Meeting Minutes
June 11, 2015
“These minutes of the Town of Carroll Planning Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions,
deletions and corrections by the Planning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSAS 90-A: 2.
Members Present: Chairperson Donna Foster, Ken Mills, Richard Krapf, Brian Mykco and Karen Saffian, Bonnie Moroney, Selectman’s Representative

Pledge of Allegiance
The meeting was called to order at 7:00 p.m. Chairperson Donna Foster opened the Public Hearing for the Master Plan and introduced Tara Bamford, Planning Coordinator from North Country Council.
Tara explained how master plans are used to guide all the boards of a town for development of economic opportunities and conservation of natural and cultural resources. Master Plans should be reviewed and updated every five years. It had been about seventeen years since the Master Plan for Carroll had been reviewed.
Some of the things the committee recognized:
• The town needs to work together, committees, boards, etc.
• Must be easier for land owners to rehab, build, etc.
• Review residential density-lot size average-industrial zone-senior housing
• Encourage business
• The town has the lowest taxes in the area except for Harts Location
• Committee wants to thank Select Board and the voters of the town that allowed this to happen.
Karen Saffian made a motion to: approve the Master Plan for the Town of Carroll as presented. Brian Mycko seconded and the motion passed unanimously. A hard copy of the Master Plan will be attached to the minutes in the town office.
Tara Bamford and the Committee wanted to be sure a big thank you went out to George Brodeur. George was a member of the committee and was absent tonight as he was handing out diplomas at a local school. Tara said that George was a driving force for the Master Plan and kept them on task.
The Chair told the board that they now need to address the Zoning Ordinances. At the next meeting a schedule should be put in place. Tara Bamford said North Country Council can also help the town with that project at no cost.
Bonnie Moroney made a motion to: adjourn the meeting. Brian Mycko seconded and the motion passed unanimously. The meeting ended at 7:45.
