Board members present: Mark Catalano, Bill Dowling. Bonnie Moroney was excused.

The work session began at 5:08 PM as noted by Chairman Catalano.

Members of the public present: Jeff Duncan, Tadd Bailey, Sue Kraabel, Linda Dowling, Joan Karpf, Evan Karpf.

Linda Dowling filmed the session.

Chairman Catalano explained this meeting between Carol Coppola of Coppola Rockburn and the Board of Selectmen is to Ms. Coppola’s company review the financials of the Town and to be as comprehensive as possible. Mr. Catalano had copies of various reports, including State MS reports, for the past 11 years or so which he gave to Ms. Coppola. Her charge is to see where the Town will be in 12, 18, and/or 24 months, and what the tax impacts may be.

Chairman Catalano stressed that the Selectmen do not want to direct the outcome at all and wants to be sure it cannot be viewed as skewing the information, thus he felt it important for an outside source to look at the information.

When asked if she had any questions, Ms. Coppola said only a comment at this time, which was when she spoke of the timeframe, she had hoped to meet with staff next week, but several will not be available so she must push it out a week or so.

Chairman Catalano listed several reasons for his concern:

State contributions are changing and the impact on the town in terms of revenue
Number of abatements in town
Revaluation to be completed in 2012
State welfare contributions being cut and requests going up
State aid to schools decreasing
County budget going up; supplemental budget for this year
State contribution to Retirement System decreasing
Partial or total reduction of state rooms and meals tax money returned to the town
Looking at changing employee manual and what impact that would have

He added that while the review is being done, any suggestions they might have for employees or the Select Board that would improve efficiency, etc., would be welcome – that we would take any free advice they can give us.

Chairman Catalano said he is nervous about a cash flow problem and wants to be able to say the Board did everything they could to be efficient with money. He wants to be able to explain raising taxes.

The Chairman requested that all Selectmen and Maryclare be copied on any questions that may be asked of any of them – that way, they’ll all be kept apprised.

Chairman Catalano read an email sent by Selectman Moroney requesting that the warrant articles voted on by the people for the ambulance and truck that would be purchased from the special revenue fund and what impact they will have on the town, be brought up. Chairman Catalano said they had put a freeze on all non-mandatory spending and the intent was to stop the purchase of all big ticket items until this review is done. He said some people feel there would be no impact on taxes because it is a special fund. He said it is his opinion that it could be used for payroll, etc., which would have a direct impact.

He gave Ms. Coppola the charts he had made up, which he used at various Board meetings, and briefly explained the budget and revenue lines to her. He reiterated requests for money are going up and revenues are coming down.

Selectman Dowling gave Ms. Coppola a packet of information as discussed for review.

Ms. Coppola has done similar reviews for other towns and upon completion will have a documented report and may have recommendations.

Sue Kraabel asked where the numbers came from and Chairman Catalano responded that they were from various reports and MS documents as well as some from the annual reports. Ms. Kraabel reminded him that anything from the annual report are all unaudited numbers as the report is done before the year’s audit.
