approve the nomination of Samantha Whitson. Selectman Moroney seconded and the motion passed unanimously.

Selectman Moroney spoke about the Employee Manual and some changes which had been suggested, namely, holiday and vacation hours which the Select Board is considering doing and calling all, paid time off, or PTO. Selectman Moroney had worked out the numbers using the vacation steps, based on longevity and the holidays at 88 hours. In the case of an employee after completion of one year up to four years of service, this translates to 168 hours of PTO for the year. Offered as well, was the suggestion of allowing the employee to use half of the allotment after January 1, and the remainder after July 1.

For discussion also was compensatory time, called comp time. Selectman Moroney said this is normally only for salaried people who cannot get overtime, not to exceed 30 hours per week and paid at 40 hours. Discussion took place about using comp time or overtime. Several items in the Manual were noted: That there is an addendum to Article III.3 Workweek/Hours of Work for “Transfer Station” hours (page 13) which are 29 hours; That the hours for the workweek are spelled out; That observed Holidays are listed on page 16, (holidays and vacation time will be addressed at a meeting with the employees); That on page 17, there is a typo in the word “time;” That on page 21, Article IV.7 “Bereavement Leave,” is up to 24 hours or three (3) 8-hour days.

The Selectmen set the date for the employee meeting as Wednesday, June 24, at 3 p.m. Selectman Bussiere again questioned the ability to use PTO in 6 months increments, and the Board agreed to discuss it further at the employee meeting.

Selectman Moroney said she thought the Payment in Lieu of Taxes (PLT) agreement with the AMC would be up soon and should be renegotiated. She asked the Secretary to pull the current agreement.

Mike Gooden, on behalf of the Cemetery Trustees and the Twin Mountain/Bretton Woods Historical Society, invited the public to a small dedication ceremony that will be held at the Crawford Cemetery in Bretton Woods on Saturday, June 20, at 11 a.m. This is for the installation of a marker at the grave of Eleazer Rosebrook as a Veteran of the American Revolution. This has been approved by the National Society of the Daughters of the American Revolution, NSDAR, and is the result of much work and research by Anita Manhart McConnell of Gloucester, Virginia, with help from the Town of Carroll Cemetery Trustees

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for town aid, personnel and legal at 7:26 p.m. Selectman Bussiere, yes; Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 8:54 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 8:55 p.m. The next meeting will be Monday, June 29, 2015.
