September 26, 2016


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Paul Bussiere, David Scalley. Brian Mycko was absent and excused.

The meeting was called to order at 7:00 p.m.by Chairman Bussiere.

Members of the public present: Dianne Hogan, Michael Hogan, Jeremy Oleson, Greg Hogan, David Wiley, Imre Szauter

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Scalley made a Motion to approve the minutes of 9/12/2016 as written and Chairman Bussiere seconded. The Motion passed.

The following items were approved and signed:

Property & Liability Program CAP Agreement – PRIMEX This agreement caps any possible
increase in cost for the next two years at 9% each year.
MS-535 Form, Melanson, Heath – DRA
Water Warrant – Gilman

The schedule for budget presentations was discussed and the Board felt it would be better to meet on October 24 rather than the 31st, as the every-other-week format would have been. The Secretary said she would send the schedule as noted to all department heads and committee chairs, with the first presentations being on October 3.

Follow-Up Items:

Building Inspector/Code Enforcement Officer – The Board spoke with David Wiley about the
position and discussed the various duties. These include following up with inspections
as well as issuing permits, whether for new construction, additions, renovations, etc.
Mr. Wiley said he inspects the rough work and puts a lot of the onus on the licenses, i.e.
electric, plumbing, for following code. He said they can do work up to a value of $3,000
without a Permit in Bethlehem. The Board said we are working to move in the
right direction with our permit process including modifying, cleaning it up, and fees, to
assure that we serve the property owner better. Mr. Wiley said he works to get the
regulations followed and is not afraid to tell that he may shut down a job. He feels
communication is important. If someone pulls a permit, they need to call for inspection.
He does not drive around looking for jobs that are being done without permits, but of
course if he sees one or is called about one, he will look into it. When asked about
issuing Certificates of Occupancy, Mr. Wiley stated he does these only on new residences
or total renovations. Discussion of hours took place and he said he works about 20 hours
a week, with a maximum of 1,040 per year. This gives him flexibility to adjust his
weekly hours according to the amount of work as he tends to need more hours in the
summer with fewer in the winter. It was stated that we currently have 13 hours allotted
per week. The Chairman asked Fire Chief Jeremy Oleson if he felt 13 hours was enough
to do the job properly with the hotel, the ski area, and everything else. Chief Oleson
responded that 20 hours would be more reasonable/logical. Compensation then came up
and Mr. Wiley said currently he is at $20/hour in Bethlehem though he will be looking
for a raise shortly as it’s been that for quite a while, and he does not get mileage. Mr.
Wiley said his workload has changed since this discussion began several months ago, but many of his projects will be finished or nearly so by the end of the year or shortly after the start of the next, and Chairman Bussiere said there really can’t be many changes
before March in any event. With discussion ended, Mr. Wiley thanked the Board for
talking with him and the Board thanked him for his time.

Structural Assessment of the Town Hall – Chief Oleson said there is a draft, but essentially the
bigger items are emergency lighting, flame resistant paint in the gym, and a few others.
He said the final should be out pretty soon.

Town Hall Assembly Permit – Chief Oleson said he is waiting for a few items to be finished;
that he is working with Greg Hogan to get some things taken care of for Parks and Rec
planned events. He said he is also waiting for Parks and Rec to come up with their
commitment which would hopefully avoid their having to have Fire Detail on duty.
Chairman Bussiere said he didn’t know what the Chief was talking about and thought
the Selectmen made the decision about Fire and Police Details. Selectman Scalley said
he was aware of this and apologized for neglecting to talk with the Chairman about it.
Chief Oleson said this entails a two-hour training on-line and fire extinguisher training;
as well as a written and approved emergency plan and an assembly plan. If they meet
all the components and according to RSA, it is under the Fire Chief’s purview to
waive the Fire Detail requirement. Chief Oleson also noted that a crowd manager is
always needed. There is a fee of $20 per person for the on-line portion. The Chairman
asked if they meet all the components, if other functions can also take advantage of
this to which the Chief stated they could as long as there is time, etc.

Town Hall Permit Application – Tabled

Water Policy Revision – Chairman Bussiere said he had a policy from another town and had
been trying to adjust it for us but it ended up that Dianne Hogan typed up the whole
policy, for which he thanked her. There are wording and other changes that still need to
be made. Greg Hogan said he still believes there should be a separate meeting for this
with the Selectmen, Scott, himself, Jeremy, Kelly and Maryclare so it can be done
correctly and properly before the final approval and it is put into use. The Board agreed and set the meeting for 9 a.m., Wednesday, October 12. The Secretary will post this.

Employee Manual – The meeting with the employees is Wednesday, October 5, 2016 at 6 p.m.

Compensation for Employees not taking health insurance – Jeremy Oleson said this question
resulted from a previous statement that the insurance is part of the employee package.
He went on to say if an employee does not take it because he/she has coverage elsewhere,
such as through their spouse’s place of business, then that employee is not receiving
his/her full pay. The Secretary had prepared a spreadsheet for the Selectmen showing the
health insurance plans, costs and number of employees who take the insurance and
number of employees who do not take it. Chairman Bussiere wants to assure that if
the Board decides it is appropriate to compensate employees who do not take the
insurance and therefore they receive the compensation, that they will understand should
the time come that they return to our plan, they will not only stop receiving the “extra”
money, but will be paying the employee contribution toward it. The Secretary said by
law, any time employees’ wages change, they must be notified in writing of the change
and the reason. Our office also requires that employees sign a copy of the wage change
for our files. The Secretary has information on what some towns and cities do and was
asked to poll additional, surrounding towns and make a spreadsheet. Chairman Bussiere
requested that the Board members have this before the next meeting.

Chairman Bussiere said he wanted to point out that he went to the State DRA, etc. for wages and found that we are right about “in there.” Of course some are higher, some are lower and others are the same. He said some people wouldn’t be happy no matter how much they get paid but that’s how they are.

Other:

The Secretary said there is a budget workshop on Tuesday in Bartlett and a funeral on Thursday, out of the area, which she would like to attend. Because the Finance Clerk starts vacation on Tuesday, there will not be anyone in the office those days, however, the Town Clerk will be open and has offered to cover. Because the Selectmen’s Office is closed to the public normally on Wednesdays (even though the phone is answered and the public are waited on as needed), the Board said they’d rather it not be closed three days in a row. The Secretary said she will be in.

Selectman Scalley said he was glad to have Mr. Wiley in to talk as he offered some good information. However, he feels it would only be fair to offer to our current person what may be offered to a possible new one.

Chief Oleson said he had sent an email regarding Fieldstone Lane, which the Selectmen acknowledged having received. He said he was called there because of a report of illegal burning i.e. mattresses, etc. He went on to say that during their conversation it came up that it might be a bed and breakfast so he advised the owner of what would be needed for them to go forth as a few years ago it was inspected and there was a list of items needed. He said there is a larger renovation going on and he also advised that they need permits and to contact our Building Inspector.

Michael Hogan said he and Greg are each working on getting a new flagpole for the Town Hall. He has received information which he just wanted them to know for when they’re ready to make a change. Chairman Bussiere thanked Mr. Hogan.

Chairman Bussiere said the next meeting will be on October 3, 2016, at 7 p.m., because the next Monday, October 10, is the Columbus Day Holiday.

As there was no further business, the Board was polled to go into non-public session, per RSA 91-A-3 for legal at 8:55 p.m. Chairman Bussiere, yes, Selectman Scalley, yes.

At the close of non-public session at 9:07 p.m., Chairman Bussiere moved to return to public session and seal the minutes from non-public session. Selectman Scalley seconded and the Motion passed unanimously

Chairman Bussiere made a Motion to adjourn the meeting and Selectman Scalley seconded. The Motion passed unanimously. Chairman Bussiere declared the meeting ended at 9:08 p.m.
