Meeting Minutes
October 23, 2017


“These minutes of the Town of Carroll Select board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Brian Mycko, Paul Bussiere, David Scalley.

Members of the public present: Ron Wareing, Greg Hogan, Jeremy Oleson

The meeting was called to order at 6:00 p.m. by Chairman Mycko.

Pledge of Allegiance

The Board reviewed a Pistol & Firearms Sales License for Warren Lenehan. Selectman Bussiere made a motion to sign. Selectman Scalley seconded and the Motion passed.

The Board discussed with Ron Wareing an issue of errors with the reading of his water meter. The wrong multiplier had been used in calculating usage. There was also an issue that at the time of installation, the wrong size meter head had been placed on the meter body. A brief discussion ensued as to the calculations to come up with the correct usage for the time as well as the correct money that should have been paid. Mr. Wareing stated that he has overpaid the Town and would also like interest to be paid for the time the Town has had his money. Selectman Scalley made a motion to reimburse Ron Wareing $7,347.45 with $6947.45 being from overage and $400.00 in interest. Selectman Bussiere seconded and the Motion passed.

Chairman Scalley advised Mr. Wareing that the Town Attorney would be drawing up a legal release and asked if there would be an issue. Mr. Wareing advised no problem with that.

Mr. Wareing inquired from the Board if they would consider reimbursing the Gatelys (previous owners.) He said he believes the RSA only covers a period of 2 years but feels the Town has a moral obligation to repay them. The Board advised they are taking care of this step first and then would move on from there.

The Board then worked with Greg Hogan, Public Works Superintendant, to find lines in the water budget that could be used for the reimbursement.

Jeremy Oleson asked if anyone had checked around to make sure this won’t happen again. Greg said several meters were checked that they might be nervous about but they checked out to be fine.
As there was no further business, the Board was polled at 6:36 p.m. to go into non-public session, per RSA 91-A-3 for legal: Chairman Mycko, yes; Selectman Bussiere, yes; Selectman Scalley, yes.

At the close of non-public session at 7:14 p.m., Selectman Bussiere moved to return to public session and seal the minutes from non-public session. Selectman Scalley seconded and the Motion passed.

There being no further discussion, Selectman Scalley made a Motion to adjourn the meeting. Selectman Bussiere seconded and the Motion passed unanimously. Selectman Scalley declared the meeting ended at 7:14 p.m. The next meeting will be Monday, October 30, 2017.
