Meeting Minutes
April 2, 2007
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:02 PM.

Members of the public present: Roberta McGee, Eleanor Brauns, Mike Gooden, Tom Gately, Ann Fabrizio, John Trammell, Bill Smalley, John Burt, Doug Bews, Butch Garneau, Jeff Duncan, Billy Rines, Jim Covey, Lisa Covey

The board announced the approval of bills and signing of checks.

Selectman Strasser moved to approve the minutes of 03/26/2007. Chairman Moroney seconded the motion and it was passed unanimously.

The report from Stan Borkowski is posted on the bulletin board.

Chairman Moroney announced that John Trammell had completed his classes at the NH Police Academy, and has been certified to be a Full Time Police Officer in the state of New Hampshire. Accordingly, he is now officially our Chief of Police. The public responded with applause.

Chairman Moroney stated that as a result of the recent water damage to the police station, it has been virtually closed to the public. Any processing of arrests will be done at Troop F, and someone who stops at the station can speak to our personnel outside the station. A claims adjuster inspected the premises last Wednesday, and recommended stripping the building to the rafters. A group from the building committee visited alternative sites last weekend, and will have a meeting April 11 to discuss what they’ve looked at as well as new building possibilities. Selectman Strasser said we’d have to make an emergency declaration, then go to Superior Court for a special town meeting seeking funds for a new station. The LGC attorney said we should first speak to the NH Dept. of Revenue Administration. Selectman Strasser hopes the committee will look at all costs associated with a site and consider where most of the calls come from. He said Fun Towne is not good except for the center section, a commercial septic system costs in the vicinity of $30,000, and the Bretton Woods site is 300 feet from the septic system. Chairman Moroney said they looked at Fun Towne and the Drummond house on Rte.3 to purchase, and the Hogan garage on Rte. 3 as a possible temporary rental. John Trammell said they’re not sure how much space they’ll need, but if we build, we need to look at growth potential. The secretary will contact the claims adjuster to see what the insurance will cover on the damage to the police station.

Ron Cote from the NH DRA will meet with the selectmen at 6:30 PM on April 23, 2007, to discuss the equalization rate for the Town of Carroll.

Chairman Moroney read the letter from the selectmen to the NH Public Utilities Commission stating that the town voted not to contribute funds to the Rosebrook Water Company’s CIAC fund in 2007. Selectman Strasser did not get a response from the other two selectmen regarding his writing a letter to Celebration on this issue, so he called instead. Matt Dieterich said they were aware this was a possibility, so they were not surprised. Selectman Strasser moved to approve and sign the letter to the PUC, Chairman Moroney seconded, and the motion was passed unanimously.

A Certification of Yield Taxes Assessed was presented for Ken Elworthy in the amount of $1,375. Chairman Moroney moved to approve and sign, Selectman Strasser seconded the motion, and it was passed unanimously.

Billy Rines said while he was in Concord for a training class last Wednesday, he went to the state surplus vehicle lot. They didn’t have many military vehicles, but the state had several small pickup trucks, though no 4-wheel drive, with 100,000-200,000 miles on them, and they’re asking between $1,500 and $2,000. Because it was muddy, he was unable to crawl underneath, but saw some that looked good. He’d like to get one of these to run around town in, rather than the big trucks. A decision has to be made before April 13, as they’ll freeze the lot until after the auction. Selectman Strasser made a motion to authorize spending up to $2,500 for a vehicle. Chairman Moroney seconded the motion, and it passed unanimously. Mr. Rines will call about the payment process, and said he’d fully inspect any vehicle before purchasing.

Mr. Rines said he’s been doing some research on having the town water tanks cleaned, as the Cherry Mountain tank must be done this year. Each tank must be cleaned every three years. The last time the town hired someone to clean a tank the charge was $1,800, and the quote we received this year is $2,440 for one tank. Mr. Rines and Ed Daniels cleaned the Little River Road tank the last time, but you now have to be certified to do this work. Mr. Rines would like to look into getting certified, and the selectmen okayed his research, suggesting he call Whitefield and the place where Scott Sonia went for classes recently.

Jeff Duncan asked about keeping the old pickup truck they just replaced for the fire department. Some of the officers would like to see it used as a forestry truck and they wouldn’t have to spend any money on it to keep it for that use. They would put a portable water tank in the back and use it maybe 3 times a year. If it were to be used for the highway department, daily use, it would definitely need some work done on it – front end and transmission. They will store it outside behind the last bay. Chairman Moroney moved to approve keeping the truck as requested, Selectman Strasser seconded, and the motion was passed unanimously.

Mr. Rines said he’d like to finish the Fieldstone Lane road work, and have Butch Garneau do the digging again this year, scheduling it for as soon as the weather breaks. Selectman Strasser said he’d called Greg Placey of NH DOT about the land for parking, and was told they would be getting to it soon. The selectmen agreed with Mr. Rines about finishing Fieldstone Lane as soon as possible.

Mr. Garneau said he’d come to talk about the police station options, but couldn’t get here in time for the earlier discussion. Chairman Moroney gave him a brief description of what happened, and stated they would look at all options on April 11th. Mr. Garneau’s opinion was that a new building on town property would probably be better than trying to update an existing building. If the town goes that route, he volunteered some digging time at a discounted rate, for which the selectmen thanked him. Chairman Moroney said they have the plans that were used for a police station in Lancaster, and they have some design work done for the safety complex that was defeated on the March ballot. The building committee will look at the police station portion of those plans.

John Burt brought up the possibility of renting or buying a temporary trailer that could be sold later. He also mentioned that by purchasing Fun Towne or some other building, we would be taking property off the tax rolls. Doug Bews mentioned a website, miracletruss.com, that sells metal buildings that are easy to assemble, they sometimes have closeouts. He and a neighbor put up a 35x36 building, including foundation, materials and labor for about $40,000. These buildings can be expanded easily, and you don’t have to have metal on the outside walls, making them aesthetically pleasing.

Roberta McGee questioned what the claims adjuster had said, and was told it should be stripped to the rafters, and the back wall is rotting out; it’s pretty much unfixable. Chairman Moroney said there’s some excess money in the budget that was put in for the second firefighter that was voted down. The secretary will call the claims adjuster to see how much money the insurance company will pay.

Mr. Garneau said he’d been to the Planning Board meeting where they discussed architectural review for new buildings, and he brought up the condition of some existing buildings in town that look very trashy. He said he thought we had ordinances that deal with these problems, and wants to know why they’re not being enforced. He’d at least like people to clean up the front of their property to improve the look around town. Selectman Strasser explained that the policy has always been that when someone files a complaint, Stan Borkowski goes to check it out. Mr. Garneau asked why someone had to file a complaint, and Selectman Strasser said they didn’t really want to be snooping around people’s homes, and don’t want to get in the position of people thinking they’re being picked on by the authorities. There are ordinances that will be enforced if a complaint is registered with the selectmen or the Code Enforcement Officer.

At 7:35PM, as there was no additional business, Chairman Moroney declared the meeting ended, and moved to go into executive session regarding town aid. This was seconded by Selectman Strasser. The board was polled, and went into executive session.

At the close of executive session, Chairman Moroney made a motion to return to public session and seal the minutes from executive session; Selectman Strasser seconded and the motion passed unanimously.

Back in public session, Chairman Moroney presented the petition just given to her by John Foster. The petition basically calls for the Planning Board to submit the proposed architectural review regulations to the town residents for a vote rather than having the board alone vote to adopt them. Chairman Moroney will go to the April 5th meeting with the petition.

Selectman Strasser asked the secretary to check out Intents to Cut for trees behind property on Rte. 3 North to the railroad tracks. We need to be sure the permitting was all in place.

Chairman Moroney asked if letters had been sent to resigning Budget Committee members, and the secretary said they would go out this week.

The selectmen went through results of the March election to make sure that any action that should take place immediately has been done. Any transfers between funds that should take place now have been done. In the process of going through the articles, the selectmen looked for funds possibly available for use of the police station. There is approximately $23,000 from the second firefighter’s benefits, $17,000 in ambulance billing, and $10,500 from the dump truck article not passed. The secretary will contact Bernie Waugh about progress on the deed for John Foster, and send results on Article 42.

At 8:15PM, as there was no additional business, Chairman Moroney declared the meeting ended.
