Meeting Minutes
November 20, 2006
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. The meeting was called to order at 7:00 PM.

Members of the public present: John Goodney, Jeff Duncan, Bill Dowling, Billy Rines, Roberta McGee, Tom Gately, Evan Karpf, Ann Fabrizio, Carmine Fabrizio, Dale Shakespeare, John Trammell, Rick Brown, Mark Nieder

The board announced the approval of bills and signing of checks.

Selectman Moroney moved to approve the minutes of the meeting on 11/13/06. Chairman Wright seconded, and the motion was passed unanimously.

Mark Nieder from Commerford Nieder Perkins, LLC, our assessors, came at the board’s request to discuss a schedule for revaluing the properties in the Town of Carroll. He explained that the current contract called for data collection in town of 50% in 2006, 25% in 2007, 25% in 2008, and a full revaluation in 2009. Selectman Strasser suggested the reval be moved up to 2007 in light of recent sales and the NH Dept. of Revenue determining our equalization ratio to be 78% in 2005. The DRA likes the assessment ratio to be in the range of 90% to 110%, and can mandate a reval if our ratio drops too low or too high. Mr. Nieder is estimating ours will go down at least 10% in 2006, which would no doubt trigger a state mandated revaluation. By doing a reval in 2007, they would use values from sales in 2005, 2006, and prior to April 1, 2007. Tom Gately asked about a “view tax,” and Mr. Nieder said in his mind there is no view tax or waterfront tax, etc.; they determine assessed value by looking at market value, and the more sales the better. A suggestion was made that we do rolling revals, in other words, revalue each year, but Mr. Nieder couldn’t give cost numbers for doing it that way. It’s possible the cost would offset any gains from the new assessments. Mr. Nieder’s opinion was that with all the recent high sales numbers, the current assessments based on 2004 values are not fair to the average household. It was felt the average person would pay less tax with a full revaluation done in 2007. When that’s done, and everything is entered into the new Proval software, the costs for assessing should go down. Selectman Strasser noted that a number of the condo complexes in Bretton Woods are exactly the same size and cannot be changed, and he wondered if it was necessary for the assessors to measure each one. Mr. Nieder said they shouldn’t have to be, and made a note of that. Selectman Strasser moved to schedule the town-wide revaluation for 2007. Chairman Wright seconded the motion, and it was passed unanimously.

The following documents were approved and signed by the selectmen.
