Article 4. To raise and appropriate as an operating budget, not including appropriations by special warrant articles and other appropriations voted separately, the amounts set forth on the budget posted with the warrant or as amended by vote of the First Session, for the purpose set forth therein, totaling sum of One Million Seven Hundred Eighty Three Thousand Eight Hundred Eleven Dollars ($1,783,811) Recommended by the Budget Committee.


Should this article be defeated; the operating budget shall be One Million Seven Hundred Two Thousand Three Hundred Seventy Four Dollars ($1,702,374) which is the same as last year, with certain adjustments by previous action of the Town or by law or the governing body may hold one special town meeting, in accordance with RSA 40;13,X AND XVI, to take up the issue of a revised operating budget only.

Article 5. To see if the town will vote to raise and appropriate the sum of Nine Hundred Forty Five Thousand Dollars ($945,000) for construction and financing costs for the replacement of Old Town Road Bridge over the Ammonoosuc River, a Town-owned and maintained bridge with critical deficiencies and limited load capacity.

The Town of Carroll will be reimbursed up to $748,000 of the actual construction by the New Hampshire Department of Transportation through the NHDOT managed Bridge Aid Program at the completion of the project.

The One Hundred Ninety Seven Thousand Dollar ($197,000) town share of the 2008 costs shall be funded by the Town as follows: (1) use of funds reimbursed by the NHDOT for the design phase of the project (up to $24,000), (2) the Town of Carroll Bridge Capital Reserve Fund ($22,000), (3) the Unreserved Fund Balance (up to $106,000) and (4) the balance of $45,000 due from taxation for 2008.

The total 2008 tax rate impact to the Carroll Taxpayers for this $945,000 bridge is $45,000.

This is a non-lapsing appropriation per RSA 32:7, VI (majority vote required) and will be non-lapsing until 12/31/2009. Recommended by the Selectmen and the Budget Committee. $.12 impact on tax rate

To see if the Town will vote to raise and appropriate the sum of Fifty Two Thousand Dollars ($52,000), said monies to be used to pay for design and engineering plans for a new Police Station to be built on the Town Hall property and a Fire Station to be built on land donated to the town by Bretton Woods Land Co. LLC. Recommended by the Selectmen and the Budget Committee. $.14 impact on tax rate

Article 7. To see if the Town will vote to authorize the Selectboard to enter into a five year lease purchase agreement for the purpose of leasing an engine for the Fire Department. Further, to raise and appropriate the sum of One Hundred and Fifty Five Thousand Dollars ($155,000) as a down payment and first payment for this lease. Out of this amount, Ninety Thousand Dollars ($90,000) is to come from the Fire Department and Ambulance Apparatus, Equipment and Personnel Special Revenue Fund and Sixty Five Thousand Dollars ($65,000) is to be raised through taxation. Upon completion of the lease, the Town of Carroll will be allowed to purchase the engine for a nominal cost. This lease contains an escape clause. Majority vote required. Recommended by the Selectmen and the Budget Committee. $.17 impact on tax rate

Article 9. To see if the Town will vote to raise and appropriate the sum of Forty Three Thousand Dollars ($43,000) to hire a new full time EMT/ Fire-fighter. This amount includes salary and benefits and is figured as three quarters (3/4) of the maximum starting salary of Thirty Five Thousand Dollars ($35,000). This position will be used to staff the station with daytime coverage of at least one person 7 days per week. Recommended by the Selectmen and the Budget Committee. $.11 impact on tax rate

To see if the Town will vote to raise and appropriate the sum of Eighty One Thousand Eight Hundred Ninety Nine Dollars ($81,899) for a full time Town Manager to supervise the operation of the Town on a daily basis. Said Manager will have authority, powers and duties in accordance with RSA 37:5 and RSA 37:6. The $81,899 includes payroll taxes and all fringe benefits including medical, dental and retirement. This warrant article is contingent upon passage of the ballot question regarding adoption of the town manager plan, and becomes null and void if that question is not passed. Recommended by the Selectmen and the Budget Committee. $.22 impact on tax rate

Article 13. Whereas Town Maintained roads and buildings have suffered from inattention and lack of scheduled maintenance the following is proposed,

To see if the Town will vote to establish the Part time position of Town Engineer at an annual salary of $1.00 without benefits equivalent to 750 hours per year of work to:

A. To determine the condition of all town roads and propose a maintenance schedule to Selectmen which brings all the Town Roads up to Town standards.

B. This town official shall let the required contracts approved by the selectmen and insure that the work is accomplished up to specifications and standards established in the bidding process.

C. This Town Official shall serve as a Department Head and shall also supervise the design construction and compliance with all buildings or major repairs on Town buildings or other town construction.

Payment of this person shall be paid from the excess in salaries duplicated in the -100 accounts for Water, Cemetery, and Buildings that is already in the 01-4312.10-100 to 104 accounts in the highway department. Note: This position has no tax cost to the 2008 budget; so no increase in appropriations are required.

This official shall report to the Selectmen and work closely with the police, fire and highway departments in any engineering and contract work that they are having or plan to have done.

Qualifications: This person shall be a college graduated engineer in Civil or Mechanical Engineer or related fields and have at least 5 years experience in engineering and/or contract supervision. Petition Article - Not Recommended by the Selectmen or by the Budget Committee.

Article 14. To see if the Town will vote to raise and appropriate the sum of Eight Thousand Dollars ($8,000) and turn over such monies to the Twin Mountain Bretton Woods Chamber of Commerce. Monies are used for the operation of the Information Booth. This petition for funds will be made null should the request by the Chamber of Commerce for line item funding for the same amount or greater in the budget be approved. Petition Article - Recommended by the Selectmen and the Budget Committee. $.02 impact on tax rate

Article 15. To see if the Town will vote to raise and appropriate the sum of Seven Thousand Five Hundred and Fifty Five Dollars ($7,555) for ground-water monitoring of the old landfill with the total amount to come from the existing Landfill Closure Trust Fund established for this purpose and with no amount to be raised by taxation. Of this total, Two Thousand Five Hundred Dollars ($2,500) is to pay for the engineer to take samples, produce reports and send the results to the Town and State and Five Thousand Fifty Five Dollars ($5,055) is to pay the laboratory fees to process the samples. Recommended by the Selectmen and the Budget Committee.

Article 16. To see if the Town will vote to raise and appropriate the sum of Sixteen Thousand Dollars ($16,000) for maintenance of the old landfill. This includes needs for actual physical maintenance, engineering and overseer expenses. The appropriation will come from the Landfill Closure Capital Reserve Fund established for this purpose. No money will be raised from new taxation. Recommended by the Selectmen and the Budget Committee.

Article 17. To see if the town will vote to raise and appropriate Fourteen Thousand Dollars ($14,000) for the 2008 tipping of bulky waste and construction debris and the removal of tires, freon, propane tanks, electronics, florescent light bulbs, aluminum cans, and antifreeze. The appropriation will be from March 2008 through March 2009. This appropriation will be raised from the Recycling Special Revenue Fund established at the 2001 Town Meeting for this purpose. No money will be raised from new taxation. Recommended by the Selectmen and the Budget Committee.

Article 18. To see if the town will vote to raise and appropriate up to Twenty Thousand Dollars ($20,000) for the 2008 Twin Mountain Recreation programs including the winter ski program, town parties, and the summer recreation program. The appropriation will be from March 2008 through March 2009. This appropriation will be raised from the Recreation Special Revenue Fund established at the 2004 Town Meeting for this purpose. No money will be raised from new taxation. Petition Article -- Recommended by the Selectmen and by the Budget Committee.

Article 19. To see if the Town will vote to raise and appropriate the sum of twelve thousand dollars ($12,000) to purchase a used fifteen (15) passenger van. The van to be used as transportation for residents to medical facilities for reoccurring treatments. During the summer the van would be utilized by the recreation committee for the daily transportation of children participating in the eight (8) week “Leadership Program.” Petition Article Not Recommended by the Selectmen. Article 20. To see if the Town of Carroll will vote to raise and appropriate the sum of Nine Hundred Six Dollars ($906) to contribute to the regional Household Hazardous Waste Collection Program. The Program will provide residents access to a Household Hazardous Waste collection of household generated hazardous waste such as oil based paints, paint thinner, solvents, pesticides, gasoline, and household cleaners. Recommended by the Selectmen and the Budget Committee. $.002 impact on tax rate

To see if the town will vote to authorize the Carroll Conservation Commission to retain the unexpended portion of its 2008 appropriations as authorized by RSA 36-A:5, said funds to be placed in a conservation fund account held by the municipal treasurer. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000) to the Coalition Communities in Portsmouth, New Hampshire consisting of 34 towns to represent the Town of Carroll in a solution to our educational funding crisis by opposing the establishment of donor towns and keeping the statewide property tax so that it can be used locally to fund our own education assessment from the White Mountain Regional School District. With our participation, the Coalition has already saved the town over $200,000 per year for three years. Recommended by the Selectmen and the Budget Committee. $.005 impact on tax rate

Article 34. Are you in favor of capping the 2008 operating budget at 3% over the 2007 operating budget? 2007 Operating Budget was $1,618,884. Max 2008 $1,667,451.

This cap would be non-lapsing and continue to be voted upon at 3% raise each year for five years unless changed by a vote of the town.

This cap would not affect Special (appropriation) Warrant Articles.

Should this warrant article pass the Selectmen would have to make the operating budgets adjustments necessary to comply with this warrant article. Petition Article - Not Recommended by the Selectmen.

Article 35. Whereas the Town of Carroll has used public money to establish a Twin Mountain Water system, and private funds were used to establish the Bretton Woods Water System, and

Whereas, the town has paid tax monies to both of these mature systems with over 350 users to reduce the water rates of some at the expense of others who pay more for their own water and then must pay the increased taxes to subsidize others to an even lower rate, Therefore,

Do the citizens want to prohibit the use of public monies including taxes, town revenues, forgiveness of debt or any other scheme to pay for any of these mature water systems.

This article will reduce Town Taxes. Petition Article – Not Recommended by the Selectmen.

Article 36. Whereas there have been political friction, differences of opinion, and different ideas between Twin Mountain and Bretton Woods for years,

Do the voters want to form a committee of zero (0) total members from each part of the Town to:

1. Evaluate each issue and come to some conclusions as to what the answers are to the different questions that they arrive at and put real tax numbers on the answers and publish these conclusions.

2. Known areas of friction are difference in tax supported services between Twin Mountain and Bretton Woods in street lighting, trash, road maintenance and subsidizing water systems. The BW/Twin Mtn Committee may add more areas as they investigate these tax and service issues. What causes the consistently high taxes in Carroll and what is the cause and/or solution.

3. The committee should be appointed by the moderator and the committee use knowledgeable people to calculate and come to some definitive conclusions about these differences.

4. The committee will be asked to make recommendations as to what needs to be done and what timetable it should take place on.

5. The Selectmen should evaluate the recommendations and implement them on a multi year schedule.

This article requires no appropriations in 2008. Petition Article – Not Recommended by the Selectmen.
