Meeting Minutes November 15, 2011
ZBA INFORMATIONAL MEETING
“These minutes of The Town of Carroll Board of Adjustment have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by The Board of Adjustment at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2”

At 7:20 Chairperson Joan Karpf declared there was not a quorum with just the 2 members present. At the time the meeting was set there were going to be 3 members available. She apologized to Jeanne Stapleton and said they could do just an “informational meeting.” Joan read to her the RSA 674:33 III and explained to her that right now there are only 3 members on the ZBA. If her application or any application comes before the board now with just the 3 members, all of the members have to vote yes or the acceptance of the application will fail. In March there will be an election for all ZBA and PLBD members. There should be a board of 5 members at that time. Jeanne Stapleton said she really did not want to wait until April but she understood what the Chair was telling her.
The Chair said that the lot is a non-conforming lot. Meaning that a lot in the R-B Zone is required to be a 1 acre lot and her lot is .7 acres. Joan asked for a map that would give all the sides and all the dimensions. Jeanne gave the map that she had available. It was noted that there is available a place to build a home that would meet all the setbacks. Jeanne said that is right but that spot would not leave either her or her abutters any privacy.
Leslie Bergum asked the Chair if the board could accept the application and then hold an advertised and noticed Public Hearing on the same night. The next scheduled meeting would be December 8, 2011. Joan said she will call the LGC to see if that could happen.
