"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. The meeting was not filmed.

Scott Sonia requested the meeting as the State DOT had been in touch with him. They have plans to redo two railroad crossings on Route 3 North and told Scott that they want the Town to replace or sleeve the water lines that run under them. Scott said he told the DOT representative that he does not have the funds nor has he had ample time to prepare for the job they are trying to get him to do. Mr. Sonia was told the State may hold back a bit, but he has not heard yet. He also said they may do the crossings over the next three years or so, as a concession to being prepared, but again, there has been nothing definite.

Discussion regarding locations of water lines, type of piping, depth, etc. took place. A main issue he is having is that the maps are very old and Mr. Sonia is having trouble ascertaining the exact locations, etc. Scott Clang from Granite State Rural Water, who has been extremely helpful to the Town since making Water a department of its own, asked if anyone knew which predated which – the rail or the road. He also asked who might have documentation of the various road projects, and suggested this may show evidence of the water lines.

Scott Sonia said a big concern about the project is the interruption of water in town and said on either end of town, there wouldn’t be any problem. But there are some places where there are more than 500 feet between hydrants. Mr. Clang said this wouldn’t be an issue and described ways to make connections to provide water during the time.

Mr. Clang asked about ownership of the tracks and future of the trains. He wondered if they are looking to the future for more use, to build tourism, or what. Though not known for sure, it is believed the State owns them and Selectman Dowling said if they do and they are doing the digging, maybe we should go in and sleeve and put valves, etc. in then.

Mr. Sonia described the project as major with removing everything, the excavating that will be done and the replacement of materials. Mr. Clang said in his opinion a key issue is if it should be professionally engineered so documentation exists of how it was handled. He is concerned about liability if something should happen with the water line and damage is done, rail service is disrupted, etc. At least liability could be shared if not avoided completely.

Discussion turned to possible ways of redoing the lines and materials that would be used. Mr. Clang estimated the costs for the two crossings would be $50,000 to $60,000.

It was also suggested that if the State cannot or won’t wait, to let them do their work and see if they would be comfortable letting the town do the water work later, as there is the possibility that they could do horizontal boring and not disturb the railroad crossing bed. This also would have to be researched as to cost, actuality of being able to do it i.e. if there is ledge, etc.

It was decided that Scott Sonia should do exploratory holes to find out whether the lines are sleeved now or not and basically to get as much information as possible regarding this project. It was pointed out to be sure to call “Dig Safe” for this and all projects. Mr. Clang said the town should also contact engineers to get a proposal and costs. Selectman Dowling said he will contact Andy Sharp at Provan and Lorber. He said he will also try to find out if there is anything available on the Rutherford Company, which initially did the water lines. Mr. Clang said if they can locate field notes on any of the projects. He has found these are the best source if they can find them. Selectman Dowling said he will get any information he finds to Scott Sonia who will then share with Mr. Clang.

As there was no further discussion, the meeting was adjourned at 9:45 a.m.
