“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Members of the public present: Michael Hogan, Dianne Hogan, Imre Szauter, Jeremy Oleson, Tadd Bailey, John Trammell, Andrew Shaheen, Greg Hogan, Lori Hogan, Andy Smith, Chris Pappas, Ron Wareing

The meeting was called to order at 7:00 p.m.by Chairman Bussiere.

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Scalley made a Motion to approve the minutes of 4/25/2016 as written and Selectman Mycko seconded. The Motion passed unanimously.

The following items were approved and signed:

Intent to Cut Wood – Smith
Eversource License to Erect/Replace Pole – Fieldstone Lane
Yield Tax Certificates – Timberwolf Logging; Ravinski; Bayroot, LLC
Water Warrant – Lennon
Credit Application Form – New Ownership, Foster’s Crossroads
Letter to 1st Circuit District Court, Lancaster – Town Attorney This was in response to a letter
we received about advising them when changes are made regarding who acts as the Town
Prosecutor. The Department had been previously approved by the Board of Selectmen to
hire an attorney who also serves as Prosecutor for other area towns.
Response to Memorial Day Parade Invitation, VFW Post, Littleton -- Because this Parade is at
the same time as our own, the Secretary requested approval to decline on their behalf.

Follow up items:

Town Hall Permit Application – Chairman Bussiere asked Greg Hogan if he had heard from anyone yet, and he said he was waiting to hear from the company in North Conway. He had hoped to hear something about a price today but now possibly tomorrow. He will get in touch with them again.

Building Permit Procedure - Chairman Bussiere said this has been going on for a while and we need to take some action. Selectman Scalley said he had received a call from an interested person and had held off doing anything until he heard further. He went on to say he would call and ask the person to come to the next meeting if that’s what was wanted. The Board agreed that they would like that.

Open Cellar - Selectman Scalley said he had made phone calls and that he had also asked Stan
to follow up on it. He also said he had asked at the last meeting that a letter be written to the owner and the Secretary said she would see if it had been done. The Secretary said Stan had emailed the owner of which she had received a copy and forwarded to the Board, but that he had not had a response. If no letter has been done, Selectman Scalley made a Motion that: the Secretary write a letter the next day, email it to the Selectmen, and have Chairman Bussiere sign it on behalf of the Board. Selectman Mycko seconded and it passed unanimously.

Employee Manual – Chairman Bussiere said they had received the copy from Town Counsel that morning but felt they needed more time to review the changes and revisions which she made. He also said he felt they should have a meeting just for this purpose and after brief discussion, decided they would have a workshop about the Employee Manual on Thursday, May 12, at the Town Hall at 6 p.m. It was also noted though this would be a public meeting, there would not be public input at this.

Other –

Chairman Bussiere read a letter from Georgia Brodeur in response to the Board’s letter thanking her for all of the years she sat on the Board of Trustees for the Library and as a Library volunteer. Mrs. Brodeur wrote, “I love and am proud of our Library and am honored that I had a small part in developing it into the facility that it is today.” The Board agreed it was very nice of her to respond.

Chairman Bussiere also announced that the Town had received notice from the Planning Board that there will be a Public Hearing for Wireless Telecommunications for a tower on Route 302 West on Thursday, June 2, 2016, at 7 p.m.

Selectman Scalley said he had received a call from Andy Smith, who was in attendance, expressing frustration with our Building Inspector regarding communicating and that he was looking for help getting his Certificate of Occupancy. He read an email from Stan (attached). Mr. Smith said Stan had been up several times and they had taken care of everything else that he had on the list. The unfinished steps lead to a patio that will be finished at a later date and at which time the steps will also be finished. He said the Fire Chief was satisfied with everything and that he just wanted Stan to do his job. The Chief was in attendance and confirmed that he found everything satisfactory for life safety issues. Chairman Bussiere said as he understood it there are the two necessary exit doors, and that there are four in question which have temporary steps and which he was told was correct. The Chairman went on to say that the Town does have certain rules and regulations which have to be followed. Selectman Scalley reiterated that we have rules and further said that Stan had been spoken to in the past about issuing CO’s when some things were not quite finished. He asked Mr. Smith if he would have a problem with a temporary CO, if they need to hold off for the steps, or if one was necessary for insurance or other purposes. Mr. Smith responded he would like it for insurance but one was not necessary at this point, he just wanted to have it. Chairman Bussiere said he would like to speak with Stan and the Board will get back to Mr. Smith. Mr. Smith thanked the Board for their time.

Greg Hogan, Public Works Supervisor, said the Town Clean-up on Saturday, May 7, was very successful and wanted to thank the people who showed up. He said they hit every road and felt it was faster this year, because it has been done each year for the past several years. He also spoke of the fine grill work done by Fire Chief Oleson at the barbecue after. Greg went on to say that Carol (President of the Chamber of Commerce who co-sponsored the event) had spoken of doing something to thank the people, but he was not sure what, so he asked about putting an ad in the paper. There was discussion of doing this along with the cost. Subsequently Selectman Scalley made a Motion to: put an ad in the paper, cost not to exceed $75, to thank everyone who participated. Selectman Mycko seconded and it passed unanimously. Jeremy Oleson asked about the possibility of contacting the Democrat for an article as they seem to be happy to do things like that.

Greg Hogan then said they could use help with the Memorial Day program and putting flags on the graves. He said anyone interested just needs to contact himself or Bonnie Moroney. Imre Szauter spoke up and said he will help with the flags and he just needed to know when.

Lori Hogan said there will be a meeting of the Garden Club at the Town Hall on Thursday, May 12, at 7 p.m. She said there are several flower beds around town that she and Greg had done and last year a group was started to help take care of them.

The Board was polled to go into non-public session, per RSA 91-A-3 for legal and personnel at 7:35 p.m. Chairman Bussiere, yes, Selectman Scalley, yes, Selectman Mycko, yes.

At the close of non-public session at 9:25 p.m., Chairman Bussiere moved to return to public session and seal the minutes from non-public session. Selectman Mycko seconded and the Motion passed unanimously.

Chief Trammell and Sgt. Bailey presented the Board with their nomination for the candidate for the position on the Police Department which has been vacant since Sgt. Smalley’s retirement on March 31, 2016. They stated they are requesting approval at this time so they can have clothing, vest, weapon, etc. all ready so the new officer can be on the roster as of May 29, 2016. The candidate is already State Certified and therefore will not have to attend the Academy. Chairman Bussiere made a Motion to: Allow the Police Department to hire the recommended candidate. Selectman Mycko seconded and the Motion passed unanimously.

Chief Trammell asked if the Board knew yet when they would be starting the budget process this year. He stated into the fall is a lot better for him as trying to get numbers earlier than that is very difficult and impossible in most instances. Chief Trammell and Sgt. Bailey thanked the Board and left the meeting.

Selectman Scalley said in response to a question the Board received, they reviewed the minutes (and he also reviewed his own notes) of the Selectmen’s meeting on February 29, 2016, and discovered that a brief discussion regarding construction without a Permit and Site Plan Review at Birchwood Commons and a Motion made were omitted. Chairman Bussiere made a Motion To: Issue a Cease and Desist letter to Birchwood Commons and Evan Karpf per the Code Enforcement Officer’s recommendation. Selectman Mycko seconded and the Motion passed unanimously. Chairman Bussiere stated they must have read the Minutes too fast for them all to have missed this and apologized for it.

Chairman Bussiere then said the Planning Board had received a letter recently from Evan Karpf advising that he has another unit leased for mercantile and that the Code Enforcement Officer needed to inspect it. The Secretary was asked to speak with Stan when he came in the next day about doing this inspection tomorrow and to contact Chairman Bussiere when he is ready to go to Birchwood Commons.

As there was no further business, Selectman Scalley made a Motion to adjourn the meeting and Selectman Mycko seconded. The Motion passed unanimously. Chairman Bussiere declared the meeting ended at 10:05 p.m.
