“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney, Paul Bussiere.

The meeting was called to order at 7 p.m.by Chairman Scalley.

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Bussiere made a Motion to: Approve the minutes of 11/2/2015 as written and Selectman Moroney seconded. The Motion passed unanimously.

The meeting was not filmed.

Building permit and property change notification were brought up. Research on warrant articles beginning in the 1950’s had been done to try to determine if any of the permit requirements had been voted on by the public. Numerous articles were found but some were still needed to absolutely confirm whether they had or had not been voted by the public. It was agreed to table this matter until a later time. Selectman Moroney suggested the Board could go ahead and put in an article to be voted on and find out if the people want to remove what is in place, or if they approve changes being made, etc. She said this would allow them to move forward and perhaps make changes that they feel would make the process better, as they would focus on what they feel the best thing is and let them decide.

It was noted at this time, that Department Heads should be sent an email to ask if they have any warrant articles they plan to submit. If they do, they should have them sent in for the meeting on November 30.

The Employee Manual regarding time off for fulltime employees was then discussed and Selectman Moroney said she included the 16 hours of personal time that had previously been left out of the Paid Time Off. She went on to explain the PTO included all personal, holiday and vacation time. The personal and holiday hours are the same for everyone but the vacation hours are based on a formula and are contingent on the number of years worked by the employee. Selectman Moroney said she had adjusted the sick leave as was discussed previously to accrue to the limit of 120 hours. Discussion was held on Paid Time Off of 64 hours for regular, year round part time employees. Also brought forth was the possibility of higher wages in lieu of the PTO for the part time employees. The Board had said they would hold a meeting with the employees when the Manual revision was complete and scheduled it for Monday, December 7, at 3 p.m.

Fire Chief Jeremy Oleson submitted the nomination and form for the Health Officer appointment in the name of Brad Houston. The Board felt this position should be affiliated with the town’s emergency services and Mr. Houston is a fulltime employee at the Fire Department. Selectman Bussiere made a Motion to: Accept the nomination and sign the appointment form. Selectman Moroney seconded and the Motion passed unanimously.

Next was the Annual Monitoring Inspection of the conservation land on Route 3 North, otherwise known as “the flats.” This completed form was presented for the Selectmen’s perusal and knowledge. The Board thanked the Conservation Commission for completing this inspection.

Other:

The Secretary said the Town Hall will close at Noon on Wednesday, November 25, for the Thanksgiving Holiday. She said the Selectmen’s Office is normally closed to the public on Wednesdays and the Town Clerk’s Office will close early that day.

Selectman Moroney asked the Board about raises and percentages if they decided to do them. Selectman Bussiere said there was no Federal Cost of Living Adjustment this year and he did a breakdown, based on a bell curve. He noted these should correlate with employee evaluations that are in the process of being done. The breakdown is as follows:

0 – 1.5% 0 increase as there is no COLA this year and last year’s was 1.7%
1.6 – 3.9% 1.25% increase
4 – 5% 2.5% increase

The Board asked that any evaluations not already turned in to be in by Monday, November 30.

Selectman Moroney said there is a start-up meeting for preparing for the Town’s 250th celebration on Tuesday, November 17, at the Town Hall at 7 p.m. Though it is six years away, there are those who feel getting a start on it would be very good.

In the same vein, Selectman Moroney said there is the Pie and Bake Sale at the Fire Station on Saturday, November 21, from 9 a.m. until everything’s gone. The proceeds will go to the celebration fund.

Chairman Scalley asked about the Health Officer’s budget and Selectman Moroney said it was being presented to the Budget Committee Wednesday, November 18.

Chairman Scalley asked if Greg Hogan was all set on the paperwork required by the State for the River crossing. The Secretary said he had sent the last letter today which would complete all.

Michael Hogan, Chairman of the Budget Committee, said regarding the Health Officer’s budget that he felt training would be the highest line. Mr. Hogan went on to say as the Budget Committee meetings were to have been combined with the Selectmen’s regarding budgets, that there will be a final gathering in December for all to review. He said the Board would be advised when the date is set and urged all Selectmen to attend.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for personnel and town aid at 8:25 p.m. Selectman Bussiere, yes, Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 9:37 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Bussiere seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to adjourn the meeting and Chairman Scalley seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 9:39 p.m. The next meeting will be Monday, November 30, 2015 at 7:00 p.m.
