Meeting Minutes
August 2, 2023

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 5:06 p.m. by Chairperson Marquis.

Pledge of Allegiance

Donna Goettler stated she wanted to respond to some comments made in the minutes from the previous meeting. She said Selectperson Moroney had commented about no calendar of events available, no minutes taken and illegal meetings. Goettler said the calendar events are shared once an event is planned for. She said she has taken minutes which included elections and provided them to the Secretary on July 28. Goettler said some decisions had to be made by email to cancel events or making decisions that could not wait. Goettler said there are only a few members of the Recreation Committee and they are trying to do the best they can for the Community. She said there is a learning curve and negative comments make it difficult to grow the Recreation Committee. Goettler said she was not able to make the last meeting as requested as there was short notice requesting the Committee to be present. In response to Rena Vecchio’s request of allowing the ski program to exist, Goettler said it is not up to the public or Select Board to pick and choose events. The events chosen by the Recreation Committee are based on time and availability as it is a Committee of volunteers. Goettler concluded by asking for patience and to be treated with respect.

Mike Hogan asked about the field trip to Whale’s Tale and asked if no fee was involved. Melissa Jellison said it was a family field trip for Town residents and was paid by the Recreation Department. Hogan said he did not think that is what the Recreation Revolving account was for. He also asked how word got out about the event. Jellison said it was put on the Recreation Facebook page. Hogan suggested they find other methods as everyone does not use Facebook.

Discussion continued with the challenges of being a small Board and needing more people to join. Donna Goettler said the Committee is also trying to do more events for adults as well. Mike Hogan asked what fundraisers were done. Melissa Jellison said they had done a paint & sip night and a movie night with a donation jar. They will put out a donation jar at the August 12 event.

Selectperson Moroney said the Select Board represents the Town’s money so the Board has the right to question what the Recreation Committee is doing. Chairperson Marquis said with regards to his statement in the prior meeting, the Select Board was getting bits of information each meeting and instead everything should be presented together. All agreed the Committee would benefit by having more members.

Donna Goettler asked about the tree trimming on the Town roads. She said it looked terrible and asked why the Town would pay to do it? She asked shouldn’t individuals maintain it themselves. Chairperson Marquis stated the Town is responsible for plowing and maintaining the roads. This was to cut back and open the roads and may not need to be done again for another couple of years.

At 5:24 p.m. Selectperson Moroney made a motion to go into non-public for legal. Selectperson Greer seconded and the motion passed unanimously.

At 5:55 p.m. Selectperson Moroney made a motion to return to public session and seal the minutes. The motion was seconded by Selectperson Greer and all were in favor. Motion passed unanimously.

At 5:55 p.m. Selectperson Moroney made a motion to adjourn the meeting. Selectperson Greer seconded and the motion passed unanimously. Chairperson Marquis declared the meeting ended at 5:55 p.m.
