Meeting Minutes
May 14, 2026

“These minutes of the Town of Carroll Zoning Board have been recorded by its secretary. Though believed to be accurate and correct, they are subject to additions, deletions, and corrections by the Zoning Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Item 1: The meeting was called to order by Andy Smith at 6:30pm

Chair Andy Smith welcomed Aaron Foti to the Zoning Board as the Selectperson Representative for the Zoning Board of Adjustment.

Item 4: Approval of Meeting Minutes – April 9, 2026
Zoning Board was in agreement that they liked the new format of the minutes. Steffanie Apostle to continue with the new format of the minutes.
On last page of minutes under item #6, Diane Rombalski name is spelled wrong.
Steffanie apostle to fix spelling of Diane Rombalski name.
Bill Briggeman made a motion to accept the minutes as amended and Anita Greer seconded the motion. Aaron Foti abstained from the vote and all other Board members were in agreement. Motion to approve the minutes as amended passed.
Brief discussion on using AI to do minutes for the Board. Board was not in agreement and hesitant to use AI. Minutes will still need to be reviewed and each AI program is different. Depending on what app you use you can get different answers. Not all AI answers are correct so minutes will continue to be done by Steffanie Apostle.
Item 5: Brittany Pelletier
Zoning Board had a discussion about Brittany Pelletier and her request for a Special Exception to work from home for Home Health Care Services. Brittany submitted to the Zoning Board a draft of the letter she needs from the Zoning Board to supply to the Company she would like to work from home for.
Brittany Pelletier is in a Rural zoned area on Parker Road. Working from home in a Rural area is allowed by a Special Exception through the Zoning Board of Adjustment. The issue with this request is Brittany Pelletier is requesting this for Home Health Care specifically and in the Town’s Zoning Ordinance that is not allowed and would require a variance as opposed to a special exception. This is listed on Page #13 under line item #14.
There was not a lot of information provided to the Zoning Board in regards to what exactly she would be doing. Zoning Board would like more information detailing what Brittany Pelletier would like to do before making any type of decision. Will this be elder care, advocate services, administrative stuff, rehab services, Medicare or care coordination? Will Brittany Pelletier be taking clients at her home, does she need specific licensing?
Anita Greer to look into RSA 151. This RSA gives extensive lists of types of facilities allowed or not allowed.
Steffanie Apostle to respond to Brittany Pelletier that the Zoning Board was unable to provide the letter she needed and that Andy Smith will be reaching out to her.
Andy Smith to reach out to Brittany Pelletier and explain the situation between working from home and home health care services. Andy Smith to explain to her one is a special exception and one is a variance and that she should seek legal consultation to help her decide what way she should approach the Zoning Board.
Regardless of what Brittany Pelletier applies for all abutters will be notified.
Anita Greer made a motion for Andy Smith to reach out to Brittany Pelletier and run through tonight’s discussion. Karen Moran seconded the motion. All Zoning Board members were in favor and motion to have Andy Smith reach out to Brittany Pelletier was approved. Aaron Foti abstained from voting.
Item 6: New Business / Other
North Country Council / Zoning Ordinance Overhaul
Brief discussion on the Zoning Ordinance overhaul. Steffanie Apostle has reached out to North Country Council a few times looking for dates but has not heard back. Brief discussion on seeing if there are other companies out there that could help us out. Steffanie Apostle to look into other companies to use.
Zoning Board to propose areas of the Ordinances that they feel need to be addressed.
Planning Board & Zoning Board to work together on revamping of Ordinances

Steffanie Apostle to send the meeting slides to the Zoning Board from the May 9 2026 webinar about Planning & Zoning.
Data Retention Policy –
Town does not have a data retention policy and needs to look into adopting one.
