Meeting Minutes
August 8, 2023
“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Members of the Public: Kelly Trammel, Brian Mycko, Tadd Bailey, Imre Szauter, Mike Gooden & Chris Pappas.
The meeting was called to order at 5:01 p.m. by Chairperson Marquis.
Pledge of Allegiance
Selectperson Moroney made a motion to approve the meeting minutes from July 7th, 2023. Selectperson Greer seconded. The motion passed unanimously.
Selectperson Moroney made a motion to approve the meeting minutes from August 2nd, 2023. Selectperson Greer seconded. The motion passed unanimously.
Selectperson Moroney made a motion to approve the workshop minutes from August 2nd, 2023. Selectperson Greer seconded. The motion passed unanimously.
Selectperson Moroney made a motion to approve Donna Goettler’s resignation letter from the Recreation Department as Director. Selectperson Greer seconded. The motion passed unanimously.
The Board reviewed a Recreation Fundraiser Form. The Recreation Department was looking to spend $1,400 with an anticipated revenue of $400. The board questioned why they would want to spend $1400 to only make $400. Kelly Trammel mentioned that there might have been an unfamiliarity in filling out the fundraiser form. Trammel suggested asking whoever filled out the form for some clarification of what they are looking to do. Tadd Baily made a comment that the signs did not hold up too well at the Recreation Department due to the weather. Chairperson Marquis said he was not going to sign the fundraiser form until they know more about it. Trammell mentioned that our next Selectmen Meeting will not be until after the Rec. Department has their fundraiser. Selectmen Greer said he would follow up with the Rec. Department before then. Selectmen Greer then decided to call Donna Goettler with the Rec. Department. She was not available to speak, so Greer left her a voice mail to call him back. Later in the meeting at 5:39pm, Donna returned Greer’s phone call. Donna explained what the $1,400 was for, and that it was for the whole event, and that they expect to spend that amount. They are having a 50/50 raffle donation jar, and a food truck. Selectperson Moroney made a motion to approve the Recreation Fundraiser Form. Selectperson Greer seconded and the motion passed unanimously.
Selectperson Moroney made a motion to approve water warrant-Massie. Selectperson Greer seconded. The motion passed unanimously.
Selectperson Moroney made a motion to approve driveway permit-Rosati. Selectperson Greer seconded. The motion passed unanimously.
Selectperson Moroney made a motion to approve certificate of occupancy-Berube. Selectperson Greer seconded. The motion passed unanimously.
Selectperson Moroney made a motion to approve a water grant. Selectperson Greer seconded. The motion passed unanimously.
Kelly Trammel brought up the budget schedule. Trammel mentioned that the budget scheduling is coming up, and that last year, it started in October, and was weekly. Trammel asked the board if they wanted to keep that same schedule this year. The Selectboard agreed that the schedule will stay the same as it was last year. Selectperson Greer mentioned that he is taking a class on September 19th about budgeting through the NH Municipal Association. A discussion was had about the cost and how the process works for Greer to get reimbursed. Chairperson Marquis will also be attending the same class with Selectperson Greer. Administrative Assistant, Megan Wells will sign both up for the class.
A discussion was had about the tax rate setting information. Last year the schools received money, and they had a meeting for the tax setting. Schools were told to “pump the breaks” and that they must special meetings going forward, before spending. Kelly Trammel mentioned that this may end up being a concern for the Town’s money flow as it may cause the Town to be in a revenue pinch.
Discussion was had regarding an update on the Police Cruiser. There is a possibility of extending the warrant article until January of next year.
Selectperson Moroney wrote up some questions on the employee manual.
At 5:32pm Selectperson Moroney made a motion to go into non-public for legal and safety. Selectperson Greer seconded and the motion passed unanimously.
At 7:05pm Selectperson Moroney made a motion to return to public session and seal the minutes. The motion was seconded by Chairperson Marquis and all were in favor. The motion passed unanimously.
At 7:06pm Selectperson Moroney made a motion to adjourn the meeting. Chairperson Marquis seconded and the motion passed unanimously. Chairperson Marquis declared the meeting ended at 7:06pm.
