Meeting Minutes
April 14, 2008
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:00 PM.

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney moved to accept the minutes of April 7, 2008, as written. Selectman Vecchio seconded and the motion passed unanimously.

The report from Stan Borkowski has not been received.

Chairman Moroney brought forth the new lease for the Police Station. Its terms remain the same as the previous lease with the exception of raising the rent by $100 per month. She pointed out that the maximum term of a lease that can be signed by the selectmen without Town Meeting approval is one year, thus the term will be from May 1, 2008 to April 30, 2009. Chairman Moroney moved to sign the lease, Selectman Vecchio seconded the motion, and it was passed unanimously.

The following items were approved and signed.

Water Warrant – first billing for 2008 -- $62,500.50
Property Tax Abatements – Giovanni, Cellucci, Amirault, Schmitt, Ravinski, Saffian, Early, Galotti
Property Tax Abatement Denials – Martin, Robie, Lane

Ron Cote from NH DRA has been looking at the Town Clerk’s files for applications for Elderly Exemptions and Veteran’s Tax Credits, and noted that a number of the applications were never signed by the selectmen. Therefore, Becki Pederson has asked that the selectmen initial each card that had no signatures. Chairman Moroney moved to initial the cards, Selectman Vecchio seconded the motion, and it was passed unanimously.

The Safety Committee spreadsheet showing results of previous inspections was discussed. Most items have been resolved, but some remain. There are still no grounds in the gym wall wiring. The blocking of windows in the basement is not complete, and the step between sections of the basement has not been painted yellow. Entry doors on the gym side have not been replaced, the decking at the second old entrance is still in need of repair and will be closed in to create a closet inside the building. There is no first aid kit in the gym, the precast stairs for the bulkhead are here but not installed. Lots of pointing has been done on the basement walls, but not all of it is complete. Nothing has been done with the fuel tanks and lines in the basement. The loose light cover and fan in the fire station will be corrected on Tuesday.

The secretary reported that the towns of Franconia and Littleton pay the entire amount of budget money allocated to their Chambers of Commerce directly to the Chamber. The Town of Bethlehem pays Chamber bills for them instead. The feeling here was to give our Chamber all the money at once, but that we’d like to know how they spent it at the end of the year. Chairman Moroney made a motion to issue a check for the $18,000 now and ask for an accounting at year end. Selectman Vecchio seconded the motion and it was passed unanimously. Bill Rines asked what happens if they don’t spend it all, and no one had an answer for that.

Lee Hallquist came into the town hall last week to pay his water bills, and questioned whether he should be receiving two bills, as he has only one water line coming into his property. He asked that this be brought up to the selectmen. Chairman Moroney said this was discussed last year and that because he has one service for the motel and one for his apartment, there will be two bills.

Curtis Pike came before the board to discuss the landfill monitoring well that will be installed on his property. He said Lori Bresnahan of Provan & Lorber came out and walked the property with him, and the location she chose for the well is nowhere near the location that had been mentioned originally. He said the location was changed because it would be difficult to get the drilling equipment to the original site. Now the well is located close to his house and near his septic system. Mr. Pike said the fact that the well would be near the house didn’t really bother him, but he was concerned about the value of having the site there. He was left with the impression that the new location would get much better results than the original location. He said he thought it would be better to put the new well closer to the two nearby existing wells, so if there is further contamination, it would be detected before it got so close to his house and to the property next to him. Mr. Pike said He said the water funnels down toward the stream towards the back of his property, and the stream is funny colors. He said initially he was told the well would be closer to the stream and thinks the equipment could be brought in via town land. Discussion also took place about the fact that Provan & Lorber had changed the site and not notified the town. The secretary will call Provan & Lorber on Tuesday, as the plan is to put the well in on Wednesday.

Jeff Duncan said they are putting together a hiring committee for the new firefighter, and would like a selectman to participate, starting in the beginning of May. Selectman Vecchio volunteered to sit on the committee. Chief Duncan said they would like to hire someone by June 30th, as the state is considering new criteria for benefits that would start July 1. He asked about the benefit program that has been worked on for some months, as they’d like to know what to present to a candidate. Chairman Moroney said it has kind of been put on hold for now, and the present personnel policies would apply until changes are made for the entire employee group. She said some of the policy changes discussed would have to be voted on at Town Meeting.

At 8:00 pm, most people left at the start of the work session with Mr. Rines on Policies and Procedures. Much discussion took place about scheduling between highway, water, and building responsibilities, and the selectmen asked Mr. Rines to have all three men involved write down their responsibilities as they are now. Mr. Rines talked about the water sampling that’s being done, and the fact that we need Scott Hayes to verify their work since none of our crew is certified with the state. Apparently, to get certified involves classes two days per week for a year. Mr. Rines will research the possibility of holding classes up here with other towns and the availability of classes at Berlin Tech. The next work session will be April 28.

At 8:47 PM, as there was no additional business, Chairman Moroney declared the meeting ended, and moved to go into executive session regarding town aid and personnel. This was seconded by Selectman Vecchio. The board was polled, and went into executive session.

At the close of executive session, Chairman Moroney made a motion to return to public session and seal the minutes from executive session; Selectman Vecchio seconded and the motion passed unanimously.
