May 17, 2021
“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”
Due to the COVID-19/Coronavirus crisis and in accordance with Governor Sununu’s Emergency Order #12 pursuant to Executive Order 2020-04, this Board is authorized to meet electronically and did so through Zoom.

The meeting was called to order at 6:01 p.m. by Chairperson Scalley.
PLEDGE OF ALLEGIANCE
Chairperson Scalley stated the reason for the remote meeting is Covid, as they are still offering even though the meeting tonight is in person.
Chairperson Scalley confirmed that everyone present could hear and speak, everyone confirmed.
Chairperson Scalley acknowledged that the Board would be doing roll call votes.
There were no participants via Zoom tonight.
APPROVE & SIGN THE MANIFESTS – Chairperson Scalley announced the approval and signing of the manifests. Chairperson Scalley Selectperson Gauthier and Selectperson Mills acknowledged they had signed.
APPROVAL OF MINUTES 5/11/2021 – Selectperson Mills made a motion to approve the 5/11/2021 minutes as written. Selectperson Gauthier seconded. ROLL CALL VOTE: Mills-AYE, Gauthier-AYE, Scalley-AYE. All in favor. The motion passed unanimously.
WATER WARRANT (Rynning) – The Board reviewed the water warrant for Rynning. Selectperson Mills made a motion to sign the water warrant for Rynning. Selectperson Gauthier seconded. ROLL CALL VOTE: Mills-AYE, Gauthier-AYE, Scalley-AYE. All in favor. The motion passed unanimously.
FOLLOW UP:
TAX DEEDED PROPERTY, ROUTE 3 NORTH – Nothing new to report, still working on with Town Counsel.
FIRE STATION APPRASIAL – Chairperson Scalley announced the agenda item and then recused himself from the agenda topic. Selectperson Gauthier announced that the appraisal was done today, noting the Fire Chief met with the appraiser at the property. Gauthier anticipates the appraisal report by the end of the month.
Chairperson Scalley returned to the Board.
SCHOOL WITHDRAWAL – Selectperson Gauthier updated the Board that there was nothing new to report from last week’s Select Board Meeting. There is a meeting this Thursday, May 20th at WMRHS.
OTHER:
The Board addressed Governor Sununu’s mask mandate expiration that was released on 4/16/2021 and discussed lifting the current restriction at the Town Hall, currently requiring everyone to wear masks upon entering the Town Hall. The Board discussed and noted that it is an individual’s preference, personal responsibility and if anyone feels unsafe or concerned, they should wear a mask.
Selectperson Mills made a motion to discontinue its prior mask wearing requirements and default to the current CDC requirements. Selectperson Gauthier seconded. ROLL CALL VOTE: Mills-AYE, Gauthier-AYE, Scalley-AYE. All in favor. The motion passed unanimously.
The Board discussed the discontinuation of providing Zoom for meetings, noting that this is the second in-person Select Board meeting and there were no Zoom attendees tonight. The Board reminded the public that the Town Hall is open to the public. The Board agreed and decided that all Board meetings would be in-person at the Town Hall and Zoom would only be offered upon formal request two full business days prior to the appropriate Board for planning purposes.
Selectperson Mills apprised the Board that he would be participating in two webinars this week (ARPA and Code Enforcement). After he completes the ARPA webinar and gets more guidance on what the money can be used for, he would like to get feedback from all of the department heads and then deliberate further with the Board.
Selectperson Mills also updated the Board that he had followed up with US Cellular and wanted to note that it’s a work in progress and would keep the Board updated with information as it’s received.
The Board discussed the call received from John Gardiner today regarding the library and its funds.
Greg Hogan presented the Board with an invoice for the new F-550 truck and requested a check be cut this week for $36,211. This amount does not include the sander or plow; those items are coming from Ash Supply in Littleton. The Board acknowledged and the Admin. will cut the check this week. Greg Hogan requested that when the check is ready to let him know, as he will need to take it with him when he picks up the new F-550.
Police Chief, Tadd Bailey wanted to thank the highway department for helping get the speed trailers set up this morning. Discussion between Selectperson Mills and Chief Bailey regarding statistical data/analysis pertaining to traffic patterns, habits, etc.
Chairperson Scalley announced the next meeting will be Tuesday, May 25, 2021 at 6:00 p.m. at Town Hall, in-person.
At 6:22 p.m., Chairperson Scalley announced that the Board with be going into non-public session per RSA 91-A:3 personnel and RSA 91-A:3 legal.
At 6:22 p.m., Chairperson Scalley made a motion to go into non-public session per RSA 91-A:3 legal and personnel. The motion was seconded by Selectperson Gauthier and polled; Gauthier – yes, Mills – yes, Scalley – yes.
At 7:23 p.m. Selectperson Mills made a motion to return to public session and seal the minutes. The motion was seconded by Selectperson Gauthier and polled; Gauthier – yes, Mills – yes, Scalley – yes.
Chairperson Scalley updated the Board on the School Street pavement and culvert. The pavement was part of the project and still needs to be top coated, which there are monies already allocated. The culvert repair, noting there was a big ditch there, it’s since been relined, and we have been in contact with the State which was accepted. Scalley further explained that it’s been filled in with fill from the Town and compacted and now it’s a lawn. Scalley reminded the Board that last year he said he would bring the machine back to use, at no charge to the Town, to re-gravel it all and get it ready to be hydroseeded, noting the hydroseed would be done by Greg Hogan and his team. Scalley pointed out that the problem right now is that people are driving through it. Scalley informed the Board that last week Greg and Scott put up stakes and orange fencing to mark a post and rail fence that should be installed, noting there would be 17 sections and would eliminate people driving through the area. The cost to install the post and rail fence would $2,020.45, but with the discount being offered the total would the $1,818.40 and Greg and his team would install it.
The Board discussed the necessity to install the fence to eliminate people driving through the area, especially with the hydroseed, as well as Greg finding the monies within his budget to purchase the fence. The Board unanimously agreed to install the fence, noting more money would be spent fixing the grass than installing the fence.
Scalley also explained that he spoke with Greg about purchasing the hydroseed through DS Contractors at cost and would have the availability to use Scalley’s machine at no cost to the Town, which would allow Greg and his team to spread the hydroseed themselves.
The Board confirmed that David Scalley (personally) would be providing the equipment for Greg and his team to use at no charge to the Town as well as the hydroseed at cost, so the Town can repair the damage that has been done to the area up by the information booth on School St. Scalley (personally) would also provide the training required to Greg and his team to use the equipment, as well as help them at no charge to the Town.
Selectperson Mills explained that someone should be acknowledged for the contribution to their community and further explained that he has been doing extensive research since being elected, on the Code Enforcement Officer, Select Board, Contracting, etc. Selectperson Mills stated that in regards to his research in finding another Code Enforcement Officer, he spoke with five and only two were possibly interested; and he has also been in contact with NHMA regarding Town employees, employment status, contracting, Select Board applicability to the employee manual, etc. and wanted to point out that there has been nothing that has gone on untoward to the Town by way of David Scalley in his multiple positions. Selectperson Mills wanted to state this not as his opinion, but is based on his research and engaging with third-party community members and recognition in this whole process. Mills further stated that he was not aware of things Scalley has done for the community at no charge or at cost, and wanted to thank him for everything.
Scalley acknowledged and commented that he does not do it for a thank you.
Selectperson Mills further elaborated that he wanted everyone to be aware of all the comments that Scalley is dealing with it should not go unnoticed and should be acknowledged for what it is, noting that was his point in thanking him. Mills explained that it irritates him to be accosted and new at the job, as well as dealing with things and answering “I don’t know”. Mills pointed out he now knows, noting all the research and knowledge he has gained, as well as information from people Scalley works with in the community, noting not everyone is upset with Scalley, but some are silent. Mills explained he is not silent, especially when he is armed with information and actual firsthand knowledge.
Selectperson Gauthier also spoke and explained that some people have their suspicions and gossip without knowing the facts, noting that when he (Gauthier) came onboard he would get approached in the same way Mills described and to hear that Mills is getting approached in the same manor he was when he started is frustrating. Gauthier pointed out that before he was on the Board, he wanted to give kudos to the Select Board, because the public does not understand that there are 100 reasons to make one decision sometimes and a lot of things that go on that need to be taken into account, noting public may not be fully aware of. Gauthier stated that anytime anyone has criticism of any of the Select Board members, they are encouraged to come in to discuss, we are supposed to be doing this together as a community and supporting each other, not tearing down and throwing rocks to make a bumpy ride, which makes it exhausting at times.
Selectperson Mills wanted to point out that in doing his research and talking with people, he found that there were a lot of people wrapped up in the building project, noting specifically his understanding was that there came a point when the project was going to be setback and possibly delaying the continuance of the construction of the building because of winter approaching, but Scalley stepped up at cost as an independent contractor, not as a Select Board member or Code Enforcement Officer and helped get the project done to be able to continue inside construction during the winter. Mills heard this from members of the community, noting that there is only a small amount of people that don’t necessarily get all of the facts, and in the bigger picture encouraged the public to come to the meetings and hear the facts of what is going on and be more informed. Mills reiterated that not only Scalley but a lot of people stepped up and voluntarily helped, there were a lot of blood, sweat and tears, and issues that came into play to get the building project moving forward.
At 7:38 p.m. Chairperson Scalley made a motion to adjourn. Selectperson Mills seconded.
