“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie Moroney, Paul Bussiere

The meeting was called to order at 6:59 p.m.by Chairman Scalley.

Members of the public present: Mike Gooden, Ann Fabrizio, Donna Foster, Brian Mycko, Joan Karpf, Imre Szauter, Debbie Szauter, Justin Washburn, Tadd Bailey, Rena Vecchio, Marianne Vaughan

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Moroney said a correction needed to be made on page 2, paragraph 3, of the minutes. She said SHE asked George Brodeur, NOT that HE asked.

Selectman Bussiere then made a Motion To: Approve the minutes of 6/29/2015, as amended and Selectman Moroney seconded. The Motion passed unanimously.

Selectman Moroney made a Motion to: Approve the minutes of 7/6/2015 as written. Selectman Bussiere seconded and it passed unanimously.

Chairman Scalley called on Rena Vecchio. Mrs. Vecchio said the town’s 250th anniversary would be in 6 ˝ years and she thought we should start planning. She said she wasn’t sure how to go about this, but she would like to get every group, club, committee, etc., in town to be involved. She went on to say she was thinking of putting a warrant article in each year to raise money for the project or “the party.” She said she thought if the planning started early, they would be ready when the time comes. A brief discussion of thoughts and ideas took place and Mrs. Vecchio asked for guidance from the Select Board. She was told she can start planning, etc., and asked to come to the Board periodically as going forward; i.e. with a warrant article for money and support. She said she was looking to get the town back together, working together. . .

Marianne Vaughan spoke as a board member for the non-profit Honduras Hope. She said they are planning a bicycle ride on September 19, and riders can choose lengths of 100 miles, 50 miles and 15 miles. They want to set up a rest stop for riders with water, snacks, etc., at the Gazebo area and Ms. Vaughan said they would set up a tent and a large table and they have liability insurance that covers participants and volunteers. She said they would like permission to use that area. A brief discussion of the event was held and it was noted it will start at the church in Franconia and circle around to end back there. Discussion included that there is a porta-potty already in place and it was noted the Chamber of Commerce provides that. The Board said they will talk to the Chamber to try to get another one for the day. Ms. Vaughan thanked the Board for their time and support.

Selectman Moroney made a Motion to: allow the use of the area for their rest stop. Selectman Bussiere seconded and it passed unanimously.

Next were numerous Police Commendations which Selectman Moroney read in Chief Trammell’s absence as he was away:

2015 Continues in efforts to progressively move the Department
Forward and has accepted the role of Field Training Officer.
Continues to aggressively train the staff full time and part time on the
latest tactics and continues to post and keep members informed of the
current trends for officer safety.

Cpl. Bailey is awarded the Gold Leaf to be placed on the citation Bar
for his third award : For his devotion to duty and outstanding team
work.

Drug arrest within the Town of Carroll

Corporal Tadd A. Bailey Good Conduct Award For Devotion to duty and leading by example

and earns him a Gold Star for his second award.

Patrolman Justin Washburn Drug Buster Citation Bar This award is normally held until an
Officer reaches his 300th drug arrest, however on 22 February 2015,
While assisting a motorist this Officer discovered a small amount
Of marijuana, further investigation turned up a substantial amount
of illegal substances. This single arrest turned into 7 Felony
charges and 2 Misdemeanor charges all for possession of
controlled drugs as defined by RSA 318:B:2.

Selectman Moroney made a Motion that: The Selectmen sign each of these Commendations. Chairman Scalley seconded and the Motion passed unanimously.

The Board congratulated all of the recipients

Selectman Moroney spoke about the Employee Manual and said in retyping the pages about Paid Time Off, she had separated the Holidays so they wouldn’t be confused with vacation time. It was reiterated that this does not include the two personal days at 16 hours, 8 hours each. It was noted before everything is finalized the Board will meet with the employees. It was also noted the Board is looking into a payroll company and they said they want to do this prior to meeting with the employees.

The next item was a packet containing new guidelines, application, and various other forms pertaining to Town Assistance, which Chairman Scalley asked the Board took over. He said he hopes they will adopt these at the next meeting.

Selectman Moroney said they had a lengthy discussion at the last meeting about the Building Committee and the need for a new police station. She said she had sent an email to the members and had a response from George Brodeur – and she read both of these emails which are attached. Mrs. Moroney reiterated the need for support and participation from the Select Board. Chairman Scalley said he will be at the next meeting whenever they set it up and that he will eagerly participate.

Selectman Moroney said the Fire Department Auxiliary has planned a Yard Sale and Bake Sale for August 15, 2015, from 9 a.m. to 3 p. m. and asked for donations of baked goods and other items. She said this is for the purchase of water rescue equipment and though they do have some, other equipment is still needed, such as special ropes, etc. She said they will accept items on Friday, August 14, but if anybody needs to have items picked up earlier, to please call her.

Selectman Bussiere said he would also like to find a permanent home for the Police Department, Fire Department, Town Hall and storage, but he believes they must do “due diligence” for the townspeople, while being frugal.

Selectman Bussiere also spoke about the fee for Building Permits and said it should go back to $15 if we cannot find a warrant article that changed it to a higher fee.

Donna Foster asked if we have building permits for cell towers and she was advised not specific ones. It was noted that North Country Council can audit for proper location, etc. Mrs. Foster said the Planning Board has a company that is working with the town and they are coming to the board in August for consultation. She went on to say they are currently working with the NCC so they will follow up with this. She also said they do not need a public hearing for a cell tower, but they will advertise the meeting anyway for transparency.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel and legal at 7:45 p.m. Selectman Bussiere, yes; Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 8:15 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Bussiere made a Motion to adjourn the meeting and Selectman Moroney seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 8:15 p.m. The next meeting will be Monday, July 27, 2015.
