BOND HEARING

Jan. 14, 2009


Members of the Building Study and Feasibility Committee present: Chief John Trammell, George Brodeur, Bill Rines, Jeff Duncan, Mike Gooden, and Bonnie Moroney

Guests: Evan and Joan Karpf, Allen Strasser, Lori Hogan, Joan Hogan, Edith and Dan Tucker, David “Ike” Ikasaho, Arthur Viens, Carol Perkins, Thomas Gately, Mac McQueeney, Leslie Bergum, Bill and Linda Dowling, John Warren, Beckie Pike, and Carol Morrow

Meeting opened at 7:05 PM by Bonnie Moroney.
The meeting was started by the Pledge of Allegiance.

Bonnie then proceeded to explain that this was a public bond hearing that was required by the state because the Building Feasibility Committee was putting a Warrant Article in for a new Police Station and according to RSA 33, any town that may need a bond for over $100,000.00 was required to have a public bond hearing. She then read the Warrant
That is being presented to be voted on.

“To see if the town will vote to raise and appropriate the sum of $2,180,000.00 (Tow Million One Hundred and eighty thousand Dollars) for construction and original equipping for a new Police Station Building and to authorize the issuance of not more then $2,180,000.00 on bonds or not in accordance with the provision of the Municipal Finance Act (RSA 33) and to authorize the Town of Carroll Select Board to issue and negotiate such bonds or notes and to determine the rate Carroll Select Board to issue and negotiate such bonds or notes and to determine the rate of interest there on. This requires a Three-Fifth (3/5) ballot vote. Tax impact is $.68 per thousand.

She explained that there was a copy of the Bond Schedule that she had gotten from the
NH Municipal Bond Bank that shows the payments and that it would have a $.68 per thousand tax impact.

Bonnie then introduced Keith McBey and Kelly Davis from Bonnett, Page and Stone
Corp. and said she was going to turn the meeting over to them, so they could show the plans that have been chosen, explain the plan and answer questions.

Kelly started by putting up a large board that contained the plan of the building on the land that was intended to be used. Kelly, said that plan is to build the building on town property located off of Rte 3 across from the Fire Station. He went on to show the design of the inside of the building, describing the different rooms. Describing the entrance into the Sally Port (garage) and how it flowed to unload the prisoner from the vehicle in a secure garage and into the interview and booking area.

It was asked the total square footage of the building and Keith replied 5,400 square feet, and approximately 3200 is admin space and 2200 is Sally Port.

Edith asked if it met the set back of the property line. It was explained that the town owned all that land and that the line she was seeing on the map was from the land that was purchased by the town and added to the existing land.

Joan Karpf, asked about the fact that the topographic maps had a lot of little lines, did that mean that there would be a lot of material to remove or land changes. Keith said that
We had moved the location to a place the required less digging or filling.

Arthur Viens, asked how far in the future we were looking with this building? Keith said that when we were having the meetings to plan with the committee we were trying to figure the size needed looking 50 years. He asked what size police force this would handle. Chief Trammell said that this would handle as many as 15 officers, we are trying to build to the future.

Ike asked it they had contacted the IHAC and the Littleton Police Dept, as there is a smaller building. Keith said that they are the ones building the Littleton Police Dept. and
That the location is on a flat sandy area. They also have town water and septic. This was priced out 81 months ago and they were working with the town to do plans that were more cost cutting for the building then thinking towards a 50 year plan. Keith and Kelly said that they build a lot of safely complexes so use the IHAC manual and rules all the time and are very familiar with them.

Joan Karpf, asked since we’re building for the future and some of the space may not be used that much now, are we zoning the building so that not all areas need to be heated or air conditioned all the time. Keith said yes the building is designed with zones in it.

It was asked the type of heating that was intended to be put in. Keith said we had
put the project together with Geo-Thermal in it. George Brodeur, said that geo-thermal is
the premium you pay to put it in, and this system was priced at about $200,000.00 for this project. They drive bores into the ground for each well and your get about 36,000 BTU’s of heat or reject for the air conditioning. The way the building is set up it will not require any fuel oil at all. The pay back would vary according to the price of fuel:
if fuel oil is $2.00 per gal. pay back is 15 years
$3.00 per gal. pay back is 11 years
$4.00 per gal. pay back is 8 years
The 6 to 14 year pay back is in the price and that is what brings the price up. Joan Karpf asked it if mattered what type of land you used for geo-thermal. Keith said another option is the heat pump system, in the event that the land is not able to handle the
Geo-thermal.

Questions were asked about the price and why its so high besides the Geo-thermal heat.
Keith said well it’s a cute New England looking building on the outside but the inside is a
Full blown building with all the required rooms, equipment, etc. for a Police Station.
They were paying attention to operation cost when we were designing this. The square footage is 5,400 square feet, and that works out to about $260.00 per square foot, and that cost is in line with other Police Stations. One example of higher cost vs. a home. In each cell there is a combination sink and toilet. Well you can not place a regular house one in there, so you have to buy one specially made for cells. They used to cost $2,500 each, but now they are over $5,000.00 each, and the list goes on, for evidence, gun lockers, bullet proof glass, etc. The structure is one thing but the essential building is mandated by building codes and they require these things.

They target bid the structure, fixtures, etc. to get the budget to move forward and with a price. There could be unforeseen problems with lets say the geo-thermal, so they would have an optional heating available. Keith needs it to go well and he is bound to the price that he has given us.

Al Strasser, said that things are all down right now. Keith said that he is bidding jobs like this lately and nothing has gone down.

Leslie Bergum, asked it this had gone before the Planning Board, or was this building exempt. Kelly said not it had not gone before the Planning Board, as we would have to have the go ahead from the voters, but yes the building is exempt.

Keith said if this vote passes then he does open book bidding and he signs a contract with the town saying that this will not cost any more then that amount. Beckie Pike, asked if they hire locals to do the jobs. Keith said most certainly, they put out the specs to many contractors and they like to work with the locals as much as possible. Beckie also asked it the job costs more then the contracted price does the town have to pay more, and Keith said no, that the town only pays what the contract says and gets all the things that are on that contract.

They asked who would be watching the progress and making sure things are done the way they are suppose to be. Keith said he would be keeping track of the progress and also
The committee had put money in the price for a Clerk of the Works. That person is hired to come on sight and make sure things are ok and represents the town.

Tom Gately asked if this Warrant does not pass this year, what would the estimated increase be for trying to pass it for the next year? Keith said it would be about 8% increase to the total.
