“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Pledge of Allegiance

Meeting of the Select Board called to order at 5:00 p.m. by Chairperson Marquis. Roll call completed, Selectperson Moroney present, Chairperson Marquis present, Selectman Greer attending via Zoom from Cape San Blas, F.L. and is joined by Anita Greer.


Signing of bills and manifests completed prior to this meeting.

Selectperson Moroney motioned to approve the minutes of 1/16/2024, Selectman Greer seconded this motion, all in favor none opposed. Selectperson Moroney voted Aye, Selectman Greer voted Aye, Chairperson Marquis voted Aye. Motion to approve minutes of 1/16/2024 passed.

Treasurer Annette Marquis discussed two of the Town’s non-lapsing funds that she proposed investing. One of these is the Bridge Grant from the State of New Hampshire, which has over $25,000 currently. Treasurer Marquis suggested investing to gain interest through a 6 month C.D. and stated she has spoken with Public Works Department Head Scott Sonia who informed her he has no planned projects during the six months she would be investing those funds. Treasurer Marquis discussed the Police Detail Warrant Article #25 approved in 2009 and presented the Select Board with options to invest from this fund as well. Selectperson Moroney stated she would like more information before taking action with any of the Police Detail funds. Selectperson Moroney made a motion to allow Treasurer Marquis open a non-lapsing fund account starting with the Bridge Grant funds. Selectman Greer Seconded this motion. By roll call vote Selectperson Moroney voted Aye, Selectman Greer voted Aye, Chairperson Marquis voted Aye. Motion to allow Treasurer to create a non-lapsing fund using the Bridge Grant funds passed three Aye non opposed.

Treasurer Marquis also discussed an email she had forwarded to the board informing on SB 553. She stated this bill would limit how municipalities can invest their funds, limiting investments to banks in New Hampshire and increasing interest rates. Treasurer Marquis informed the Select Board she plans to travel to Concord to testify as the Treasurer of Carroll and requested mileage reimbursement. The date of her testimony is to be determined.

Lastly, Treasurer Marquis spoke on the $20,000 currently in the Recreation Revolving Fund designated to be used by the Twin Mountain and Bretton Woods Area Historical Society, a 501(c3), to publish the Town’s history book and create historical markers. She informed she reached out to Jamie Dow seeking advice on dispersing these funds. Treasurer Marquis stated she was directed to advise the Select Board to speak with the Town’s legal counsel. Selectperson Moroney stated she would address this with legal.


The Select Board was then presented with an Oath of Office for R. Presby who is joining the Town as a new part-time police officer. Selectperson Moroney made a motion to sign the Oath of Office. Selectman Greer Seconded this motion. By roll call vote Selectperson Moroney voted Aye, Selectman Greer voted Aye, Chairperson Marquis voted Aye. Motion to approve and sign passed three aye non opposed.

OTHER:

Bill Vecchio from the Carroll Energy Commission informed on a “Button-Up” Workshop they will be hosting at the Town Hall, free of cost to attendees and the Town, which will provide energy saving tips, and additional beneficial information for residents. This workshop is scheduled for Thursday, April 11th, 2024 starting between 6pm to 7pm. This event will be updated on the Town’s calendar as details are finalized.

Rena Vecchio inquired if the Town of Carroll has a Facebook page, and if so, sharing a flier for the “Button Up” Workshop on social media would be a good way to increase attendance. Selectperson Moroney informed that the Town does have Facebook and if the Town is provided with the flier for the workshop it can be posted there.

Selectman Greer voiced his thanks to Imre Szauter and Meg Basnar for coordinating and setting up the virtual meeting option for him to attend this meeting.

The next meeting of the Select Board will be held Tuesday February 27th, 2024 at 5 p.m. Selectman Greer will be attending virtually via Zoom.

At 5:21 p.m. Selectperson Moroney made a motion to go into non-public for personnel. Selectman Greer seconded the motion. By roll call vote Selectperson Moroney voted Aye, Selectman Greer voted Aye, Chairperson Marquis voted Aye. Motion to go non-public for personnel passed with three Aye none opposed.

At 5:36 p.m. Selectperson Moroney made a motion to return to public session and seal the minutes. The motion was seconded by Selectman Greer. By roll call vote Selectperson Moroney voted Aye, Selectman Greer voted Aye, Chairperson Marquis voted Aye. Motion to return to public session and seal non-public minutes passed unanimously with three Aye, none opposed.

Selectperson Moroney made a motion to adjourn the meeting at 5:38 p.m. Selectman Greer seconded this motion. By roll call vote Selectperson Moroney voted Aye, Selectman Greer voted Aye, Chairperson Marquis voted Aye. Motion to adjourn passed unanimously with three Aye none opposed. Meeting adjourned.
