Meeting Minutes
March 9, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7:00 p.m. by Chairwoman Moroney.

Pledge of Allegiance

The Chair announced the approval of bills and signing of manifests.

Selectman Scalley made a motion to approve the minutes of 3/3/2020 as written. The motion was seconded by Chairwoman Moroney and passed. Selectman Gauthier abstained as he was not present for the meeting.

Imre Szauter advised that the Building Committee had not met recently. Szauter said the next regular meeting will be Thursday, March 12, 2020 at 9:00 a.m. at the Town Hall.

The following items were voted on:

Well sampling letter – Northpoint Engineering
Water Warrant – Pond
GIS maintenance agreement – CAI Technologies
Tax abatement – Wilmont, Trenholm

The above items were voted on individually with Selectman Gauthier making a motion to approve and Selectman Scalley seconding the motion. All items passed unanimously.

Follow Up:

Echo Lake – Selectman Scalley advised as far as he knew, things were moving along. Chairwoman Moroney advised the Board that the escrow money for third party review has been exhausted already. She asked the Board on recommendations for requesting additional funds. Selectman Scalley said he’d speak with Kevin from Northpoint Engineering to get a possible idea of the total cost.

Raze building – Selectman Scalley advised the building has been taken down. Additional dumpsters are needed to remove the debris. Scalley anticipated the site to be cleaned and back-filled by the end of the week. He said the asbestos removal is complete.

Town aid policy – The Secretary advised that she didn’t see a proper place in the policy to add directions to office staff. She asked if the Board would address the change by placing it in the minutes. Selectman Scalley made a motion that the office has authority to spend up to $500 in an emergency situation if the Selectmen can’t be reached to meet for a vote. Selectman Gauthier seconded. All were in favor and the motion passed unanimously.

Community Room Usage Policy – The Board reviewed the changes that had been made to the policy. Selectman Gauthier made a motion to approve as written. Selectman Scalley seconded and the motion passed unanimously.

Cleaning Companies – Chairwoman Moroney said one of the cleaners had called to follow up. Moroney advised her she’d most likely follow up around April 1. Selectman Scalley said he thinks it would be best if they view the building prior to the offices moving in. Moroney will try to schedule a walk-thru between March 23 – 26. The Secretary asked when the Board wanted cleaning to end in the current town hall. The Board decided Friday, March 20 would be the last day.

Northern Border Regional Grant – Selectman Gauthier asked to table until next meeting. He said he’d like the opportunity to research what grants had been historically awarded.

The Selectmen discussed the date for their next meeting and the Board’s availability. It was decided the next meeting will be Monday, March 23, 2020, 6 p.m. at the Town Hall.

Chairwoman Moroney advised she put an article in the newsletter questioning whether or not to continue with a Memorial Day Parade. She said she received a response from Sue Kraabel asking why the band from the High School doesn’t participate. Discussion from the Board was that they’ve been asked in the past and have usually committed to Lancaster. Chairwoman Moroney said she has concerns that the barricades will still be in place on School Street and she is thinking that a Memorial Day Service at the gazebo followed by a cook-out may be more appropriate. Selectman Scalley agrees with holding a memorial service but will see what he can do about checking the band’s schedule.

Imre Szauter reminded everyone that town vote would be Tuesday from 8 a.m. – 7 p.m.

Imre Szauter suggested to the Board that the closure of the Town offices, food pantry and library be advertised in the paper. Further discussion was held and it was decided to close the town offices from March 27 – April 6 and to put an ad in the paper stating such. The date of the library to reopen is questionable and will be announced at a later time.

Imre also asked if the cleaning companies have been told they will have to pass a background check at the request of the police chief. Chairwoman Moroney said she’d discuss it with the companies in the upcoming discussions.

At 7:37 p.m., Chairwoman Moroney made a motion to go into non-public session per RSA 91-A:3 for legal. The motion was seconded by Selectman Scalley and polled; Moroney – yes, Scalley – yes, Gauthier – yes.

At 7:49 p.m., Selectman Scalley made a motion return to public session and seal the minutes. Selectman Gauthier seconded and the motion passed unanimously. Selectman Scalley made a motion to adjourn the meeting. Selectman Gauthier seconded and the motion passed unanimously. Chairwoman Moroney declared the meeting ended at 7:49 p.m.
