Meeting Minutes
November 13, 2006
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bill Wright, Allen Strasser, Bonnie Moroney

The meeting was called to order at 6:00 PM.

Members of the public present: Paul Hatch, John Goodney, Jeff Duncan, Bill Dowling, Billy Rines, Edith Tucker, Roberta McGee, Tom Gately, Doug Bews, Evan Karpf, Ann Fabrizio, Carmine Fabrizio, Dale Shakespeare, Lee Hallquist, Mike Matz, Donna Matz

At 6 PM, John Goodney introduced Paul Hatch, NH Department of Emergency Management, to the selectmen and department heads. He was here to give guidance to the town with regard to handling emergency situations and disasters. There is grant money available for training and some equipment, but he stressed that the first order of business is to formalize a plan for emergency preparedness. It was suggested that when going through the manual template, people keep in mind the recent storm and how we could have reacted to it.

At 7 PM the board announced the approval of bills and signing of checks.

Selectman Moroney moved to approve the minutes of the meeting on 11/06/06. Chairman Wright seconded, and the motion was passed unanimously.

The matter of turning over land to John Foster was next on the agenda. The state forwarded paperwork showing that it had given the Town of Carroll the road in question and that was discussed. Selectman Moroney reiterated what Kim Hallquist, attorney from the Local Government Center said: the town would no longer be legally responsible for the road, and Mr. Foster’s land would bring more value to the tax rolls as one piece rather than two. The town does have the option of keeping the road as a Class VI road. Evan Karpf suggested we make sure any deed contains a right of way for access to the house. It was once again stated that Mr. Foster would pay all legal fees. This item was again tabled until Mr. Foster returns from vacation.

The cell tower location was brought up and Lee Hallquist suggested we put it behind the town hall rather than on the hill by the gazebo or on top of the town hall. It was mentioned that law states we cannot put off the cell tower decision forever. Dr. Karpf and Chairman Wright looked at tax map 207 lots 17 and 18, and marked a spot on each lot for possible location of the tower. Dr. Karpf reported the Planning Board is looking at 4 engineering firms as potential hires for the town in this matter.

Stan Borkowski has not yet submitted an activity report for the week.

The secretary reported she had not heard from Bernie Waugh regarding charging for false alarms.

The quote for School Care Health insurance was discussed, and their rate changes for 2007 bring premiums within a couple dollars of HealthTrust, for coverage not quite as good as HealthTrust. Selectman Moroney moved to renew the present insurance with the same 80/20 split for employer/employee cost. Chairman Wright seconded, and the motion was passed unanimously.

Savona Construction submitted a bid of $650 for repairing the siding on the town hall. A motion to accept was made, seconded and passed.

Two letters from the NH Liquor Commission were read. One was regarding a license for the Catalanos at Darby’s Pizzeria, and the other for the Top O’ Quad restaurant at the ski area. The selectmen had no objections for these licenses, but it was pointed out that the restaurant on the mountain is actually in Bethlehem. The state will be advised by the secretary.

Selectman Strasser recently visited two sites that Celebration has been associated with, and related his opinion that the Mt. Washington Resort would be greatly enhanced by the new owners. This brought forth a discussion of what needs to be done here in Twin Mountain to promote and protect the town. Dr. Karpf mentioned a possible ridge view ordinance and architectural ordinance. Selectman Strasser suggested we’ve let things like roads go untended too long, and a proposed part time planner could give us some help. Doug Bews reported he’d been at a meeting in Lancaster which dealt with property assessments, and while the meeting was postponed because of the crowd, the view tax was discussed. Mr. Bews urged others to attend the re-scheduled meeting on Monday, November 20th. The selectmen initially voted to change the normal Monday meeting to Tuesday, but realized the agenda included a visit from Mark Nieder, so they voted the meeting back to Monday.
