Carroll Budget Committee
Minutes of April 18, 2007
Members present: Tom Gately, Lori Hogan, Ben Jellison, Ken Mills, and Bonnie Moroney. Excused: Karen Moran, and Carmine Fabrizo
Tom called the meeting to order 7:10 pm.
Motion was made by Bonnie to accept the minutes of March 26 as read, Ken seconded, all approved.
Tom provided a list of Budget Committee member names, addresses, and e-mail addresses, and informed the Committee that he does not have a computer, but is easy to contact by phone.
Discussion took place regarding a hand out of the budgets by account number and who was responsible for making sure that the budget is prepared. This list will be used to contact the necessary person regarding the 2008 budget and when that person should present the recommendation to the Budget Committee.
Using the Code Enforcement officer as an example, the Committee discussed the need to review when and to what accounts expense items post. His pay is posted to two different accounts, according to what job he is doing. Tom suggested that we go over the budget, and see any accounts that need to be addressed. Ben said that we should request an up to date copy about a week before the meetings to ensure we are reviewing the most current information. Tom said he would request this from Sue.
It was mentioned that at the deliberative session that people felt that they would like to have the Capital Reserve items listed separately to be voted on separately. This needs to
be voted on by the select board.
Bonnie made a motion to meet the 3rd Wednesday of each month, Ben seconded, all in favor.
Lori inquired on what we had in the town for each department expenditure. Bonnie said that at this time there really is nobody who watches that, except the department heads, and that they watch closely, to stay in their budget and also make sure that the expenditures get charged to the correct account number. It was suggested that the selectmen separate the budget by department, so they can watch it easier. Bonnie, said that we are still working on the budget format, and that it has come a long way but still has a ways to go.
Ken asked about the manual that was being drafted. Bonnie explained that parts were
done, but other parts are still in process.
There was discussion about the police department and where we were with that. Bonnie went over the information that she had and the fact there was money in the budget to cover the rent. The town will receive an insurance check to use for cleaning up the present station and setting up the new temporary one.
Meeting adjourned 8:25 pm. The next meeting will be May 16, 2007 at 7:00 pm.
