Meeting Minutes
March 3, 2007
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 9:00 AM.

It was announced that this was a meeting of the selectmen as water commissioners.

A brief history of the water system was given and the deficit at the end of 2006 was shown to be $40,579.

Most of the discussion was going through the numbers to determine what % increase in water bills would be necessary to cover the budget with or without the $28,000 hydrant fee payment to the water system. It was mentioned that the bond payment is an obligation of the town, regardless of whether the water department has the revenue to pay it.

The beginning of the hydrant fees was discussed, and how they were instituted to encourage people, both in Twin Mountain and Bretton Woods to vote for the bonding warrant article to expand the water lines. The bonding had been turned down before eventual passage. It’s still not clear that we are obligated to pay Rosebrook any money.

The fact that the town audit of 2006 is not complete and the water department reconciliation not done was brought up. There is $110,000 is the Water Special Revenue account as of 12/31/2006, and that money has not been factored into the due to/due from the water department. It was determined there’s not enough information to determine if an increase in rates is necessary or how much if so. There will be no notice in the paper urging people to vote down the proposed budget in order to avoid dramatically increased water bills.

Selectman Strasser has prepared a letter to Bethlehem officials asking to eliminate the tax bill on the Carroll water tank that sits on Bethlehem property. The letter suggests that if we can eliminate this payment, we will not bill Bethlehem residents a 15% surcharge for water. A change to the letter was suggested, and the selectmen voted to send the letter as amended. Karen Moran reminded the selectmen they can’t bill that 15% till we get franchised.

The selectmen suggested that when possible, Greg do the plowing and Billy and Scott concentrate on water meter repairs.
