Meeting Minutes
October 9, 2006
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bill Wright, Allen Strasser, Bonnie Moroney

The meeting was called to order at 7:00 PM.

Members of the public present: Bill Smalley, Rick Brown

The board announced the approval of bills and signing of checks.

Selectman Strasser moved to approve the minutes of the meeting on 10/02/06. Chairman Wright seconded, and the motion was passed unanimously.

The main topic of discussion was the budget. Selectman Strasser asked Cpl. Smalley about salary amounts in the Police budget, and was told they represent a 5% increase over present salaries.

Each department budget was reviewed and minor adjustments made, and the budget was approved as amended. The computer report will be updated by the secretary and copies made for the Budget Committee on Tuesday. A copy of the approved budget is attached.

Several warrant articles were passed by the selectmen:

Raise and appropriate $10,000 to be placed in the Landfill Closure Capital Reserve Fund. Motion Chairman Wright; Second Selectman Moroney

Raise and appropriate $40,000 for maintenance of roads and additional paving.

Raise and appropriate the $50,000 to be placed in the Town Safety complex and Town Offices Capital Reserve Fund.

Raise and appropriate $60,000 for a full time administrator to supervise the operation of the town on a daily basis. The $60,000 includes salary and all fringe benefits including medical, dental, and retirement.

Raise and appropriate $8,000 to hire a part time planner to assist the Planning Board in the rewriting of the zoning ordinance as it applies to development in Twin Mountain and the changes in the state construction codes for the entire town.

Raise and appropriate $2,000 as donation to the Coalition Communities in Portsmouth, NH for their help finding a solution to our educational funding crisis.

Raise and appropriate $2,000 to contribute to the White Mountain Regional Airport.

Raise and appropriate $2,000 as donation to Tyler Blaine House (formerly Lindsey House).

Raise and appropriate $30,000 to the Bridge Replacement Capital Reserve Fund and to allow the use of this fund to use and improve a road in place of bridge reconstruction should that option be less costly to the taxpayers of the Town of Carroll.

There was a brief discussion of the AMC exemption issue, and Selectman Strasser said he would be calling Adele Fulton of Gardner Fulton and Waugh on Tuesday.

At 8:30 PM, as there was no additional business, Chairman Wright declared the meeting ended and moved to go into executive session regarding personnel. This was seconded by Selectman Moroney. The board was polled, all three voted yea, and went into executive session.

At the close of executive session, Chairman Wright made a motion to return to public session and seal the minutes from executive session; Selectman Moroney seconded and the motion passed unanimously.

Back in public session, Selectman Strasser moved to create a warrant article for good and welfare in the amount of $500.00. Selectman Moroney seconded the motion, and it was passed unanimously. This will be used by the selectmen to fund items such as flowers for sick or bereavement for employees or town volunteers, or congratulations to employees or town volunteers. Such amounts would be restricted to $100 per person per year.

At 8:35 PM, as there was no additional business, Chairman Wright declared the meeting ended.
