“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. Selectperson Moroney motioned to approve the minutes of 5/14/2024 as written. Selectman Marquis seconded this motion, all in favor none opposed. Motion to approve minutes of 5/14/2024 passed.
The Select Board was presented with a driveway permit for Lauren Road. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Lauren Road driveway permit passed.
The Select Board was presented with a driveway permit for Grandpa Harry’s Lane. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign driveway permit for Grandpa Harry’s Lane passed.
The Select Board was presented with a driveway permit for Abel Lane. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign driveway permit for Abel Lane passed.
The Select Board was presented with a request from the Omni Mount Washington Resort for two letters of support to the State of New Hampshire Liquor Commission. The first was to expand their existing Liquor License #1392103 to include the lawn space to the right of Fabyans Restaurant deck for special events. The second was to expand their existing Liquor License #1392003 to include the lawn space directly behind the Bretton Woods Ski Area also for special events. The Select Board was presented with the dates requested for both locations, June 15th through October 31st 2024, as well as maps of the areas in the request. Fire Chief Duncan is also aware of these requests and will be completing his assembly permit. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign letter to the State Liquor Commission passed.
The Select Board was presented with a Supplementary Water Warrant for 60 Parker Road. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Supplementary Water Warrant for 60 Parker Road passed.
The Select Board was presented with an Oath of Office for Thomas Godfrey as an alternate for the Planning Board. Selectperson Moroney made a motion to approve and sign. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to approve and sign Oath of Office for Godfrey passed.
The Select Board was presented with a One Source Security contract renewal for the Town Hall. Select Person Moroney made a motion to approve and have the Chair sign. Selectman Marquis seconded, One Source renewal contract for the Town Hall signed by Chairperson Greer.
The Select Board was presented with the contract for Phase 2 of the Master Plan update from North Country Council. Selectperson Moroney motioned to have the Chair sign. Selectman Marquis seconded this motion. Motion passed and the contract was signed by Chairman Greer.
The Select Board was presented with a Wetlands Permit Application to allow for a single-family residential driveway and utilities crossing a forested wetland. The stated impact will be to poorly drained, mixed forest wetland, with a total reported impact of 1,488 square feet. This permit was reviewed by the Select Board and provided to Conservation Chair Joan Karpf prior to this meeting for her review. The Select Board tabled this permit application until Karpf has a chance to review and sign.
Chairman Greer recognized Melissa Jellison of the Recreation Committee who informed on the upcoming summer concert series. Jellison presented the Select Board with a flier including the dates for four concerts. The Rec Committee would close School St and will have signage to notify of the closure a week prior. Jellison informed that they will be informing the Police Department of the events but stated there is not a need for the Police to be present. Jellison also stated they would take care of trash from the event unless the Highway Department to take it. She also informed that there is an advertising plan which includes a flier like the one presented to the Select Board, post the event on Recreation’s Facebook page, and add the events to the Town Calendar. Bobbi Amirault will provide a letter board that can be put up by the Twin Mountain sign, as well as the signs Recreation used last year. Jellison informed she has a call in for extra port-o-potties for the event but the cost for that is still to be determined. The Recreation Committee also requested an alcohol waver for those 4 nights. Jellison informed on the difficulty of obtaining food trucks, so they began with bands first and informed that the bands are locked in and contracts for the bands are coming in. Jellison stated she would send contracts to the Selectman’s Assistant upon receipt so checks could be provided to the musicians on the dates they are needed. Selectman Greer asked if there would be a 50/50 raffle. Jellison responded that she reached out to the Treasurer regarding verbiage so that it is done properly.
After reviewing the Recreation budget Jellison inquired about an expense of $525 from the “Town Events” line. Selectperson Moroney informed that this was to purchase a port-o-potty for the eclipse. Selectman’s Assistant offered to provide this contact to Jellison as well as post the concerts on the Town’s Calendar.
Selectman Greer asked about the Recreation Committee not having a tab for their meeting minutes on the Town website. Selectman’s Assistant informed on the process of creating a tab for the Energy Commission’s meeting minutes. The Recreation Committee informed they are interested in a tab as an additional place to find information. The Selectman’s Assistant informed that if they were interested in getting information out about an upcoming event to notify her via email and she would post on the Town Calendar as well as in the “News & Announcements” section of the website homepage.
Selectman Greer thanked the Recreation Committee for their hard work and informed he looked forward to their events. Selectman Greer made a motion to provide an alcohol waiver for the events from 5:30 p.m. to 10 p.m. on the dates of July 13th, July 27th, August 10th and August 24th. Selectman Marquis seconded this motion. All in favor, none opposed, motion to allow alcohol at the events on 7/13, 7/27, 8/10 and 8/24 from 5:30 p.m. to 10 p.m. passed.
Selectperson Moroney brought up the gazebo and informed that the Select Board is unsure of the safety of the second floor at this point. The Recreation Committee stated they would like to hold the concerts at the gazebo with the bands playing from the second floor. Moroney stated it is currently blocked off now due to the condition of the stairs and the railings on the upper level. Moroney stated that the Building Inspector will look into it and let the Select Board know what needs to be done to bring the building up to code, how much it will cost, and if the work can be completed in time for the first concert date of July 13th. Donna Goettler informed that if the bands can not have a performing space that is elevated from the ground that will ruin the summer concert series. Goettler informed the bands need to have an elevated platform and a cover, and will not put their equipment on the ground. Selectperson Moroney informed that the Board will look into it with the Building Inspector and she will speak with Scott Sonia about it then follow up at the next Select Board meeting. Selectman Greer recognized Rena Vecchio who suggested the possibility of building a platform that could be moved from the Highway Building to moved to the gazebo. Greer stated that it should not take much to make the floor safe, Moroney informed the floor is not the concern it is the railings and the stairs. Building Inspector Scalley suggested an enclosed trailer or a flatbed trailer with a tent on it. Selectperson Moroney stated the building is in need of repair to be safe and they will try to get it fixed. Building Inspector Scalley stated he would look at the gazebo in the morning.
Chief Duncan asked if the Rec Committee had checked the dates of the AMC summer concert series prior to selecting their dates. Goettler stated the AMC announced their dates a couple days ago and they are all on the same dates. Duncan informed that AMC announced their dates in February. Selectman Greer suggested moving the dates, the Rec Committee stated they already had bands lined up and felt that having a free concert series would be an added draw. Selectman Greer recognized Rena Vecchio who informed on her experience with attending the AMC series and reported that while there they were informed that they were the only people from Twin who attended and she felt that there would not be a conflict.
FOLLOW UP:
SHORT TERM RENTAL
Assistant informed that a meeting is scheduled with Town Council and Selectperson Moroney for Thursday in her office to get clarification regarding how Carroll’s warrant article is written and how that would impact the registration process moving forward. Originally the meeting was scheduled for Tuesday however, there was no internet or phone in the Town Hall. Selectperson Moroney will discuss progress of work on this warrant article at the next scheduled Select Board Meeting.
PRIVATE ROADS
Selectman Greer informed he has not made progress with Town Council regarding enforcement relative to maintenance of private roads since last meeting due to having Town Council working on other more pressing legal issues. Greer informed he will report back once he has more to share.
GRANT WRITING/WATER INFRASTRUCTURE
The Selectman’s Assistant informed she had reached out to North Country Council regarding grant writing assistance for members but has not heard back yet. Much of the information available on their website was related to transportation infrastructure.
OTHER
Selectman Greer moved on to other business where the Selectman’s Assistant requested permission from the Select Board to become a Notary of the Public. She informed this would be beneficial when documents need to be signed and notarized during meetings of the Select Board. Selectman Greer stated his support and motioned to allow the Selectman’s Assistant to do what needs to be done to become a notary. Selectperson Moroney seconded, all in favor, none opposed. Motion to allow Selectman’s Assistant to become a notary passed.
Selectman Greer recognized Bobbi Amirault who expressed her thanks to the Town, especially Andrew and Scott, and all who helped in the Kids Fishing Derby held at the Rec Area on Saturday the 25th. Amirault thanked her crew of Registration Ladies, stating that she could not have done it without Bonnie, Judy and Crystal. Amirault reported there were 33 registered kids this year, which is down from last year, with 26-27 fish that were measured and recorded. She stated that there were some fish that did not get recorded as well as some people fishing who did not register. Amirault reported that perhaps it was too early this year and stated they have the flexibility by working with the Ammonoosuc Chapter of Trout Unlimited to hold the event later in the year next year if they choose. She informed that they were grateful for the assistance of the Town with the quality and size of the fish that were stocked. Amirault informed that fishing went on all weekend, so the fish were enjoyed by more than just the kids at the Fishing Derby.
Amirault went on to thank Anita Greer for running the Twin Mountain Garden Club’s Plant Share and stated that was their first and it went well.
Selectman Greer recognized Selectman Moroney who thanked all who helped with Memorial Day from chefs to drivers to people who helped set up. Moroney informed that while at the Fire Station the Auxiliary had a quick meeting and would like to inform the Town that replacing the door to the Fire Station is not the function of the Auxiliary and they feel that should be the responsibility of the Town to take care of the door. Selectman Greer discussed the proposal previously presented by Imre Szauter, and expressed his desire to spend the money and go with that proposal. Fire Chief Duncan encouraged Selectman Greer to check with Scott Sonia prior to making a motion to be sure that funds are not already earmarked for another purpose. Selectman’s Assistant stated she would bring this up with Sonia and give him an updated copy of his budget.
Selectperson Moroney wanted to follow up on a discussion of private roads from the last Select Board Meeting where Old Town Road was mentioned. Moroney stated that road has been a class 6 road for a long time and the problem is the people who own the cottages on that road have to get somebody to bring the road back up, and have done several times. Moroney stated that the Snowmobile Club uses that road for a snowmobile trail all winter long and have been approached by the residents of the cottages seeking their assistance in fixing the road in the spring time. Moroney cited this as an example of an instance where more than just a homeowner may need a letter regarding the quality of the road.
Selectman Greer wanted to thank Officer MacMillian for the work he did stopping a driver that was coming from Gorham where he had brandished a gun. Greer informed Officer MacMillian was waiting on 115 where the driver refused to stop. MacMillian pursued the driver who drove into the maintenance building on Parker Road where he left on foot. The driver was later apprehended and Selectman Greer wanted to thank Officer MacMillian, Police Chief Bailey and Officer Bushway for their brave work keeping the Town safe.
Selectman Greer continued and reported that the Energy Commission, of which he is a member, passed a motion to express an interest in EV charging stations to the North Country Community Council. Rena Vecchio informed that what was approved was not an application it was simply expressing an interest in obtaining more information. Greer informed that the feeling on the Energy Commission was to push this off a year to determine which standard is best and to continue gathering information. Greer stated his opinion that town governments should not be a refueling center for any vehicle and should focus on running a Town. Greer also stated he felt that town governments should not be competing with private enterprises.
Selectman Greer asked about the status of the roof on the Recreation Center. Selectperson Moroney informed she has arranged to get the building looked at and will then have a better idea of the cost to repair the roof.
The Selectman’s Assistant followed up with information provided by Imre Szauter regarding pest control and the status of that initiative.
Dave Scalley requested to be present for non-public regarding personnel and legal and asked if Chief Duncan could also be present. Selectman Greer approved.
Greer Recognized Greg Hogan who wanted to express his thanks to all who participate in the Memorial Day festivities and wanted to say a special thanks to Selectperson Moroney who read an informative speech about the meaning behind the each of the folds of the American flag. This was seconded by Bobbi Amirault.
The next meeting of the Select Board will be held on Tuesday, June 11th, 2024 at 5 p.m.
At 5:50 p.m. Selectman Greer made a motion to go into non-public for legal. Selectman Marquis seconded the motion. Motion to go non-public for legal passed.
At 6:58 p.m. Selectman Greer made a motion to return to public session. The motion was seconded Selectman Marquis. Motion to return to public session passed.
Selectperson Moroney made a motion to seal the minutes. This was seconded by Selectman Greer. Roll Call Vote to seal the minutes passed unanimously.
Selectman Greer made a motion to adjourn the meeting at 7:00 p.m. Selectman Marquis seconded this motion. All in favor, none opposed. Motion to adjourn passed, meeting adjourned at 7:00 p.m.
