"These minutes of the Town of Carroll Planning Board have been recorded by the Select Board Representative. Though believed to be accurate and correct they are subject to addition, deletions and corrections by the Planning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A: 2.

APPROVAL OF MINUTES
Chairman Hogan asked the board if they were ready to approve the minutes of January 3, 2019. Alessandro Foti, made a motion to approve the minutes of January 3, 2019 and Mike Finn second and the motion to approve was unanimous.
CONSULT MT. DECEPTION CAMPGROUND (Maps & Mylar Questions)
Jon Warzocha, of Horizons Engineering, said that he was sorry that the Planning Board had not received the requested Mylar's. He said that usually they are not requested on something like this, and his office had not done them but he would make sure that the Planning Board would get them.
Building Inspector Dave Scalley, asked Carl Brooks if he had gotten done what was on the conditions that the Planning Board had said he needed to do. He said that he never got a list of the conditions that he was supposed to do. Members of the board looked for copies of the conditions that had been requested but Rena Vecchio was not at the meeting so the board was not able to find them.
Building Inspector Dave Scalley, told Carl that he was not allowed to fix the electrical lighting himself that he had to get a licensed electrician. Carl stated that he would not be able to do that with the snow and ice that we have now, but would see about that when the snow was gone. Carl asked if there was any electric work he could do himself and Building Inspector Scalley told him that other than changing a light bulb, no, as he was serving the public, you have to get license people to work on your projects to protect the public.
It was mentioned that he had been clearing land and that was not part of the plans that had been presented to the Planning Board, so that needs to stop.
Jon Warzocha of Horizons Engineering, said he would contact Secretary Rena Vecchio, the next day about the Mylar's and also to get a copy of the condition letter for himself and also for Carl Brooks, as Carl stated the he had never gotten a letter about the conditions.
Building Inspector Dave Scalley, said that he was concerned that Carl would not get all the conditions done before it was time for him to reopen for the summer season. It was also explained that there were things that Carl was doing at the Mt. Deception Campground that had nothing to do with the list of conditions from the Planning Board, they were things that needed to be approved by the Building Inspector. Jon Warzocha, suggested that Carl Brooks should give the Planning Board a schedule of when he will be doing what requirements.
Building Inspector Dave Scalley, suggested that the board should make up a standard approval letter, that would list any conditions, and that way not only would the person applying for approval have a copy but the Building Inspector, and whomever else that needs it would have a copy as well.
Building Inspector Dave Scalley mentioned that AB Logging had been working in the pit located on Carl Brooks's property, and that pit should be closed as AB Logging has stopped working there and pulled out all their equipment.
ECHO LAKE INVESTMENTS
The Town of Carroll's Municipal Lawyer brought up that there had been an application to move forward on a project for development. This approval was done in October 2017 by the Planning Board and there has been no other communication from them. The lawyer says the Planning Board should have 90 day stipulations on any requirements. The Planning Board regulations say that we can send out a letter to request a 'Show Cause Hearing" that the owners would need to come and talk to the board. They have pulled several permits and some have already expired. As a "Show Cause Hearing', the Planning Board decides if they should revoke the approval, and this would be done at a Public Hearing.
Bonnie Moroney made a motion to: adjourn. Terry Penner seconded and the motions passed unanimously.
