Meeting Minutes
June 29, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 7:00 p.m. by Chairman Gauthier.

Pledge of Allegiance.

Chairman Gauthier announced the approval and signing of the manifests.

Selectman Scalley made a motion to approve the minutes of 6/15/2020. Chairman Gauthier said he had a question in regards to the paragraph about loaning out tables and chairs. He asked Selectman Moroney if she had agreed with the other two Board members not to loan out tables and chairs. Moroney said yes, she agreed. The Chair made a motion to approve the minutes with the addition that “Selectman Moroney agreed not to loan out tables and chairs.” Selectman Scalley seconded and the motion passed unanimously.

The following items were reviewed individually and voted on individually:
Water Warrant – 2nd issue
Water Warrant – various owners
Tax Abatement Denial – Northern NH Nursery, LLC
Tax Abatement Approval – Owens Family Rev. Trust

Selectman Scalley made the motions to approve and Selectman Moroney seconded all. All were approved unanimously.

The Board reviewed a Certificate of Occupancy for Romero. The Secretary asked if Dave Wiley would be signing off as the Building Inspector as this project was worked on by DS Contractors. Selectman Scalley said he was waiting to hear back from Wiley. Chairman Gauthier made a motion to approve and have the Selectmen come in to sign after Dave Wiley has approved the paperwork. Selectman Moroney seconded. Selectman Scalley abstained due to his work relationship. The motion passed.
The Board reviewed a Timber Tax for DS Contractors. Selectman Moroney made a motion to approve and sign. Chairman Gauthier seconded and Selectman Scalley abstained as he is the owner. The motion passed.

The Secretary advised the Board that the Town Hall does not have a good location for holding trash until it can be picked up. She stated the cleaners need a place to dispose of trash when they are done. When the community room is available for events, there is usually a lot of trash generated and it shouldn’t be left in bags on the floor. There was a short discussion. Selectman Scalley asked Greg Hogan if someone could come every day to pick up trash. Greg agreed. Chairman Gauthier asked that it be placed for follow up on the next agenda.

Vern Amirault spoke on behalf of the Historical Society. Amirault presented the Board with a drawing to review and said they are requesting permission to put a storage container at the highway garage near their other container. He said they had already been in contact with the highway employees. Selectman Moroney made a motion to put the conex box on Town property with the other one. Chairman Gauthier seconded and the motion passed unanimously.

Vern also asked the Board about installing shelving in the Historical Society room of the Town Hall. He said the plan is for storage and it will not be open to the public. The Chair and the Vice-Chair will be the only two with keys to the room. If someone wants to see items, they would have to be accompanied by a member of the Society. He said the intent is to store the items currently held in member’s homes. Items consist of papers, pictures and Town documents. Anything new would be reviewed by the Fire Chief for approval. Selectman Moroney asked if the public will be allowed in to review displays. Vern answered if so, it would be a long way off. Rena Vecchio asked if it were open to the public, would they be able to hang things on the wall. She asked who gives approval. Selectman Scalley said he is surprised to hear that the Society is using the room for storage only. He thought the area built for the Historical Society was built for people to come in and view items. Vern Amirault said they don’t have the ability to have it staffed every day. Bobbi Amirault said they need time to get things organized and sorted and later on down the road they could maybe set up a display. Rena Vecchio said her question hadn’t been answered about hanging things on the wall. The Board advised her that wall hangings would have to be approved by the Fire Chief. There was a brief discussion about securing the shelving properly. Chairman Gauthier said he has no problem with the shelving and made a motion to approve installing the shelves. Selectman Moroney seconded and the motion passed unanimously. Chairman Gauthier stated we’ll take it step by step and see about hanging things on the walls. John Gardiner gave a brief history of the Historical Society.

Linda Finn gave a presentation on the Garden Club. She said club numbers are growing and they have members from the Littleton Garden Club too. Finn went over several projects the Club has done and made mention that NH D.O.T. made a donation of lilacs in the Spring and there may be more available in the Fall. She said they are working with UNH for a possible internship with students that may be able to assist in garden design. Bobbi Amirault said she has been in communication with Home Depot and was scheduled to meet with them Thursday at noon. She said they have a group that gets involved in community activities and designs. She was asking for the Board’s approval to move forward with Home Depot and she would bring plans back to the Board. The Board thought it was a great idea. Linda Finn said they are working with Lowes to see if they could possibly work with them on some “end of season” items. Linda said she has a form for donations and asked if it could be hung at the Town Hall. This could be flower donations, trees or monetary. It would also help the Club keep track of inventory. Chairman Gauthier asked if the flyer could please be put on the Town web site. The Board agreed that the Club could put the donation flyer at the Town Hall. There was a brief discussion of how the Club could accept donations through the Recreation Department. Bobbi Amirault said she’d like to publicly thank Greg and Scott for all their help with mulching, mowing and helping make flower boxes. Kelly Trammell asked about memorial benches and if there was a plan in place so everything would look the same. Linda Finn said they want everything to be consistent and will come to the Board for approval of such items as benches and trees. Mike Hogan said he’d like to see a Veteran’s Memorial by the Town Hall and a Police and Fire Memorial by their respective building. Hogan said he has a connection where he can get granite benches at cost. Someone would have to go pick them up.

The Secretary advised the Board that she had a request from a home owner on Fieldstone Lane to have a streetlight removed. He said it only shines on his yard and it’s not the one at the intersection of Fieldstone and Route 302. Selectman Scalley said police and fire should check it to make sure it’s not a safety issue. Vern Amirault brought up the fact that the neighbor might want the light. Mike Hogan stated removing street lights through the whole town was brought up in the past and should be looked at again. It was decided to look into the matter further and if the light may be shut off, a public meeting will be held.

Selectman Scalley stated he was asked by Wendy Roberts and Jay McCusker to be the Town’s representative to the Mt. Washington Airport. Chairman Gauthier asked Scalley if he has the time. He said it is one Wednesday and month and can be done by phone or Skype. Scalley said it mostly deals with budgeting for the airport. Chairman Gauthier made a motion to approve Selectman Scalley as the representative. Selectman Moroney seconded and all were in favor.

The Secretary provided the Board with a list of Capital Reserve Fund items approved by vote in March as well as a current balance statement of the General Fund. She advised the Board that the Trustees are usually given the funds in March but when the Covid situation hit, all spending was put on hold. The Secretary was asking permission to release funds to the Trustees. Selectman Scalley made a motion to release funds to the Trustees. Chairman Gauthier seconded the motion and all were in favor.

Selectman Scalley said the NBCR grant is in process and they’re been very responsive lately. He said the decision on the Homeland Security grant is scheduled to be heard in July. Imre Szauter said that Bill Vecchio had offered to do the paperwork for the Eversource grant. That was approved in the amount of $35,500 and there is a 4-6 week lead time.

Selectman Scalley stated he has paperwork from Johnson Controls for a 5-year contract to monitor fire and burglary. He said he had previously signed paperwork but Johnson Controls have now changed the date to start in June. Scalley said he needs to review the paperwork because an extended contract can’t be signed without an escape clause. He said he’d work with Imre Szauter to review it.

Fire Station Bldg – Deed Restrictions – Tabled.

Tax Deeded Property – Route 3 North – Attorney is working on it.

Sound Panels – Selectman Moroney said that a representative from Armstrong Ceiling can come to the Town Hall for $1,200 to do an evaluation of what is needed to control the echo in the community room. Chairman Gauthier asked about carpeting the room. Imre Szauter said that the ceiling construction would still be an issue and carpet may not solve the problem. Szauter said he believes the solution shouldn’t be left to amateurs. He said we can spend a lot of money and not solve the problem. Szauter said the amount isn’t $1,200, but $1,395 for the representative to travel from Portsmouth and conduct the testing. Brian Mycko questioned if this issue should be on the architect. Mike Hogan asked about pictures to absorb sound and if the builder had been asked for recommendations. Chairman Gauthier made a motion to spend the funds to have the representative come up for the study. Selectman Scalley seconded and the motion passed unanimously.

Dedication Ceremony – Mike Finn said the sub-committee is meeting on July 2nd. Two dates are being considered for the ceremony. He mentioned August 8th and keeping the ceremony small and simple. The second date considered is September 5th if the feeling is that more things are open in light of the virus. Finn said he will present the decision to the Board after the sub-committee meets.

Other:

Selectman Moroney stated she participated in a tele-conference with regards to funding schools in New Hampshire. She said many Towns were voicing concern of people moving North from out of state resulting in increased costs. Selectman Moroney said she voiced her concern for what our Town pays per student as well as the amount that we send to the State. She said the study is to be sent to the Legislation around December 1.

Selectman Moroney advised that the Planning Board is scheduled to hold a meeting this Thursday at the old Fire Department building. She said there are no tables there. Selectman Scalley asked Greg Hogan to bring tables over to the building for the night. She stated she emailed the agenda to Chair but hasn’t heard back from him.

Selectman Moroney asked the Board if they wanted to address the email between June Garneau from MAPS and Deputy EMD Eakley. Moroney was questioning why Eakley was having an issue with Garneau. She said that the hazard mitigation plan meetings had always been set up with the Select Board as well as participation from the public. She said we get credit with the grant in the amount of participants we have. Moroney questions why Deputy EMD Eakley wants to take the participation away and is sending Garneau emails with what she considers as having an attitude. Fire Chief Oleson said it’s their belief that they don’t need a paid person to complete the job. It could be handled internally. Selectman Scalley said there is already a signed contract and a payment made. He believes the Selectmen and a few others should be included. Chairman Gauthier offered to reach out to both parties. The Board agreed.

Selectman Scalley asked about the tax deeded property on Little River Road and asked if enough time has passed for it to be sold. Selectman Moroney said she spoke with the tax collector and she’s supposed to be calculating the amounts owed and sending a final notice to the previous owner. Selectman Moroney will follow up with her.

Selectman Scalley asked about the property on Route 115 that was researched for ownership. He asked if it was ever given to the abutter. Selectman Moroney said she’d follow up on that as well. Selectman Scalley asked Moroney if she’d also check if there are any other properties to dispose of that can be put back on the tax rolls.

Greg Hogan advised the Board that the Recreation Area is open but the public facilities are closed. He said people are using alternatives to the situation that he didn’t want to discuss further. He asked the Board about putting a port-a-potty in place. There was a brief discussion and Selectman Scalley suggested to put two in place for the summer. Scalley mentioned that the Recreation Department is not using the town entertainment line this year. That line can be used for the expense. The Board agreed.

Greg Hogan said the trees have grown up at the Rosebrook Cemetery. He said a lot of trees are leaning over the stones. He asked the Board for permission to work with Ed Martin and Mike Gooden to cut and chip trees that are a potential for causing damage. The Board agreed.

The Chair advised the next meeting will be July 13, 2020 at 7 p.m.

At 8:47 p.m., Chairman Gauthier made a motion to go into non-public session per RSA 91-A:3 for legal. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 9:49 p.m., Chairman Gauthier made a motion return to public session and seal the minutes. Selectman Scalley seconded and the motion passed unanimously.

Selectman Scalley made a motion to include the Garden Club as a sub-committee of the Recreation Department. Chairman Gauthier seconded and the motion passed unanimously.

At 9:50 Selectman Scalley made a motion to adjourn the meeting. Chairman Gauthier seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 9:51 p.m.
