Meeting Minutes
March 7, 2016


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Bonnie J. Moroney. Selectman Bussiere was excused.

The meeting was called to order at 7:00 p.m.by Chairman Scalley.

Pledge of Allegiance

The Board was polled to go into non-public session, per RSA 91-A-3 for personnel at 7:05 p.m. Chairman Scalley, yes, Selectman Moroney, yes.

At the close of non-public session at 8:25 p.m., Selectman Moroney moved to return to public session and seal the minutes from non-public session. Chairman Scalley seconded and the Motion passed unanimously.

The Board discussed the Town Hall Use Permit Application and asked that Chief Oleson’s name be added for approval of 100 or more people. They also asked that the checklist for Assembly Permit inspection be amended and included, so the applicant knows what must be considered for larger groups, and further that each page be numbered 1 of 3, 2 of 3, 3 of 3, to be sure of inclusion. They asked the Secretary to talk with Chief Oleson about how he wants to handle the inspections.

The Secretary said Town Counsel advised that the Town should contact Sean Haggerty, Commander of Permit and License Division at the State Police to request a “wall license” for the business, Guns of Patriots Tactical Arms, LLC. The Board requested the Secretary to take care of this.

Selectman Moroney made a Motion to adjourn the meeting and Chairman Scalley seconded. The Motion passed unanimously. Chairman Scalley declared the meeting ended at 8:45 p.m.
