Meeting Minutes

July 2, 2015





“These minutes of the Town of Carroll Planning Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions,
deletions and corrections by the Planning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSAS 90-A: 2.

The meeting was called to order at 7:00 p.m. Chairperson Donna Foster opened the meeting asking the board members if they had a chance to go over the minutes of June 11, 2015 and if they had any additions or changes. Bonnie Moroney made a motion to: approve the minutes of June 11, 2015 as written. Ken Mills seconded and the motion passed unanimously.

Next on the agenda was the Consultation for a Boundary Line Adjustment (BLA) for Robert and Donna Manning, Dartmouth Ridge Road, Bretton Woods, NH, Map 211, Lots 48 and 49. Thomas Smith, LLS, Land Surveying and Mapping, has been named agent for the Manning’s on the BLA. The purpose of this BLA is to adjust their frontage line to eliminate an unused turn around.

Mr. Smith told the board:
• The Manning’s own either side of the turnaround. The Dartmouth Ridge Association and Fire Chief Oleson, of the Carroll Fire Department, have signed off on eliminating the turnaround.
• The Association has their own set of setbacks to go by (in the Zoning Ordinance)
• Turnaround is not used for snow removal

The board has asked Mr. Smith to have ready for the board by the meeting in August:
• On the mylar the acreage was wrong and correction to the boundary line
• A letter from the Dartmouth Ridge Association stating the approval of the Manning’s absorbing the unused turnaround.

Bonnie Moroney made a motion to: move forward with the Boundary Line Adjustment for the Manning’s, Dartmouth Ridge Road, Bretton Woods, NH, Map 211, Lots 48 and 49. Brian Mykco seconded and the motion passed unanimously.

Under Old Business:

Cell Tower Applications

Chairperson Foster found a Cell Tower Application online at the OEP site and forwarded it on to Town Counsel. After looking at the application, Town Counsel advised the Town that the application looked and should be adopted. He also stated the town can review the application for compliance with the building code and ask the applicant to move forward with a building permit.

The Board came up with the questions/concerns:
• Is there any regional impact?
• FAA-need to contact for rulings and guidelines?
• Fees for application-many questions on this
• Contact OEP to find out how or who inspects the tower and work-who is responsible for any damage to infrastructure
• Bond- board feels it should be added to application, then send back to the lawyer to see how it should be done along with the fees, compliance and inspections
• Grand total of fees (how the fee structure should look)

The board asked the secretary to contact surrounding towns (Whitefield, Littleton, Lincoln) to see about the:
• Process
• About FAA rulings
• Inspections and compliance
• Grand total of fees structure
• Engineer comes up with the bond/fee?
• Filing fee
• Review from engineer
• Consultations

Bonnie Moroney made a motion to: allow Donna Foster, Chair of the PLBD and Rena Vecchio, Secretary, to gather necessary information on Cell Tower Applicants other towns use on fees, research, FAA regulations, etc. so this PLBD can have ready their application to be available to applicants in a short period of time. Ken Mills seconded and the motion passed unanimously.

Removal of Snowmobile Rental Cabin

Brian Mykco said that there is still a snowmobile rental cabin left in the parking lot at the Irving Station/Catalano’s in Bretton Woods. The Chair said that Peter Gagne, owner of Northern Extremes Rentals, was before the board in April to go over the fact that there were now two rental cabins in the parking lot instead of the approved one cabin. The board had gone over with and handed out to Mr. Gagne, the conditions that were listed for the approval of the cabin and snowmobile rentals. The very first condition was that the cabin was not to be in the parking area of the Irving Station until December 1st and was to be removed by April 15th. The second was the approval of one cabin.

Mr. Gagne was to come before the board in May but was asked to put it off until May because of the Master Plan meetings. There was no response from him. He was then asked to please come before the board in July because of the extension of the Public Hearing for the Master Plan. Again, no response. He was to bring forth a Site Plan sketch for buildings and parking, number of machines on property, public parking in the winter, a letter of consent from Cobalt Properties (Irving owners from Canada), Mark Catalano, and a letter from CNL.

Bonnie Moroney made a motion to: have a letter sent to the owner of the land/Irving Station at Bretton Woods, Cobalt Properties of Canada, Mark Catalano/Leasee and Peter Gagne, owner of Norther Extremes to remove the remaining snowmobile rental cabin, at said property. Brian Mykco seconded and the motion passed unanimously.

Building Permits

Bonnie Moroney, Selectperson, said they were still under review.

Zoning Ordinances and Subdivisions

Donna Foster said the ZBA is also looking at the Zoning Ordinances. Bonnie Moroney said she would like to start with the Subdivision Regulations. She would like the board to take “10” page sections at a time and go over them. When the board is done, then they can move on to the next “10” pages until the review is completed. The Chair is going to email it out to the board.

Coos County Scenic Highways

Donna Foster told the board that she had been going to the Scenic Highway meetings but can no longer go. Someone needs to go so the town can remain on the list of scenic highways. The next meeting is July 29th on a Wednesday morning. Karen Saffian said she would be interested.

Coos County Commissioner

The Coos County Commissioners sent a letter to the Chair saying they are interested in individuals to serve on the County’s Zoning Board of Adjustment. They cover all 23 Unincorporated Places in Coos County. If anyone is interested please send a letter of interest to:
