Meeting Minutes
August 2, 2023

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Members of the Public: Megan Wells, Austin Alvarez, Karen Moran, Andy Smith, Ken Mills, Chris Pappas, Jeff Duncan, Tadd Bailey, Mike Hogan, Alex Foti, Aaron Foti, Don Jones, Ryan Peffer

The meeting was called to order at 6:00 p.m. by Chairperson Marquis.

Chairperson Marquis opened the workshop by advising the Planning and Zoning Boards that the Select Board would like to work on definitions that would help clarify the Zoning Ordinance. So far the Board had identified garage, residential and commercial.

All Boards were in agreement that there are many items that need to be clarified and it is going to take time.

Items discussed:

• Looking at Fire Safety Code definitions
• What level of repair or maintenance requires a Building Permit
• Definition of alteration
• 802.1 needs to be reviewed with regards to Building Permits and exemptions
• 501 needs review with regards to allowing one property to have one building. There are many requests for a detached garage with a dwelling above it.
• Need definition of residence
• Need definition of guest house
• Discussion of short-term rental ordinances
• 403.1 with regards to Uses. Zoning Board should have some flexibility in use.

The Boards discussed future work on items discussed with a Sub-Committee of Planning Board members.

At 7:13 p.m. Selectperson Moroney made a motion to adjourn the meeting. Selectperson Greer seconded and the motion passed unanimously. Chairperson Marquis declared the meeting ended at 7:13 p.m.
