Meeting Minutes
June 18, 2007
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Allen Strasser, Rena Vecchio

The meeting was called to order at 7:04 PM.

Members of the public present: Roberta McGee, Thomas Gately, Eleanor Brauns, Carmine Fabrizio, Ann Fabrizio, Jim Covey, Lisa Covey, Jeff Duncan, Billy Rines

Prior to beginning the meeting, Selectman Vecchio left briefly to meet Lori Hogan at the Rec Center to get her opinion on having a large group use the Rec Center. Selectman Strasser told the group that Selectman Vecchio was not feeling well, and we would be having an abbreviated meeting, signing checks and any documents necessary for the coming week. Everything else would be moved to the June 25th agenda.

Members of the public left, with the exception of Roberta McGee and Eleanor Brauns. Ms. McGee presented the board with a list of questions from Pat Martin, Cemetery Trustee, who could not attend. These will be reviewed by the selectmen and discussed next week. A brief discussion of all three cemeteries took place with no decisions being made.

Selectman Vecchio returned, and after her objections regarding starting the meeting without her, business was begun.

The board announced the approval of bills and signing of checks.

Selectman Strasser moved to accept the minutes of the June 11, 2007 meeting as written. Selectman Vecchio seconded, and the motion was passed unanimously.

The following items were approved and signed.

Water Warrant – Lemay
Town Hall Use Application for 6/29/07 – Deery

The application for use of the recreation center on 7/22/07 for a Home Depot employee party was next on the agenda. Mary Lavelle has been the contact point, and last asked about having a DJ, dunk tank, bounce house, and pony rides. Selectman Vecchio said Chairman Moroney had expressed that she was not in favor of approving the use, and would let the other two selectmen make the decision. Selectman Vecchio then said that after meeting with Lori Hogan at the rec center, she didn’t feel there was near enough parking for the size group involved, and that she was definitely not in favor of pony rides. She also felt that the DJ, dunk tank, and bounce house should not be placed on the ball field, but over near the well. Selectman Strasser agreed with these comments, and said he felt that since they had already agreed to hire a detail police officer, and stated there would be no alcohol, he thought he could approve the use with the additional restrictions attached. According to Selectman Vecchio, Ms. Hogan thought this would be a good thing if approved with restrictions. Selectman Strasser moved to approve the use of the rec center with the following restrictions. The group must have a detail officer. There will be no alcohol served. No parking on the ball field. Participants must be bussed in rather than park onsite. The DJ, dunk tank, and bounce house will be placed by the well rather than on the ball field. There will be no pony rides. Selectman Vecchio seconded the motion, and it was passed unanimously. The suggestion was made that they could use the town hall instead, and would not have to deal with the parking issue or a policeman. They could use the field here for outside activities.

At 7:25 PM, as there was no additional business, Selectman Strasser declared the meeting ended, and moved to go into executive session regarding town aid. This was seconded by Selectman Vecchio. The board was polled, and went into executive session.

At the close of executive session, Selectman Strasser made a motion to return to public session and seal the minutes from executive session; Selectman Vecchio seconded and the motion passed unanimously.
