“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: David Scalley, Paul Bussiere, Brian Mycko

Members of the public present: Mike Gooden, Ann Fabrizio, Imre Szauter, Deb Szauter, Michael Hogan, Dianne Hogan, Susan Kraabel, Greg Hogan

The meeting was called to order at 7:00 p.m.by Chairman Bussiere.

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Scalley made a Motion to approve the minutes of 4/11/2016 as written and Selectman Mycko seconded. The Motion passed unanimously.

Selectman Mycko made a motion to approve the minutes of 4/18/2016 as written and Selectman Scalley seconded. The Motion passed unanimously.

The following items were approved and signed:

Water Warrant – Prudhomme, Pitre

Follow up items:

Town Hall Permit Application – Chairman Bussiere stated we are waiting on additional pricing from structural engineers. Greg Hogan said he’s trying to schedule an appointment with an engineer from North Conway along with getting a price.

Building Permit Procedure - Chairman Bussiere said before we can move further on building permit changes, we need to see where we are at with the building inspector. There has been discussion of getting a new Code Enforcement Officer. A lengthy discussion ensued as to why we need a Code Enforcement Officer for this size Town. Selectman Scalley said it was discovered that the Town voted to establish the Code Enforcement Officer and that the Selectmen can’t just get rid of the position. Chairman Bussiere said that after a conversation with the current Code Enforcement Officer, that a Selectboard in the past limited him to 13 hours per week which included travel time, inspections as well as inspection work. The Chairman said in the future we might need to look at having more hours. There was also discussion about the Code Enforcement Officer being more pro-active with deficiencies with existing homes as well. Imre Szauter said if that is the case, the cost of the Code Enforcement Officer should be distributed across the tax payers instead of being paid solely by permit applications.

Open Cellar - Selectman Scalley said he spoke to the mortgage holder, who in turn was supposed to talk to the owner and have the issue taken care of as well as contact the Code Enforcement Officer. If the owner wasn’t going to take action, the mortgage holder was supposed to call back. Selectman Scalley said he’d follow up with the Code Enforcement Officer as well as the owner.

80/20 Disability Insurance Split – Chairman Bussiere said right now the employee manual says the Town will pay 100% of disability insurance for employees. Currently the Town pays 80% and the employees pay 20%. There was some discussion and Chairman Bussiere made a motion to keep the 80/20 split. Sue Kraabel commented that you have a manual that says you will pay 100%. She asked why put yourself at risk for not stopping the employee contribution. Sue said you are leaving yourself open for a complaint with the Dept. of Labor which could potentially cost even more. Discussion continued with Selectman Mycko wanting to put in an addendum that would amend the policy to what is being done now. Chairman Bussiere and Selectmen Scalley were against doing another amendment and wanting to wait until the new policy was completed. Selectman Scalley made a motion to keep the 80/20 split until the employee manual is finalized. The motion was seconded by Chairman Bussiere. There were 2 ayes (Bussiere/Scalley) and 1 no (Selectman Mycko.)

Employee Manual – Chairman Bussiere stated we are still waiting for more information – tabled.

Other –

Chairman Scalley said he got an email from a potential applicant for Code Enforcement Officer.

Sue Kraabel advised the Board that there is a CD maturing for Highway in May and also a Recycling CD maturing in June. Sue gave the Board options for what to do with investing the money. Discussion ensued of where the money comes from in these accounts and what it can be used for. After some consultation with Greg Hogan, the Board advised Sue to roll the CDs over for another year.

Michael Hogan said Parks & Rec. Committee made $1600 profit from the penny sale.

Mike also said he went to a meeting for Tillotson grants on behalf of Parks & Rec. He advised that Nancy Mitiguy offered to assist the Committee in writing grants.

Dianne Hogan advised that May 4th at 7 p.m. at the Fire Station, there will be an information session for Summer Camp. A few weeks following will be the official sign-up.

Selectman Mycko said he spoke with Fish & Game and they will be stocking the Town pond for 4th of July fishing derby. F&G will be handling the whole thing.

Greg Hogan announced Town Clean-up Day on Saturday, May 7th, starting at 9 a.m. at the Fire Station.

The Board was polled to go into non-public session, per RSA 91-A-3 for legal and personnel at 8:37 p.m. Chairman Bussiere, yes, Selectman Scalley, yes, Selectman Mycko, yes.

At the close of non-public session at 9:05 p.m., Chairman Bussiere moved to return to public session and seal the minutes from non-public session. Selectman Mycko seconded and the Motion passed unanimously.

Selectman Scalley made a Motion to adjourn the meeting and Selectman Mycko seconded. The Motion passed unanimously. Chairman Bussiere declared the meeting ended at 9:06 p.m.
