Meeting Minutes
December 3, 2007
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:00 PM.

Members of the public present: Tadd Bailey, Harold Garneau, Bill Dowling, Bill Smalley

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney moved to accept the minutes of November 26, 2007, as written. Selectman Vecchio seconded, and the motion passed.

Stan Borkowski’s report has not yet been received.

The following items were approved and signed.

The selectmen asked that Mr. Borkowski put in writing the details of a conversation with John D’Urso regarding the trailers on his Little River Road property.

Discussion about a hiring a town manager or administrator included information about salaries for area towns’ employees. Littleton pays a manager $80,000, Lincoln pays a manager $57,815, and Lancaster pays a manager between $55,000 and $65,000. Lisbon has a town administrator who earns $55,000. The secretary will calculate the addition of taxes and benefits for a salary of $55,000. Selectman Vecchio said she is leaning more toward having a town manager rather than an administrator. Bill Dowling said if it’s a town manager, that represents having a different form of government, and the vote to hire must be made by Town Meeting.

Mr. Dowling presented the following two warrant articles. Both were accepted and approved for recommendation by the selectmen.

To see if the Town will vote to raise and appropriate the sum of $7,555.00 (Seven Thousand Five Hundred and Fifty Five Dollars) for ground-water monitoring of the old landfill. $2,500.00 (Two Thousand Five Hundred Dollars) to pay for the engineer to take samples, produce reports and send the results to the Town and State. $5,055.00 (Five Thousand Fifty Five Dollars) to pay the laboratory fees to process the samples. The total amount to come from the existing Landfill Closure Trust Fund established for this purpose. This warrant article will not require new taxation.

To see if the Town will vote to raise and appropriate the sum of $10,000 (Ten Thousand Dollars) for maintenance of the old landfill. The appropriation will come from the Landfill Closure Capital Reserve Fund established for this purpose. No money will be raised from new taxation.

A letter of intent was presented from the Pemi-Baker Solid Waste District. This will signal the intent of the town to participate in the 2008 Hazardous Waste Collection Day, and if no town resident participates, there will be no charge to the town. Chairman Moroney moved to sign the letter, Selectman Vecchio seconded the motion, and it was passed unanimously.

Mr. Dowling said by December 25, he hopes we will be able to recycle plastic grocery bags at no cost to the town. He also said the House Bill 416 as of January 1 will ban landfills from taking products that contain mercury. The new fluorescent light bulbs can be taken to our transfer station for a fee or $.50, but the Tru Value store in Whitefield will take them for free.

Harold Garneau asked Chairman Moroney if she’d seen a warrant article from Hoyle Tanner regarding the bridge funding, as the Budget Committee wants it. She reported she hadn’t seen anything yet.

At 7:15 PM, as there was no additional business, Chairman Moroney declared the meeting ended, and moved to go into executive session regarding personnel. This was seconded by Selectman Vecchio. The board was polled, and went into executive session.

At the close of executive session, Chairman Moroney made a motion to return to public session and seal the minutes from executive session; Selectman Vecchio seconded and the motion passed unanimously
